Abortion: Termination of Early Pregnancy with RU-486 (Mifepristone)
On September 28, 2000, the Food and Drug Administration (FDA) approved the drug mifepristone, also known as RU-486, for the termination of early pregnancy. Because RU-486 is an abortion agent, the process of moving it out of the lab and into mainstream medicine has been fraught with controversy. Since its discovery, the pro-life movement has been adamantly against the use of this drug for abortion. This report discusses the procedure of obtaining and using the drug, as well as the ongoing debate regarding its usage and related legislation.

Election Projections: First Amendment Issues
Media projections may be based both on exit polls and on information acquired as to actual ballot counts. The First Amendment would generally preclude Congress from prohibiting the media from interviewing voters after they exit the polls. It apparently would also preclude Congress from prohibiting the media from reporting the results of those polls. Congress, could, however, ban voter solicitation within a certain distance from a polling place, and might be able to include exit polling within such a ban.

Campaign Finance Bills in the 107th Congress: Comparison of S. 22 (Hagel-Landrieu) with S. 27 (McCain-Feingold)
On March 19, 2001, the Senate began consideration of the McCain-Feingold campaign finance reform bill. The bill–S. 27 (Bipartisan Campaign Reform Act of 2001)–was introduced on January 22, 2001 by Senators McCain, Feingold, Cochran et al. It features a ban on the raising of soft money by national parties, a ban on the spending of soft money by state and local parties on federal election-related activities (as defined), and a disclosure requirement for electioneering messages not regulated by federal election law, along with a ban on their funding from union or for-profit corporation treasuries. Another bill receiving considerable Senate attention is S. 22 (Open and Accountable Campaign Financing Act of 2001), introduced on January 22, 2001 by Senators Hagel, Landrieu et al. It features limits on soft money donations to national parties, increases in hard money contribution limits, and a requirement that broadcasters make information available on groups engaging in issue advocacy. This report provides a summary and comparison of these two measures, according to various categories.

Clean Water Act Issues in the 106th Congress
In the 106th Congress, no comprehensive activity on reauthorizing the Clean Water Act occurred, although a number of individual clean water bills were enacted. Other issues have been debated recently, such as reforming the law to provide regulatory relief for industry, states and cities, and individual landowners. The debate over many of these issues highlights differing views of the Act and its implementation by some who seek to strengthen existing requirements and others who believe that costs and benefits should be more carefully weighed before additional control programs are mandated.

Education Savings Accounts for Elementary and Secondary Education
The Economic Growth and Tax Relief Reconciliation Act of 2001 (P.L. 107-16) that President Bush signed on June 7, 2001, includes these changes, effective after 2001. The most prominent issue they raise is whether the federal government should assist families whose children are educated in private schools. Policy questions include what effect such assistance might have on public schools and student performance and whether it would be constitutional. Concerns have also been expressed that the legislation would create compliance problems and is most likely to benefit better-off families. P.L. 107-22 renamed the accounts Coverdell education savings accounts.

Asia Pacific Economic Cooperation (APEC) and the 2000 Summit in Brunei
On November 15-16, 2000, the Eighth Asia Pacific Economic Cooperation (APEC) Leaders' Meeting (summit) was held in Bandar Seri Begawan, Brunei. In addition to the APEC summit, President Clinton held bilateral summits with several leaders of APEC countries including China, Russia, Japan, and South Korea. For the United States, APEC raises fundamental questions of special interest to Congress. One is whether consensus can be achieved on the APEC vision of free trade and investment in the Asia Pacific or whether future trade liberalization will be confined primarily to bilateral free-trade agreements or multilateral trade negotiations under the World Trade Organization. Others are whether provision of fast-track negotiating authority to the President should cover negotiations under APEC and whether APEC should be expanded to address political as well as economic issues.

Defense Outsourcing: The OMB Circular A-76 Policy
This report provides information on the Office of Management and Budget’s (OMB) Circular A-76, “Performance of Commercial Activities,” and the impact of a related reform initiative, the Federal Activities Inventory Reform Act (FAIR) of 1998, within the Department of Defense. The Circular defines federal policy for determining whether recurring commercial activities should be outsourced to commercial sources, Governmental facilities, or through inter-service support agreements. The FAIR Act creates statutory reporting requirements for federal executive agencies, by requiring Federal executive agencies to identify activities “not inherently governmental” and consider outsourcing through managed competitions. However, FAIR does not require that agencies contract out these activities.

Space Launch Vehicles: Government Activities, Commercial Competition, and Satellite Exports
Launching satellites into orbit, once the exclusive domain of the U.S. and Soviet governments, today is an industry in which companies in the United States, Europe, China, Russia, Ukraine, Japan, and India compete. In the United States, the National Aeronautics and Space Administration (NASA) continues to be responsible for launches of its space shuttle, and the Air Force has responsibility for launches associated with U.S. military and intelligence satellites, but all other launches are conducted by private sector companies. Since the early 1980s, Congress and successive Administrations have taken actions, including passage of several laws, to facilitate the U.S. commercial space launch services business. The Federal Aviation Administration (FAA) regulates the industry.

The Federal Income Tax and the Treatment of Married Couples: Background and Analysis
Defining the married couple as a single tax unit under the federal individual income tax means that some married couples pay more income tax than they would as two unmarried singles (a marriage tax penalty) while other married couples pay less income tax than they would as two unmarried singles (a marriage tax bonus).

U.S.-Jordan Free Trade Agreement
On June 6, 2000, President Bill Clinton and King Abdullah II announced that the United States and Jordan would commence negotiations for a bilateral free trade agreement (FTA). The two sides signed the FTA on October 24, 2000, and President Clinton submitted the FTA to Congress on January 6, 2001.

A Guide to Statistical Adjustment: How it Really Works.
Congress established the Census Monitoring Board to observe and monitor all aspects of the preparation and implementation of the 2000 decennial census. After the completion of the 200 census, many thoughtful parties continue a sincere debate over the implementation of statistical adjustment as a means of increasing the accuracy of the census and for its use in redistricting and the allocation of government funds and services. On March 1, 2001, the Census Bureau's Executive Steering Committee overseeing the post-census evaluation phase, the Accuracy and Coverage Evaluation (A.C.E.), recommended against adjusting the count. Reasonable people, including leading statisticians, have reviewed the statistical adjustment methodology and have raised legitimate questions. This report attempts to put that methodology into perspective and add to what will be further debate and discussion on how all of us as shareholders can continue to work together to ensure the most accurate census possible.
