A letter report issued by the Government Accountability Office with an abstract that begins "As part of the Acela high-speed rail program, the National Railroad Passenger Corporation (Amtrak) executed contracts in 1996 with train manufacturers Bombardier and Alstom to build 20 high-speed trains--called trainsets--and 15 electric high-horsepower locomotives; construct three maintenance facilities; and provide maintenance services for the Acela trainsets. The trainsets, locomotives, and facilities contracts totaled $730 million. Bombardier and Alstom, referred to as the Consortium, created the Northeast Corridor Management Service Corporation (NecMSC) to manage the facilities and maintain the trainsets, including supervising Amtrak maintenance employees. Amtrak pays NecMSC for its management and maintenance services. Concerns about the quality of the Consortium's work and Amtrak's withholding of $70 million in payments resulted in the parties suing each other, each seeking damages of $200 million. After entering into negotiations at the end of 2002, officials from the Consortium and Amtrak signed a settlement agreement in March 2004. In general, under the settlement, the Consortium must complete modifications to the trainsets and locomotives, achieve established performance requirements, provide training to Amtrak staff, and provide and extend warranties. Correspondence issued by the Government Accountability Office with an abstract that begins "The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) required the Secretary of the Department of Health and Human Services to change the payment rates for chemotherapy-related drugs and chemotherapy administration services. These changes followed reports that Medicare payments for chemotherapy-related drugs were much higher than physicians' costs to acquire them, and oncologists' assertions that drug overpayments were needed to compensate for inadequate payments for chemotherapy administration services. In addition, the Centers for Medicare & Medicaid Services (CMS) made changes in billing rules for chemotherapy administration services. However, oncologists have been concerned that even with these changes, Medicare payments may not cover the costs of providing chemotherapy services in 2005. To respond to a Congressional request that we review the adequacy of Medicare payments for chemotherapy-related drugs and chemotherapy administration services in 2004 and 2005, we assessed the changes in these payments and compared the payments to the estimated costs of providing these services."

This research project is aimed at assessing the soil organic carbon (SOC) sequestration potential of reclaimed minesoils (RMS). The experimental sites, owned and maintained by the American Electrical Power, are located in Guernsey, Morgan, Noble, and Muskingum Counties of Ohio. These sites, characterized by age chronosequences, were reclaimed with and without topsoil application and are under continuous grass or forest cover. During this quarter, water infiltration tests were performed on the soil surface in the experimental sites. Soil samples were analyzed for the soil carbon and nitrogen contents, texture, water stable aggregation, and mean weight and geometric mean diameter of aggregates. This report presents the results from two sites reclaimed during 1978 and managed under grass (Wilds) and forest (Cumberland) cover, respectively. The trees were planted in 1982 in the Cumberland site. The analyses of data on soil bulk density ({rho}{sub b}), SOC and total nitrogen (TN) concentrations and stocks were presented in the third quarter report. This report presents the data on infiltration rates, volume of transport and storage pores, available water capacity (AWC) of soil, particle size distribution, and soil inorganic carbon (SIC) and coal carbon contents. Digital Rights Management (DRM) refers to the technology that copyright owners use to protect digital media. This report surveys several of the DRM bills that were introduced in the 107th Congress and those that are pending in the 108th Congress. Generally, the bills are directed at two separate goals. One goal is to increase access to digitally-protected media for lawful purposes. The other attempts to thwart digital piracy and would do so by enhancing civil and criminal sanctions for digital (and traditional) copyright infringement and educating the public about the rights of copyright holders.

West Carney field--one of the newest fields discovered in Oklahoma--exhibits many unique production characteristics. These characteristics include: (1) decreasing water-oil ratio; (2) decreasing gas-oil ratio followed by an increase; (3) poor prediction capability of the reserves based on the log data; and (4) low geological connectivity but high hydrodynamic connectivity. The purpose of this investigation is to understand the principal mechanisms affecting the production, and propose methods by which we can extend the phenomenon to other fields with similar characteristics. In our experimental investigation section, we present the data on surfactant injection in near well bore region. We demonstrate that by injecting the surfactant, the relative permeability of water could be decreased, and that of gas could be increased. This should result in improved gas recovery from the reservoir. Our geological analysis of the reservoir develops the detailed stratigraphic description of the reservoir. Two new stratigraphic units, previously unrecognized, are identified. Additional lithofacies are recognized in new core descriptions. Our engineering analysis has determined that well density is an important parameter in optimally producing Hunton reservoirs. It appears that 160 acre is an optimal spacing. The reservoir pressure appears to decline over time; however, recovery per well is only weakly …

To help address this challenge, the Federal Financial Management Improvement Act of 1996 (FFMIA) requires the 23 Chief Financial Officers Act agencies to implement and maintain financial management systems that comply substantially with (1) federal financial management systems requirements, (2) applicable federal accounting standards, and (3) the U.S. Government Standard General Ledger (SGL) at the transaction level. FFMIA also requires GAO to report annually on the implementation of the act."
