User's guide, version 1 RESRAD-BIOTA : a tool for implementing a graded approach to biota dose evaluation.
This Interagency Steering Committee on Radiation Standards (ISCORS) Technical Report provides a User's Guide for the RESRAD-BIOTA code. The RESRAD-BIOTA code is a tool for implementing a graded approach to biota dose evaluation. The RESRAD-BIOTA code was principally sponsored and developed by the U.S. Department of Energy (DOE), with support from the U.S. Environmental Protection Agency (EPA) and the U.S. Nuclear Regulatory Commission (NRC), through the informal interagency Ecological Radiological Work Group (ECORAD-WG). The work group was led by DOE and coordinated under the oversight of ISCORS. The RESRAD-BIOTA code provides a complete spectrum of biota dose evaluation capabilities, from methods for general screening, to comprehensive receptor-specific dose estimation. The code was designed to be consistent with and provide a tool for implementing the DOE ''Graded Approach for Evaluating Radiation Doses to Aquatic and Terrestrial Biota'' (DOE voluntary consensus Technical Standard DOE-STD-1153-2002), and to provide advanced analysis capabilities in a manner that will support the anticipated needs of DOE and other agencies. These advanced analysis capabilities were generally developed through a consensus-based process among the participating agency representatives of the ECORAD-WG.

Vieques, Puerto Rico Naval Training Range: Background and Issues for Congress
On April 30, 2003, the Department of the Navy (DoN) closed down its controversial live-fire training range on the Puerto Rican island of Vieques. The Navy also intends to reduce its presence at the supporting activity at Roosevelt Roads on mainland Puerto Rico by about 65%. The Senate Armed Services Committee’s report (S.Rept. 108-46 of May 13, 2003) on the FY2004 defense authorization bill (S. 1050) directs the Navy to report to Congress on the status of cleanup-related actions for Vieques. This CRS report will be updated as events warrant.

Wind turbine reliability : understanding and minimizing wind turbine operation and maintenance costs.
Wind turbine system reliability is a critical factor in the success of a wind energy project. Poor reliability directly affects both the project's revenue stream through increased operation and maintenance (O&M) costs and reduced availability to generate power due to turbine downtime. Indirectly, the acceptance of wind-generated power by the financial and developer communities as a viable enterprise is influenced by the risk associated with the capital equipment reliability; increased risk, or at least the perception of increased risk, is generally accompanied by increased financing fees or interest rates. Cost of energy (COE) is a key project evaluation metric, both in commercial applications and in the U.S. federal wind energy program. To reflect this commercial reality, the wind energy research community has adopted COE as a decision-making and technology evaluation metric. The COE metric accounts for the effects of reliability through levelized replacement cost and unscheduled maintenance cost parameters. However, unlike the other cost contributors, such as initial capital investment and scheduled maintenance and operating expenses, costs associated with component failures are necessarily speculative. Y-12 Groundwater Protection Program Groundwater and Surface Water Sampling and Analysis Plan for Calendar Year 2005
This plan provides a description of the groundwater and surface water quality monitoring activities planned for calendar year (CY) 2005 at the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) that will be managed by the Y-12 Groundwater Protection Program (GWPP). Groundwater and surface water monitoring performed by the GWPP during CY 2005 will be in accordance with DOE Order 540.1 requirements and the following goals: (1) to maintain surveillance of existing and potential groundwater contamination sources; (2) to provide for the early detection of groundwater contamination and determine the quality of groundwater and surface water where contaminants are most likely to migrate beyond the Oak Ridge Reservation property line; (3) to identify and characterize long-term trends in groundwater quality at Y-12; and (4) to provide data to support decisions concerning the management and protection of groundwater resources. Groundwater and surface water monitoring during CY 2005 will be performed primarily in three hydrogeologic regimes at Y-12: the Bear Creek Hydrogeologic Regime (Bear Creek Regime), the Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime), and the Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime).
