Moreover, the report discusses the conflict that surrounds the history of the court cases and how it has effected legislation passed since Roe v. Wade. The report also covers how Roe v. Wade and Doe v. Bolton did not cover a variety of issues that have since been raised by states seeking to restrict abortion.

Abortion Law Development: A Brief Overview

This report offers an overview of the development of abortion law from 1973 to the present. Beginning with a brief discussion of the historical background, the report analyzes the leading Supreme Court decisions over the past twenty-eight years, emphasizing particularly the landmark decisions in Roe and Doe, the Court’s shift in direction in Webster v. Reproductive Health Services and Planned Parenthood of Southeastern Pennsylvania v. Casey, and the Court’s most recent decision on abortion, Stenberg v. Carhart. The Court’s decisions on the constitutionality of restricting public funding for abortion are also discussed.

Clean Air Act Issues in the 107th Congress

Revisions to the air quality standards for ozone and particulates, promulgated by the Environmental Protection Agency in 1997, may also command renewed attention in the 107th Congress. The standards were challenged in the courts, and implementation is currently in limbo, pending resolution of appeals to the Supreme Court. The Court heard oral arguments November 7, 2000, and a decision is expected in spring 2001. The decision is likely to stimulate congressional oversight, and perhaps legislation.

The Andean Trade Preference Act: Background and Issues for Reauthorization

On December 4, 1991, President George Bush signed into law the Andean Trade Preference Act (ATPA) to counter illicit drug production and trade in Latin America. For ten years, it has provided preferential, mostly duty-free, treatment of selected U.S. imports from Bolivia, Colombia, Ecuador, and Peru. The goal of ATPA is to encourage increased exports, thereby promoting development and providing an incentive for Andean farmers and other workers to pursue economic alternatives to the drug trade. This report discusses the ATPA, its background, and issues regarding its potential reauthorization.

Electricity Restructuring: The Implications for Air Quality

In the context of federal and state proposals to restructure the electric utility industry, this paper analyzes forces and policies affecting utility generation that may have consequences for emissions of air pollutants and of greenhouse gases. Key concerns are potential increases in nitrogen oxide emissions, raising questions about the effectiveness of the Clean Air Act to regulate a restructured industry, and in carbon dioxide emissions, which are not currently regulated but could be if the U.S. ratifies the Kyoto Agreement.
