Amtrak Reform Council

Amtrak Reform Council (ARC) is an independent federal commission established under the Amtrak Reform and Accountability Act of 1997 (ARAA), which gave the Council a statutory mandate: (i) to recommend to Amtrak actions that the Corporation can take to improve its operational and financial performance; (ii) to monitor Amtrak's financial performance in the light of both Amtrak's own goals for financial performance, as established in its strategic business plan, and the statutory requirement that Amtrak be free of the need for operating grants after the fifth anniversary of the enactment of the ARAA; and (iii) should the Council find that Amtrak has not achieved or will not achieve either of its financial targets, then it is to forward to the Congress recommendations for a restructured and rationalized national intercity rail passenger system.

Correspondence issued by the General Accounting Office with an abstract that begins "Well-designed and properly implemented general and application controls are essential to protect the Bureau of Public Debt's (BPD) computer resources and operational environment from inappropriate disclosure and modification of sensitive information, misuse or damage of computer resources, and disruption of critical operations. BPD needs to take preventive measures to further reduce threats to its computer resources and operating environment from unintentional errors or omissions or intentional modification, disclosure, or destruction of data and programs by disgruntled employees, intruders, or hackers. BPD has addressed most of the vulnerabilities GAO identified as part of its audits for fiscal years 1997 through 1999 and has already taken steps to resolve the new vulnerabilities GAO cited in its fiscal year 2000 audit. However, further actions are required to fully address the vulnerabilities discussed in this letter."

Development of a Natural Rearing System to Improve Supplemental Fish Quality, 1996-1998 Progress Report.

This report covers the 1996-1998 Natural Rearing Enhancement System (NATURES) research for increasing hatchery salmon postrelease survival and producing fish with more wild-like behavior, physiology, and morphology prior to release. Experiments were conducted evaluating automatic subsurface feeders; natural diets; exercise systems; seminatural raceway habitat enriched with cover, structure, and substrate; and predator avoidance conditioning for hatchery salmonids. Automatic subsurface feed delivery systems did not affect chinook salmon depth distribution or vulnerability to avian predators. Live-food diets only marginally improved the ability of chinook salmon to capture prey in stream enclosures. A prototype exercise system that can be retrofitted to raceways was developed, however, initial testing indicated that severe amounts of exercise may increase in culture mortality. Rearing chinook salmon in seminatural raceway habitat with gravel substrate, woody debris structure, and overhead cover improved coloration and postrelease survival without impacting in-culture health or survival. Steelhead fry reared in enriched environments with structure, cover, and point source feeders dominated and outcompeted conventionally reared fish. Exposing chinook salmon to caged predators increased their postrelease survival. Chinook salmon showed an antipredator response to chemical stimuli from injured conspecifics and exhibited acquired predator recognition following exposure to paired predator-prey stimuli. Direct drive and eddy-current septum magnets.

Two types of thin septum magnets, direct drive and eddy current, were compared mainly in 2-D magnetic aspects. For the direct-drive type, the leakage field depended on the finite permeability of the magnet core and not on the thickness of the septum conductor. It was suggested that the leakage field be controlled by reducing the current in the septum conductor or by using a correction coil. There were no significant differences between the two types regarding thermal problems caused by high current densities in the thin septa. The leakage fields with 2-mm septum thicknesses were calculated using OPERA-2d to compare the two types. For the eddy-current type, the leakage fields calculated using OPERA-2d were compared with the calculations from Halbach's model. The leakage fields for the eddy-current type decayed with long time constants.

[DNA sample manipulation and automation.] Final report

Goals for the project were the following: (1) Development of 1536 well based DNA sequencing platform, (2) Integration of the above device into the CuraGen MicroNiagara system, PerSeptive BioSystems Voyager MALDI Mass Spec and validation of results from the ABI 377 DNA sequencer, (3) Collaboration with the DOE Joint Genome Institute (JGI) to build Sequatron-like systems for DNA purification and DNA sequencing, and working with JGI to implement 1536 well system if required, and (4) Demonstration of the use of robotic systems through genomic sequencing of up to 1Mb DNA. Emphasis over the past year was on the following: DNA purification methods, module development (1536 well thermal cycling; Mass Spectrometry, 96 lane development & Automated gel loading; 96 lane ABI system; MALDI TOF mass spectrometry; automated gel loading system for the ABI), and helping the JGI with Sequatron-like systems.
