HHS OIG: Allegations of Misspending Were Unsubstantiated

Correspondence issued by the General Accounting Office with an abstract that begins "The Department of Health and Human Service's (HHS) Office of Inspector General (OIG) plays a vital role in auditing and investigating allegations of fraud and abuse in federal health and welfare programs. Because it independently evaluates various programs, activities, and functions, the OIG must act with integrity at all times. In the fall of 2003, anonymous allegations charged that certain officials in the HHS OIG's Office of Evaluation and Inspections (OEI) sponsored training and management meetings for nonwork purposes and improperly renovated a regional office. The allegations primarily focused on the actions of the Acting OEI Deputy Inspector General in relation to specific events that took place from July through September 2003. The allegations charged that she (1) sponsored training at a Florida resort to facilitate vacation time for staff, (2) scheduled several follow-up training meetings as a way of providing staff with leisure time, and (3) held a managers' meeting in New York as a pretext for participants to attend a retirement celebration for one of OEI's managers. Home Inspections: Many Buyers Benefit from Inspections, but Mandating Their Use Is Questionable

A letter report issued by the General Accounting Office with an abstract that begins "In the 1990s, the Department of Housing and Urban Development's (HUD) Federal Housing Administration (FHA) dealt with a series of instances where buyers had not been notified of serious problems revealed by their appraisals. This led to several reforms, some of which allegedly may have caused some buyers to forgo home inspections, confusing that service with appraisals. Advocates of mandating home inspections claim that FHA will benefit from fewer foreclosures, and buyers will benefit by avoiding homes with costly problems. GAO was asked to assess (1) how many recent FHA homebuyers got home inspections and what were the perceived benefits, (2) whether homebuyers understand the differences between appraisals and home inspections, (3) whether inspections are associated with loan performance, and (4) the implications of mandating home inspections."

Hydrogen Storage in metal-modified single-walled carbon nanotubes

It has been known for over thirty years that potassium-intercalated graphites can readily adsorb and desorb hydrogen at {approx}1 wt% at 77 K. These levels are much higher than can be attained in pure graphite, owing to a larger thermodynamic enthalpy of adsorption. This increased enthalpy may allow hydrogen sorption at higher temperatures. Potassium has other beneficial effects that enable the design of a new material: (a) Increased adsorption enthalpy in potassium-intercalated graphite compared to pure graphite reduces the pressure and increases the temperature required for a given fractional coverage of hydrogen adsorption. We expect the same effects in potassium-intercalated SWNTs. (b) As an intercalant, potassium separates c-axis planes in graphite. Potassium also separates the individual tubes of SWNTs ropes producing swelling and increased surface area. Increased surface area provides more adsorption sites, giving a proportionately higher capacity. The temperature of adsorption depends on the enthalpy of adsorption. The characteristic temperature is roughly the adsorption enthalpy divided by Boltzmann's constant, k{sub B}. For the high hydrogen storage capacity of SWNTs to be achieved at room temperature, it is necessary to increase the enthalpy of adsorption. Hydrogen Storage Properties of Magnesium Base Nanostructured Composite Materials

In this work, nanostructured composite materials have been synthesized using the mechanical alloying process. The new materials produced have been investigated by X-ray diffraction (XRD), transition electron microscope (TEM), scanning electron microscope (SEM) and electron energy dispersion spectrum (EDS) for their phase compositions, crystal structure, grain size, particle morphology and the distribution of catalyst element. Hydrogen storage capacities and the hydriding-dehydriding kinetics of the new materials have been measured at different temperatures using a Sieverts apparatus. It is observed that mechanical alloying accelerates the hydrogenation kinetics of the magnesium based materials at low temperature, but a high temperature must be provided to release the absorbed hydrogen from the hydrided magnesium based materials. It is believed that the dehydriding temperature is largely controlled by the thermodynamic configuration of magnesium hydride. Doping Mg-Ni nano/amorphous composite materials with lanthanum reduces the hydriding and dehydriding temperature. Although the stability of MgH2 can not be easily reduced by ball milling alone, the results suggest the thermodynamic properties of Mg-Ni nano/amorphous composite materials can be alternated by additives such as La or other effective elements. Further investigation toward understanding the mechanism of additives will be rewarded.

Identification of Tank 50H Solids Components Responsible for Removal of Dissolved Actinides

As part of preparations to use the Tank 50H as a receiving tank for the salt supernate solution designed to feed the Saltstone Facility, a follow up study has been completed to identify the Tank 50H solids components responsible for the removal of plutonium and neptunium from synthetic salt solution. Identification of these sorbents will also help determine whether the existence of these adsorbents is limited to the Tank 50H or more widespread in the High Level Waste system and thus may pose a greater impact.

MINERAL-SURFACTANT INTERACTIONS FOR MINIMUM REAGENTS PRECIPITATION AND ADSOPTION FOR IMPROVED OIL RECOVERY

The aim of the project is to delineate the role of mineralogy of reservoir rocks in determining interactions between reservoir minerals and externally added reagents (surfactants/polymers) and its effect on the solid-liquid and liquid-liquid interfacial properties such as adsorption, wettability and interfacial tension in systems relevant to reservoir conditions. Previous studies have suggested that significant surfactant loss by precipitation or adsorption on reservoir minerals can cause chemical schemes to be less than satisfactory for enhanced oil recovery. Both macroscopic adsorption, wettability and microscopic orientation and conformation studies for various surfactant/polymer mixtures/reservoir rocks systems will be conducted to explore the cause of chemical loss by means of precipitation or adsorption, and the effect of rock mineralogy on the chemical loss. During this reporting period, the minerals used have been characterized, for particle size distribution and surface area. Also a series of novel cationic Gemini surfactants: butane-1,4-bis(quaternary ammonium chloride), has been synthesized. The solution and adsorption behavior of individual surfactants, the highly surface-active Gemini surfactant C{sub 12}-C{sub 4}-C{sub 12}, the sugar-based nonionic surfactant n-dodecyl-{beta}-D-maltoside (DM) and their mixture has been studied. Monitoring of Refractory Wall recession using high temperature impact echo instrumentation

Regression of refractory linings of furnaces occurs due to a variety of mechanisms. The specific mechanism selected for investigation during this program is the regression of refractories which are in direct contact with a liquid corrodant. Examples include the melting of glass, the production of pig iron and steel, and the melting of aluminum. The rates of regression to a wall thickness which requires reline or extensive reconstruction vary widely, from less than a year to over ten years depending on the specific service environment. This program investigated the feasibility of measuring refractory wall thickness with an impact-echo method while at operating temperature (wall temperatures exceeding 500 C). The impact-echo method uses the impact of a small sphere with the surface of the test object to send a stress wave into the object. In a plate-like structure, the stress wave reflects back to the front surface, reverberating in the structure and causing a periodic surface displacement whose frequency is inversely proportional to the thickness of the test object. Impact-echo testing was chosen because it requires access to only one side of the test object and could be performed during the operation of a refractory structure.
