2000 Census: Coverage Evaluation Interviewing Overcame Challenges, but Further Research Needed

A letter report issued by the General Accounting Office with an abstract that begins "As part of its Accuracy and Coverage Evaluation (ACE), the U.S. Census Bureau interviewed people across the country to develop an estimate of the number of persons missed, counted more than once, or otherwise improperly counted in the 2000 census. In conducting the interviews, which took place in person or over the phone, Census faced several challenges, including (1) completing the operation on schedule, (2) ensuring data quality, (3) overcoming unexpected computer problems, (4) obtaining a quality address list, and (5) keeping the interviews independent of census follow-up operations to ensure unbiased estimates of census errors. The Bureau completed the interviews largely ahead of schedule. On the basis of the results of its quality assurance program, the Bureau assumes that about one-tenth of one percent of all cases nationally would have failed the program because they were believed to have been falsified. Early on, the Bureau dealt with an unexpected problem with its automated work management system, which allows supervisors to selectively reassign work among interviewers. Basic Engineering Research for D&D of R Reactor Storage Pond Sludge: Electrokinetics, Carbon Dioxide Extraction, and Supercritical Water Oxidation

Large quantities of mixed low level waste (MLLW) that fall under the Toxic Substances Control Act (TSCA) exist and will continue to be generated during D&D operations at DOE sites across the country. Currently, the volume of these wastes is approximately 23,500 m3, and the majority of these wastes (i.e., almost 19,000 m3) consist of PCBs and PCB-contaminated materials. Further, additional PCB-contaminated waste will be generated during D&D operations in the future. The standard process for destruction of this waste is incineration, which generates secondary waste that must be disposed, and the TSCA incinerator at Oak Ridge has an uncertain future. Beyond incineration, no proposed process for the recovery and/or destruction of these persistent pollutants has emerged as the preferred choice for DOE cleanup. The main objective of the project was to investigate and develop a deeper understanding of the thermodynamic and kinetic reactions involved in the extraction and destruction of polychlorinated biphenyls (PCBs) from low-level mixed waste solid matrices in order to provide data that would permit the design of a combined-cycle extraction/destruction process. CALLA ENERGY BIOMASS COFIRING PROJECT

The Calla Energy Biomass Project, to be located in Estill County, Kentucky is to be conducted in two phases. The objective of Phase I is to evaluate the technical and economic feasibility of cofiring biomass-based gasification fuel-gas in a power generation boiler. Waste coal fines are to be evaluated as the cofired fuel. The project is based on the use of commercially available technology for feeding and gas cleanup that would be suitable for deployment in municipal, large industrial and utility applications. Define a combustion system for the biomass gasification-based fuel-gas capable of stable, low-NOx combustion over the full range of gaseous fuel mixtures, with low carbon monoxide emissions and turndown capabilities suitable for large-scale power generation applications. The objective for Phase II is to design, install and demonstrate the combined gasification and combustion system in a large-scale, long-term cofiring operation to promote acceptance and utilization of indirect biomass cofiring technology for large-scale power generation applications. During this Performance Period work efforts focused on completion of the Topical Report, summarizing the design and techno-economic study of the project's feasibility. Civil Fines and Penalties Debt: Review of CMS' Management and Collection Processes

A letter report issued by the General Accounting Office with an abstract that begins "This report focuses on the debt collection processes and procedures used by the Department of Health and Human Services' (HHS) Centers for Medicare and Medicaid Services (CMS). The primary reason for the growth of CMS' civil monetary penalties (CMP) receivables was the expansion of fraud and abuse detection activities from fiscal year 1995 through fiscal year 1997 that significantly increased reported fraud and abuse debts in fiscal year 1997. GAO's analysis of CMS' CMP receivable data revealed similar financial accountability and reporting issues as those identified for non-CMP receivables by CMS' external financial statement auditors. GAO identified (1) unreconciled differences of tens of millions of dollars in the CMP receivables balances reported by HHS and CMS for fiscal years 1997 through 1999 and (2) an unreconciled net difference of about $22 million between the CMP receivables balance in CMS' general ledger and the detailed subsidiary systems as of September 30, 2000. The data reliability issue prevented GAO from determining the overall adequacy of the CMP debt collection policies and procedures. Coupled Physical/Chemical and Biofiltration Technologies to Reduce Air Emissions from Forest Products Industries

The research is a laboratory and bench-scale investigation of a system to concentrate and destroy volatile organic compounds (VOCs), including hazardous air pollutants, formed from the drying of wood and the manufacture of wood board products (e.g., particle board and oriented strandboard). The approach that was investigated involved concentrating the dilute VOCs (<500 ppmv) with a physical/chemical adsorption unit, followed by the treatment of the concentrated voc stream (2,000 to 2,500 ppmv) with a biofiltration unit. The research program lasted three years, and involved three research organizations. Michigan Technological University was the primary recipient of the financial assistance, the USDA Forest Products Laboratory (FPL) and Mississippi State University (MSU) were subcontractors to MTU. The ultimate objective of this research was to develop a pilot-scale demonstration of the technology with sufficient data to provide for the design of an industrial system. No commercialization activities were included in this project.

This Technical Quarterly Report is for the reporting period September 30, 2001 to December 31, 2001. The report provides details of the work done on the project entitled ''Enhanced Oil Recovery with Downhole Vibration Stimulation in Osage County Oklahoma''. The project is divided into nine separate tasks. Several of the tasks are being worked on simultaneously, while other tasks are dependent on earlier tasks being completed. The vibration stimulation well was permitted as Well 111-W-27, section 8 T26N R6E Osage County Oklahoma. It was spud July 28, 2001 with Goober Drilling Rig No. 3. The well was drilled to 3090-feet cored, logged, cased and cemented. The Rig No.3 moved off August 6, 2001. Phillips Petroleum Co. has performed standard core analysis on the cores recovered from the test well. Standard porosity, permeability and saturation measurements have been conducted. Phillips has begun the sonic stimulation core tests. Calumet Oil Company, the operator of the NBU, has been to collecting both production and injection wells information to establish a baseline for the project in the pilot field test area since May 2001. Ewing Symposium in Honor of Taro Takahashi: The controversial aspects of the contemporary [carbon] cycle

This Ewing Symposium in honor of Taro Takahashi's work on the carbon cycle was held at Lamont-Doherty Earth Observatory, Palisades, New York, on October 26-27, 2000. A program and set of abstracts are appended to this report. A summary of the meeting (included in this report) will be published in Global Biogeochemical Cycles. The theme of the symposium was the magnitude and cause of excess carbon storage on the north temperate continents. Disagreement exists on the relative roles of forest regrowth and fertilization by excess fixed nitrogen and carbon dioxide, as well as the distribution of this storage. Phenomena playing important roles include pre-anthropogenic gradients in carbon dioxide, the so-called rectification effect, uptake and release of carbon dioxide by the ocean, soil nitrogen dynamics, atmospheric carbon-13 gradients, and the role of fire.

A letter report issued by the General Accounting Office with an abstract that begins "The U.S. defense industry and some foreign government purchasers have expressed concern that the U.S. export control process is unnecessarily burdensome. Defense industry officials contend that extended reviews of export license applications by the State Department have resulted in lost sales and are harming the nation's defense industry. The State Department's Office of Defense Trade Controls is responsible for licensing the export and temporary import of defense articles and services. Many license applications take a long time to review because of their complexity and the need to consider different points of view. However, several conditions make the application review process less efficient and cause delays. The State Department has not established formal guidelines for determining the agencies and offices that need to review license applications. As a result, the licensing office refers more license applications to other agencies and offices than may be necessary. Furthermore, many license application reviewers in State Department reviewing offices consider license reviews a low priority. The State Department lacks procedures to monitor the flow of license applications through the review process. The State Department has hired new licensing officers which license …

Field Demonstration of Carbon Dioxide Miscible Flooding in the Lansing-Kansas City Formation, Central Kansas Progress Report

Progress is reported for the period from October 1, 2001 to December 31, 2001. Technical design and budget for a larger (60-acre) CO{sub 2} demonstration project are being reviewed by the US DOE for approval. While this review process is being conducted, work is proceeding on well testing to obtain reservoir properties and on the VIP reservoir simulation model to improve model prediction and better understand the controls that certain parameters exert on predicted performance. Testing of present Colliver lease injection water on Lansing-Kansas City (L-KC) oomoldic rock indicates that injection brine must be filtered to < {approx}3-5 um and <15 um to prevent plugging of rocks with permeability as low as 1 md (millidarcy; 0.001 um2) and 10 md (0.01 um2), respectively. Pressure build-up testing on the Carter-Colliver No.7 well is interpreted to indicate the L-KC reservoir surrounding this well is {approx}9 ft (2.7 m) thick having an average effective water permeability of 25-35 md (0.025-0.035 um2) that is connected to the wellbore by either a high permeability fracture, bed, or region with low skin. Reservoir simulation evaluation of gridcell size effect on model oil recovery prediction indicates that, based on the model prediction of distribution of produced oil …

Final Report Mechanics of Bubbles in Sludges and Slurries

The Hanford Site has 177 underground waste storage tanks that are known to retain and release bubbles composed of flammable gases. Characterizing and understanding the behavior of these bubbles is important for the safety issues associated with the flammable gases for both ongoing waste storage and future waste-retrieval operations. The retained bubbles are known to respond to small barometric pressure changes, though in a complex manner with unusual hysteresis occurring in some tanks in the relationship between bubble volume and pressure, or V-P hysteresis. With careful analysis, information on the volume of retained gas and the interactions of the waste and the bubbles can be determined. The overall objective of this study is to create a better understanding of the mechanics of bubbles retained in high-level waste sludges and slurries. Significant advancements have been made in all the major areas of basic theoretical and experimental method development. In addition, the relevance of these basic developments to Hanford waste has resulted in an entirely new understanding of bubble mechanics and waste microstructure in Hanford waste tanks. Final Report: Natural State Models of The Geysers Geothermal System, Sonoma County, California

Final project report of natural state modeling effort for The Geysers geothermal field, California. Initial models examined the liquid-dominated state of the system, based on geologic constraints and calibrated to match observed whole rock delta-O18 isotope alteration. These models demonstrated that the early system was of generally low permeability (around 10{sup -12} m{sup 2}), with good hydraulic connectivity at depth (along the intrusive contact) and an intact caprock. Later effort in the project was directed at development of a two-phase, supercritical flow simulation package (EOS1sc) to accompany the Tough2 flow simulator. Geysers models made using this package show that ''simmering'', or the transient migration of vapor bubbles through the hydrothermal system, is the dominant transition state as the system progresses to vapor-dominated. Such a system is highly variable in space and time, making the rock record more difficult to interpret, since pressure-temperature indicators likely reflect only local, short duration conditions.
