Specific PVMaT R&D in CdTe Product Manufacturing: Final Subcontract Report, March 2003

Results of a 3+ year subcontract are presented. The research was conducted under Phase 5A2 of the subcontract. The three areas of effort in the subcontract were (1) manufacturing line improvements, (2) product readiness, and (3) environmental, safety, and health programs. The subcontract consisted of three phases, approximately 1 year each. Phase I included the development, design, and implementation of a high-throughput, low-cost lamination process. This goal was achieved using the support of key experts such as Automation and Robotics Research Institute (ARRI) to identify appropriate lamination equipment vendors, and material handling. Product designs were reviewed by Arizona State University Photovoltaic Testing Laboratory and Underwriters Laboratories. Modifications to the module designs were implemented to meet future testing requirements. A complete review of the Environmental, Health, and Safety programs was conducted, along with training by the Environmental Protection Agency (EP A) and Occupational Safety and Health Administration (OSHA). Work conducted during Phase II included the implementation of an improved potting procedure for the wiring junction. The design of the equipment focused on high-throughput, low-cost operations. The sixth evaluation of the RIKEN BNL Research Center (RBRC) took place on November 20-21, 2003, at Brookhaven National Laboratory. The present members of the Scientific Review Committee are Dr. Jean-Paul Blaizot, Professor Makoto Kobayashi, Dr. Akira Masaike, Professor Charles Young Prescott (absent), Professor Stephen Sharpe, and Professor Jack Sandweiss, Committee Chair. In order to illustrate the breadth and scope of the program, each member of the Center made a presentation on his research efforts. In addition, a special presentation was given jointly by our collaborators, Professors Norman Christ and Robert Mawhinney of Columbia University, on the progress and status of the IRBRC QCDSP/QCDOC Supercomputer program. A demonstration of a 64-node (64 Gflops peak speed) QCDOC machine in action followed. Although the main purpose of this review is a report to RIKEN Management (Dr. Ryoji Noyori, RIKEN President) on the health, scientific value, management and future prospects of the Center, the RBRC management felt that a compendium of the scientific presentations are of sufficient quality and interest that they warrant a wider distribution. Therefore we have made this compilation and present it to the community for its information and enlightenment.

Chinook Salmon Adult Abundance Monitoring; Hydroacoustic Assessment of Chinook Salmon Escapement to the Secesh River, Idaho, 2002-2004 Final Report.

Accurate determination of adult salmon spawner abundance is key to the assessment of recovery actions for wild Snake River spring/summer Chinook salmon (Onchorynchus tshawytscha), a species listed as 'threatened' under the Endangered Species Act (ESA). As part of the Bonneville Power Administration Fish and Wildlife Program, the Nez Perce Tribe operates an experimental project in the South Fork of the Salmon River subbasin. The project has involved noninvasive monitoring of Chinook salmon escapement on the Secesh River between 1997 and 2000 and on Lake Creek since 1998. The overall goal of this project is to accurately estimate adult Chinook salmon spawning escapement numbers to the Secesh River and Lake Creek. Using time-lapse underwater video technology in conjunction with their fish counting stations, Nez Perce researchers have successfully collected information on adult Chinook salmon spawner abundance, run timing, and fish-per-redd numbers on Lake Creek since 1998. However, the larger stream environment in the Secesh River prevented successful implementation of the underwater video technique to enumerate adult Chinook salmon abundance. High stream discharge and debris loads in the Secesh caused failure of the temporary fish counting station, preventing coverage of the early migrating portion of the spawning run. Since 1995, the Confederated Tribes of the Colville Reservation (Colville Confederated Tribes) have managed the Chief Joseph Kokanee Enhancement Project as part of the Northwest Power Planning Council (NWPPC) Fish and Wildlife Program. Project objectives have focused on understanding natural production of kokanee (a land-locked sockeye salmon) and other fish stocks in the area above Grand Coulee and Chief Joseph Dams on the Columbia River. A 42-month investigation from 1996 to 1999 determined that from 211,685 to 576,676 fish were entrained annually at Grand Coulee Dam. Analysis of the entrainment data found that 85% of the total entrainment occurred at the dam's third powerplant. These numbers represent a significant loss to the tribal fisheries upstream of the dam. In response to a suggestion by the NWPPC Independent Scientific Review Panel, the scope of work for the Chief Joseph Kokanee Enhancement Project was expanded to include a multiyear pilot test of a strobe light system to help mitigate fish entrainment. Fisheries co-managers of U.S. v Oregon supported and directed the construction and operation of acclimation and release facilities for Snake River fall Chinook from Lyons Ferry Hatchery at three sites above Lower Granite Dam. In 1996, Congress instructed the U.S. Army Corps of Engineers (USCOE) to construct, under the Lower Snake River Compensation Plan (LSRCP), final rearing and acclimation facilities for fall Chinook in the Snake River basin to complement their activities and efforts in compensating for fish lost due to construction of the lower Snake River dams. The Nez Perce Tribe (NPT) played a key role in securing funding and selecting acclimation sites, then assumed responsibility for operation and maintenance of the facilities. In 1997, Bonneville Power Administrative (BPA) was directed to fund operations and maintenance (O&M) for the facilities. Two acclimation facilities, Captain John Rapids and Pittsburg Landing, were located on the Snake River between Asotin, WA and Hells Canyon Dam and one facility, Big Canyon, was located on the Clearwater River at Peck. The Capt. John Rapids facility is a single pond while the Pittsburg Landing and Big Canyon sites consist of portable fish rearing tanks assembled and disassembled each year. Through their John Day Basin Office, the Confederated Tribes of Warm Springs Reservation of Oregon (Tribes) acquired the Forrest Ranch during July of 2002. The property consists of two parcels located in the John Day subbasin within the Columbia basin. The mainstem parcel consists of 3,503 acres and is located 1/2 mile to the east of Prairie City, Oregon on the mainstem of the John Day River. The middle fork parcel consists of 820 acres and is located one mile to the west of the town of Austin, OR on the middle fork John Day River. The Forrest Ranch Project is under a memorandum of agreement with the Bonneville Power Administration (BPA) to provide an annual written report generally describing the real property interests of the project and management activities undertaken or in progress. The Forrest Ranch acquisition was funded by BPA as part of their program to protect, mitigate, and enhance fish and wildlife habitat affected by the operation of their hydroelectric facilities on the Columbia River and its tributaries. The overall goal of the Klickitat Watershed Enhancement Project (KWEP) is to restore watershed health to aid recovery of salmonid stocks in the Klickitat subbasin. An emphasis is placed on restoration and protection of stream reaches and watersheds supporting native anadromous fish production, particularly steelhead (Oncorhyncus mykiss; ESA- listed as 'Threatened' within the Mid-Columbia ESU) and spring Chinook (O. tshawytscha). Habitat restoration activities in the Klickitat subbasin augment goals and objectives of the Yakima Klickitat Fisheries Project (YKFP), NPPC Fish and Wildlife Program, Klickitat Subbasin Summary and the NMFS Biological Opinion (All-H paper). Work is conducted to enhance instream and contributing upland habitat to facilitate increased natural production potential for native salmonid stocks. Efforts in the Klickitat Subbasin fall into two main categories: (1) identification and prioritization of sites for protection and restoration activities, (2) implementation of protection and restoration measures. KWEP personnel also assist monitoring efforts of the YKFP Monitoring & Evaluation Project. Columbian Sharp-Tailed Grouse (Tympanuchus phasianellus columbianus) (CSTG) are an important traditional and cultural species to the Colville Confederated Tribes (CCT), Spokane Tribe of Indians (STOI), and other Tribes in the Region. They were once the most abundant upland bird in the Region. Currently, the largest remaining population in Washington State occurs on the CCT Reservation in Okanogan County. Increasing agricultural practices and other land uses has contributed to the decline of sharp-tail habitat and populations putting this species at risk. The decline of this species is not new (Yokum, 1952, Buss and Dziedzic, 1955, Zeigler, 1979, Meints 1991, and Crawford and Snyder 1994). The Tribes (CCT and STOI) are determined to protect, enhance and restore habitat for this species continued existence. When Grand Coulee and Chief Joseph Hydro-projects were constructed, inundated habitat used by this species was lost forever adding to overall decline. To compensate and prevent further habitat loss, the CCT proposed a project with Bonneville Power Administration (BPA) funding to address this species and their habitat requirements. The projects main focus is to address habitat utilized by the current CSTG population and determine ways to protect, restore, and enhance habitats for the conservation of this species over time. …

Identification of Larval Pacific Lampreys (Lampetra tridentata), River Lampreys (L. ayresi), and Western Brook Lampreys (L. richardsoni) and Thermal Requirements of Early Life History Stages of Lampreys, Annual Report 2002-2003.

Two fundamental aspects of lamprey biology were examined to provide tools for population assessment and determination of critical habitat needs of Columbia River Basin (CRB) lampreys (the Pacific lamprey, Lampetra tridentata, and the western brook lamprey, L. richardsoni). We evaluated the usefulness of current diagnostic characteristics for identification of larval lampreys (i.e., pigment patterns) and collected material for development of meristic and morphometric descriptions of early life stage CRB lampreys, and we determined the effects of temperature on survival and development of early life stage CRB lampreys. Thirty-one larval lampreys were collected from locations throughout the CRB and transported to the Columbia River Research Laboratory. Lampreys were sampled at six-week intervals at which time they were identified to the species level based on current diagnostic characteristics. Sampling was repeated until lampreys metamorphosed, at which time species identification was validated based on dentition, or until they died, at which time they were preserved for genetic examination. These lampreys were sampled 30 times with two individuals metamorphosing, both of which were consistently identified, and subsequently validated, as Pacific lampreys.
