Testimony issued by the General Accounting Office with an abstract that begins "Accurate cost information is crucial for proper program management. Such information is especially important for the Bureau of Land Management's (BLM) Mining Law Administration Program (MLAP) because this program partially funded through mining fees that Congress has earmarked only for mining law administration operations. Some labor costs and several contracts and services were improperly charged to MLAP, causing other subactivities to benefit from funds intended for MLAP operations. Therefore, fewer funds have been available for actual MLAP operations. Although BLM has tried to make correcting adjustments for some of these improper charges, it has not established specific guidance or procedures to prevent improper charging of MLAP funds from recurring. Until additional procedures for MLAP are developed and effectively implemented, Congress and program managers can only place limited reliance on the accuracy of MLAP cost information."

This case study highlights the technical challenges of creating an application that uses a multithreaded scene graph toolkit for rendering and uses a software environment for management of tiled display systems. Scene graph toolkits simplify and streamline graphics applications by providing data management and rendering services. Software for tiled display environments typically performs device and event management by opening windows on displays, by gathering and processing input device events, and by orchestrating the execution of application rendering code. These environments serve double-duty as frameworks for creating parallel rendering applications. We explore technical issues related to interfacing scene graph systems with software that manages tiled projection systems in the context of an implementation, and formulate suggestions for the future growth of such systems.

Recent events surrounding the Presidential election have led to increased scrutiny of voting procedures in the United States. This report focuses on the constitutional authority and limitations that might be relevant to attempts by Congress to standardize these and other procedures.

Federal spending was about $25 billion in fiscal year 1999, up from $10 billion just a decade ago. Most of the increase in spending has been to accommodate a shift in focus at the federal level from helping local governments control crime to emphasizing more distinct federal responsibilities, such as controlling illegal immigration. Notwithstanding the recent downturn in overall crime levels, the Congress and the public remain concerned and look to the federal government for leadership on how to bring crime under control. Specific areas of attention include preventing, detecting, and responding to domestic and transnational crime; controlling illegal drug use; deterring illegal immigration; providing an efficient federal judiciary; and controlling prison costs. GAO's strategic plan identifies four multiyear performance goals to support congressional and federal decisionmaking on controlling crime, illegal drug use, and illegal immigration and in administering federal court and prison systems. Seven proposals to reform the Electoral College system have been introduced to date in the 107th Congress. H.J.Res. 3 (Representative Green of Texas), and H.J.Res. 5 (Representative Delahunt) would eliminate the electoral college, substituting direct popular election of the President. H.J.Res. 1 (Representative Clyburn), H.J.Res. 18 (Representative Engel), and H.J.Res. 37 (Representative Clement) would incorporate the “district” method of awarding electoral votes, and H.J.Res. 17 (Representative Engel) would provide for proportional award of electoral votes. H.J.Res. 25 (Representative Leach) is a hybrid plan. These measures have been referred to the House Judiciary Committee and await further action.
