Port Security: Better Planning Needed to Develop and Operate Maritime Worker Identification Card Program

A letter report issued by the Government Accountability Office with an abstract that begins "As part of a multilayered effort to strengthen port security, the Maritime Transportation Security Act (MTSA) of 2002 calls for the Department of Homeland Security (DHS) to issue a worker identification card that uses biological metrics, such as fingerprints, to control access to secure areas of ports or ships. Charged with the responsibility for developing this card, the Transportation Security Administration (TSA), within DHS, initially planned to issue a Transportation Worker Identification Credential in August 2004 to about 6 million maritime workers. GAO assessed what factors limited TSA's ability to meet its August 2004 target date for issuing cards and what challenges remain for TSA to implement the card."

Real-Time Water Quality Management in the Grassland Water District

The purpose of the research project was to advance the concept of real-time water quality management in the San Joaquin Basin by developing an application to drainage of seasonal wetlands in the Grassland Water District. Real-time water quality management is defined as the coordination of reservoir releases, return flows and river diversions to improve water quality conditions in the San Joaquin River and ensure compliance with State water quality objectives. Real-time water quality management is achieved through information exchange and cooperation between shakeholders who contribute or withdraw flow and salt load to or from the San Joaquin River. This project complements a larger scale project that was undertaken by members of the Water Quality Subcommittee of the San Joaquin River Management Program (SJRMP) and which produced forecasts of flow, salt load and San Joaquin River assimilative capacity between 1999 and 2003. These forecasts can help those entities exporting salt load to the River to develop salt load targets as a mechanism for improving compliance with salinity objectives. SSA's Disability Programs: Improvements Could Increase the Usefulness of Electronic Data for Program Oversight

Correspondence issued by the Government Accountability Office with an abstract that begins "In 2003, we added the federal government's disability programs to our high-risk list in part because of difficulties agencies faced in managing these programs and the expected growth in the rolls as baby boomers reach their disability-prone years. The Social Security Administration (SSA) manages the federal government's two largest disability programs, the Disability Insurance (DI) program and the Supplemental Security Income (SSI) program, which together paid out $91 billion in federal benefits to 11.4 million individuals with disabilities in 2003. To help address management difficulties and prepare for expected growth in the rolls, SSA must have reliable administrative data from its disability decision-making process to adequately understand the population it serves and the possible effect of proposed program changes on this population. However, in a prior study, we identified potential problems with the reliability of SSA's electronic administrative data. This report examines (1) the extent to which SSA collects useful and reliable electronic administrative data in order to effectively manage its DI and SSI programs and (2) whether ongoing and planned changes to SSA's computer systems and internal controls will address any weaknesses that we identified."

YUMMY: The Yucca Mountain MCNP-Library

Point-wise libraries provided with the MCNP code contain neutron data for a limited number of temperatures. However, it is important to have the option of using data from a wide range of temperatures for transport calculations. For this purpose, a multi-temperature, ACE-format neutron library was generated for 134 nuclides, as requested by Yucca Mountain Project (YMP) staff. The library is referred to as YUMMY (YUcca Mountain MCNP-librarY). The neutron cross section data are based on ENDF/B-V or ENDF/B-VI evaluations that were requested by YMP staff. This document provides the details of the new library and its use in criticality safety benchmark problems, a Pressurized Water Reactor design and waste package models in MCNP4C.

2-MV electrostatic quadrupole injector for heavy-ion fusion

High current and low emittance are principal requirements for heavy-ion injection into a linac driver for inertial fusion energy. An electrostatic quadrupole (ESQ) injector is capable of providing these high charge density and low emittance beams. We have modified the existing 2-MV Injector to reduce beam emittance and to double the pulse length. We characterize the beam delivered by the modified injector to the High Current Transport Experiment (HCX) and the effects of finite rise time of the extraction voltage pulse in the diode on the beam head. We demonstrate techniques for mitigating aberrations and reducing beam emittance growth in the injector.

As part of continuing compliance, the U.S. Environmental Protection Agency (EPA) requires the U.S. Department of Energy (DOE) to provide any change in information since the most recent compliance application. This requirement is identified in Title 40 Code of Federal Regulations (CFR), Section 194.4(b)(4), which states: “No later than six months after the administrator issues a certification, and at least annually thereafter, the Department shall report to the Administrator, in writing, any changes in conditions or activities pertaining to the disposal system that were not required to be reported by paragraph (b)(3) of this section and that differ from information contained in the most recent compliance application.” In meeting the requirement, the DOE provides an annual report of all changes applicable under the above requirement each November. This annual report informs the EPA of changes to information in the most recent compliance application, or for this report the 1996 Compliance Certification Application (CCA). Significant planned changes must be reported to the EPA prior to implementation by the DOE. In addition, Title 40 CFR, Section 194.4(b)(3) requires that significant unplanned changes be reported to the EPA within 24 hours or ten days, depending on the severity of the activity or condition. …
