Assessing Juvenile Salmonid Passage Through Culverts: Field Research in Support of Protocol Development

The primary goal of our research this spring/ summer was to refine techniques and examine scenarios under which a standardized protocol could be applied to assess juvenile coho salmon (O. kisutch) passage through road culverts. Field evaluations focused on capture-mark- recapture methods that allowed analysis of fish movement patterns, estimates of culvert passability, and potential identification of cues inducing these movements. At this stage, 0+ age coho salmon fry 30 mm to 65 mm long (fork length) were the species and age class of interest. Ultimately, the protocol will provide rapid, statistically rigorous methods for trained personnel to perform standardized biological assessments of culvert passability to a number of juvenile salmon species. Questions to be addressed by the research include the following: ? Do hydraulic structures such as culverts restrict habitat for juvenile salmonids? ? How do existing culverts and retrofits perform relative to juvenile salmonid passage? ? Do some culvert characteristics and hydraulic conditions provide better passage than others? ? Does the culvert represent a barrier to certain size classes of fish? Recommendations addressed issues of study site selection, initial capture, marking, recapture/observations, and estimating movement.

The U.S. Department of Energy (DOE) is considering the possible recommendation of a site at Yucca Mountain, Nevada, for development as a geologic repository for the disposal of high-level radioactive waste and spent nuclear fuel. To facilitate public review and comment, in May 2001 the DOE released the Yucca Mountain Science and Engineering Report (S&ER) (DOE 2001 [DIRS 153849]), which presents technical information supporting the consideration of the possible site recommendation. The report summarizes the results of more than 20 years of scientific and engineering studies. A decision to recommend the site has not been made: the DOE has provided the S&ER and its supporting documents as an aid to the public in formulating comments on the possible recommendation. When the S&ER (DOE 2001 [DIRS 153849]) was released, the DOE acknowledged that technical and scientific analyses of the site were ongoing. Therefore, the DOE noted in the Federal Register Notice accompanying the report (66 FR 23013 [DIRS 155009], p. 2) that additional technical information would be released before the dates, locations, and times for public hearings on the possible recommendation were announced. Development of Low-Cost Manufacturing Processes for Planar, Multilayer Solid Oxide Fuel Cell Elements

This report summarizes the results of Phase II of this program, 'Low-Cost Manufacturing Of Multilayer Ceramic Fuel Cells'. The objective of the program is to develop advanced ceramic manufacturing technologies for making planar solid oxide fuel cell (SOFC) components that are more economical and reliable for a variety of applications. Phase II development work focused on three distinct manufacturing approaches (or tracks) for planar solid oxide fuel cell elements. Two development tracks, led by NexTech Materials and Oak Ridge National Laboratory, involved co-sintering of planar SOFC elements of cathode-supported and anode-supported variations. A third development track, led by the University of Missouri-Rolla, focused on a revolutionary approach for reducing operating temperature of SOFCs by using spin-coating to deposit ultra-thin, nano-crystalline YSZ electrolyte films. The work in Phase II was supported by characterization work at Ohio State University. The primary technical accomplishments within each of the three development tracks are summarized. Track 1--NexTech's targeted manufacturing process for planar SOFC elements involves tape casting of porous electrode substrates, colloidal-spray deposition of YSZ electrolyte films, co-sintering of bi-layer elements, and screen printing of opposite electrode coatings. Carbon Dioxide Sequestration in Geologic Coal Formations

BP Corporation North America, Inc. (BP) currently operates a nitrogen enhanced recovery project for coal bed methane at the Tiffany Field in the San Juan Basin, Colorado. The project is the largest and most significant of its kind wherein gas is injected into a coal seam to recover methane by competitive adsorption and stripping. The Idaho National Engineering and Environmental Laboratory (INEEL) and BP both recognize that this process also holds significant promise for the sequestration of carbon dioxide, a greenhouse gas, while economically enhancing the recovery of methane from coal. BP proposes to conduct a CO2 injection pilot at the tiffany Field to assess CO2 sequestration potential in coal. For its part the INEEL will analyze information from this pilot with the intent to define the Co2 sequestration capacity of coal and its ultimate role in ameliorating the adverse effects of global warming on the nation and the world.

Cooperative MPC&A Enhancements at Russian Navy Sites

U.S. MPC&A cooperation with the Russian Federation (RF) Navy is based on a Joint Statement signed in 1996 to protect Highly Enriched Uranium (HEU) fresh fuel used for nuclear propulsion. The Russian Federation Navy is the largest owner in Russia of highly enriched uranium, both in the form of fresh nuclear fuel, and in the form of slightly irradiated fuel with a long cooling time after irradiation. As a result of this agreement, projects began at the Northern Fleet Fresh Fuel Storage Facility (Site 49) and Refueling Ship PM-63. Initial projects provided upgrades for RF Navy HEU fresh fuel storage facilities, beginning with a land-based facility near Murmansk and later adding other land-based and ship-based fresh fuel storage facilities. Additional protocols (December 1997, January 1999, and March 2000) significantly expanded cooperation to include all HEU fuel under RF Navy control. To date, it is estimated that tens of metric tons of HEU have been secured - enough to construct hundreds of nuclear devices. It was determined that the cooperation would be coordinated by the Russian Research Center, Kurchatov Institute. This paper describes the history of the Program development, its stages, current status, scale of the work and prospects.

The Search for Meterorites with Complex Exposure Histories Amoung Ordinary Chondrites with Low 3HE/21NE Ratios

In calculating cosmic-ray exposure ages of meteorites it is generally assumed that the meteoroids were expelled from a shielded position within their parent body and then experienced a single stage exposure before colliding with Earth. The combination of noble gas and radionuclide measurements in several large meteorites, such as Jilin and Bur Ghelaui, have revealed complex exposure histories: i.e. an initial exposure on the surface of an asteroid (or within meter-sized meteoroid), followed by a second exposure as a smaller object. In fact, orbital dynamics calculations predicted that at least 30% of the meteorites arriving on Earth experienced two- or multiple-stage exposure histories [1]. More recently, after the recognition that the Yarkovsky effect plays an important role in delivering meteorites from the asteroid belt to Earth-crossing orbits, it was confirmed that complex exposure histories should be common [2]. Nevertheless, despite the ability to measure a wide range of radionuclides with accelerator mass spectrometry (AMS), only a few meteorites with complex exposure histories have been identified [e.g. 3,4]. The question is whether the relatively paucity of complex exposure histories is real or have we simply overlooked complex-exposure histories. Model-Based Detection in a Shallow Water Ocean Environment

A model-based detector is developed to process shallow water ocean acoustic data. The function of the detector is to adaptively monitor the environment and decide whether or not a change from normal has occurred. Here we develop a processor incorporating both a normal-mode ocean acoustic model and a vertical hydrophone array. The detector is applied to data acquired from the Hudson Canyon experiments at various ranges and its performance is evaluated.

Keck Adaptive Optics Observations of TW Hydrae Association Members

Adaptive optics (AO) on 8-10 m telescopes is an enormously powerful tool for studying young nearby stars. It is especially useful for searching for companions. Using AO on the 10-m W.M. Keck II telescope we have measured the position of the brown dwarf companion to TWA5 and resolved the primary into an 0.055{double_prime} double. Over the next several years follow-up astrometry should permit an accurate determination of the masses of these young stars. We have also re-observed the candidate extrasolar planet TWAGB, but measurements of its motion relative to TWA6A are inconclusive. We are carrying out a search for new planetary or brown dwarf companions to TWA stars and, if current giant planet models are correct, are currently capable of detecting a 1 Jupiter-mass companion at {approx} 1.0{double_prime} and a 5 Jupiter-mass companion at {approx} 0.5{double_prime} around a typical TWA member.

Vadose Zone Transport Field Study: Status Report

Studies were initiated at the Hanford Site to evaluate the process controlling the transport of fluids in the vadose zone and to develop a reliable database upon which vadose-zone transport models can be calibrated. These models are needed to evaluate contaminant migration through the vadose zone to underlying groundwaters at Hanford. A study site that had previously been extensively characterized using geophysical monitoring techniques was selected in the 200 E Area. Techniques used previously included neutron probe for water content, spectral gamma logging for radionuclide tracers, and gamma scattering for wet bulk density. Building on the characterization efforts of the past 20 years, the site was instrumented to facilitate the comparison of nine vadose-zone characterization methods: advanced tensiometers, neutron probe, electrical resistance tomography (ERT), high-resolution resistivity (HRR), electromagnetic induction imaging (EMI), cross-borehole radar (XBR), and cross-borehole seismic (XBS). Soil coring was used to obtain soil samples for analyzing ionic and isotopic tracers.

Tanks Focus Area Site Needs Assessment - FY 2001

The TFA uses a systematic process for developing its annual program that draws from the tanks science and technology development needs expressed by the five DOE tank waste sites. TFA's annual program development process is iterative and involves the following steps: Collection of site needs; Needs analysis; Development of technical responses and initial prioritization; Refinement of the program for the next fiscal year; Formulation of the Corporate Review Budget (CRB); Preparation of Program Execution Guidance (PEG) for the next FY Revision of the Multiyear Program Plan (MYPP). This document describes the outcomes of the first phase of this process, from collection of site needs to the initial prioritization of technical activities. The TFA received site needs in October - December 2000. A total of 170 site needs were received, an increase of 30 over the previous year. The needs were analyzed and integrated, where appropriate. Sixty-six distinct technical responses were drafted and prioritized. In addition, seven strategic tasks were approved to compete for available funding in FY 2002 and FY 2003. Draft technical responses were prepared and provided to the TFA Site Representatives and the TFA User Steering Group (USG) for their review and comment. These responses were discussed at …

Feasibility of Isotopic Measurements: Graphite Isotopic Ratio Method

This report addresses the feasibility of the laboratory measurements of isotopic ratios for selected trace constituents in irradiated nuclear-grade graphite, based on the results of a proof-of-principal experiment completed at Pacific Northwest National Laboratory (PNNL) in 1994. The estimation of graphite fluence through measurement of isotopic ratio changes in the impurity elements in the nuclear-grade graphite is referred to as the Graphite Isotope Ratio Method (GIRM). Combined with reactor core and fuel information, GIRM measurements can be employed to estimate cumulative materials production in graphite moderated reactors. This report documents the laboratory procedures and results from the initial measurements of irradiated graphite samples. The irradiated graphite samples were obtained from the C Reactor (one of several production reactors at Hanford) and from the French G-2 Reactor located at Marcoule. Analysis of the irradiated graphite samples indicated that replicable measurements of isotope ratios could be obtained from the fluence sensitive elements of Ti, Ca, Sr, and Ba. While these impurity elements are present in the nuclear-grade graphite in very low concentrations, measurement precision was typically on the order of a few tenths of a percent to just over 1 percent. Experimental Investigation of Continuous-Wave Laser Ionization of Krypton

This report describes experimental investigations of a method that uses continuous-wave (CW) lasers to ionize selected isotopes of krypton with high isotopic selectivity. The experiments show that the ionization rate is at least a factor of 100 lower than calculated with our model that has been described in a previous report. This discrepancy may be due to a much smaller excitation cross section that expected based on previous work and/or the aberrations in the ultraviolet beam used for the first step in the excitation. Additional problems with damage to mirrors, alignment instabilities, and manufacturers halting production of key products make this approach not worth further development at this time

This report describes a pilot study conducted by Tom Carlson of PNNL and Mark Weiland of MEVATEC Corp to test the feasibility of using light-emitting tags to visually track objects passing through the turbine environment of a hydroelectric dam. Light sticks were released at the blade tip, mid-blade, and hub in the MGR turbine and a Kaplan turbine at Bonneville Dam and videotaped passing thru the dam to determine visibility and object trajectories.

An Alternative Scheme for the Neutrino Factory With a High Power Proton Driver.

We describe a scheme to produce an intense and collimated beam of neutrinos for the neutrino-oscillation experiment. The scheme feature is the presence of a Proton Driver that generates a proton beam at very large power (10mA x 15GeV), considerably higher than that proposed elsewhere for this application. With this scheme, because of the high intensity of the proton beam, to produce neutrinos at the same required rates, it is sufficient to collect {pi} and {mu} mesons only around a small angle and at reduced momentum spreads. This eliminates the need for the difficult longitudinal manipulations of the protons and mesons, and of the ionization cooling that still needs to be demonstrated. It is also shown, at the end of the paper, that the Neutrino Factory here proposed can also be used as an injector for a 1 x 1 TeV{sup 2} {mu}{sup +} - {mu}{sup -} collider at large luminosity.

Waste Tank Size Determination for the Hanford River Protection Project Cold Test, Training, and Mockup Facility

The objective of the study was to determine the minimum tank size for the Cold Test Facility process testing of Hanford tank waste. This facility would support retrieval of waste in 75-ft-diameter DSTs with mixer pumps and SSTs with fluidic mixers. The cold test model will use full-scale mixer pumps, transfer pumps, and equipment with simulated waste. The study evaluated the acceptability of data for a range of tank diameters and depths and included identifying how the test data would be extrapolated to predict results for a full-size tank.

Characterization Activities Conducted at the 183-DR Site in Support of an In Situ Gaseous Reduction Demonstration

In Situ Gaseous Reduction (ISGR) is a technology developed by DOE for the remediation of soil waste sites contaminated with hexavalent chromium. This document presents information associated with characterization activities conducted at the 183-DR site at Hanford, which is associated with a significant groundwater contaminant plume and was formerly a water treatment facility that utilized chromate as a corrosion inhibitor. Geotechnical and chemical data were collected during the excavation of trenches and the drilling of two vadose zone boreholes to support a possible ISGR demonstration at 183-DR. Although elevated total chromium and trace levels of hexavalent chromium were identified from one of the trenches and one of the boreholes, it appears that the boreholes missed the vadose zone contaminant source responsible for the chromium groundwater plume located downgradient of the 183-DR site. Recommendations are provided, however, for future work at 183-DR that may serve to identify the source for the groundwater plume and possibly provide an opportunity for an ISGR demonstration.

Second Generation Advanced Reburning for High Efficiency NOx Control

This project develops a family of novel Second Generation Advanced Reburning (SGAR) NO{sub x} control technologies, which can achieve 95% NO{sub x} control in coal fired boilers at a significantly lower cost than Selective Catalytic Reduction (SCR). The conventional Advanced Reburning (AR) process integrates basic reburning and N-agent injection. The SGAR systems include six AR variants: (1) AR-Lean--injection of the N-agent and promoter along with overfire air; (2) AR-Rich--injection of N-agent and promoter into the reburning zone; (3) Multiple Injection Advanced Reburning (MIAR)--injection of N-agents and promoters both into the reburning zone and with overfire air; (4) AR-Lean + Promoted SNCR--injection of N-agents and promoters with overfire air and into the temperature zone at which Selective Non-Catalytic Reduction (SNCR) is effective; (5) AR-Rich + Promoted SNCR--injection of N-agents and promoters into the reburning zone and into the SNCR zone; and (6) Promoted Reburning + Promoted SNCR--basic or promoted reburning followed by basic or promoted SNCR process. The project was conducted in two phases over a five-year period. Characterizing the fabric of the urban environment: A case studyof Metropolitan Chicago, Illinois and Executive Summary

Urban fabric data are needed in order to estimate the impactof light-colored surfaces (roofs and pavements) and urban vegetation(trees, grass, shrubs) on the meteorology and air quality of a city, andto design effective implementation programs. In this report, we discussthe result of a semi-automatic Monte-Carlo statistical approach used todevelop data on surface-type distribution and city-fabric makeup(percentage of various surface-types) using aerial colororthophotography. The digital aerial photographs for metropolitan Chicagocovered a total of about 36 km2 (14 mi2). At 0.3m resolution, there wereapproximately 3.9 x 108 pixels of data. Four major land-use types wereexamined: commercial, industrial, residential, andtransportation/communication. On average, for the areas studied, atground level vegetation covers about 29 percent of the area (ranging 4 80percent); roofs cover about 25 percent (ranging 8 41 percent), and pavedsurfaces about 33 percent (ranging 12 59 percent). For the most part,trees shade streets, parking lots, grass, and side-walks. In commercialareas, paved surfaces cover 50 60 percent of the area. In residentialareas, on average, paved surfaces cover about 27percent of the area.Land-use/land-cover (LULC) data from the United States Geological Surveywas used to extrapolate these results from neighborhood scales tometropolitan Chicago.
