Defense Acquisitions: Actions to Improve Navy SPAWAR Low-Rate Initial Production Decisions

A letter report issued by the General Accounting Office with an abstract that begins "During its review of the Navy's Space and Naval Warfare (SPAWAR) Systems Command's fiscal year 2001 budget request, GAO found that many information technology systems were being procured and fielded in relatively large quantities--sometimes exceeding 50 percent of the total--during low-rate initial production and before completion of operational testing. The primary purpose of low-rate initial production is to produce enough units for operational testing and evaluation and to establish production capabilities to prepare for full-rate production. Commercial and Department of Defense (DOD) best practices have shown that completing a system's testing before producing significant quantities substantially lowers the risk of costly fixes and retrofits. For major weapons systems, statutory provisions limit the quantities of systems produced during low-rate initial production to the minimum quantity necessary. These statutory provisions also require justification for quantities exceeding 10 percent of total production. Although these provisions do not apply to non-major systems, DOD and Navy acquisition regulations encourage these programs to make use of the low-rate initial production concept. Visualization of Large Terrains Made Easy

We present an elegant and simple to implement framework for performing out-of-core visualization and view-dependent refinement of large terrain surfaces. Contrary to the recent trend of increasingly elaborate algorithms for large-scale terrain visualization, our algorithms and data structures have been designed with the primary goal of simplicity and efficiency of implementation. Our approach to managing large terrain data also departs from more conventional strategies based on data tiling. Rather than emphasizing how to segment and efficiently bring data in and out of memory, we focus on the manner in which the data is laid out to achieve good memory coherency for data accesses made in a top-down (coarse-to-fine) refinement of the terrain. We present and compare the results of using several different data indexing schemes, and propose a simple to compute index that yields substantial improvements in locality and speed over more commonly used data layouts. Our second contribution is a new and simple, yet easy to generalize method for view-dependent refinement. Similar to several published methods in this area, we use longest edge bisection in a top-down traversal of the mesh hierarchy to produce a continuous surface with subdivision connectivity. A Memory Insensitive Technique for Large Model Simplification

In this paper we propose three simple, but significant improvements to the OoCS (Out-of-Core Simplification) algorithm of Lindstrom [20] which increase the quality of approximations and extend the applicability of the algorithm to an even larger class of compute systems. The original OoCS algorithm has memory complexity that depends on the size of the output mesh, but no dependency on the size of the input mesh. That is, it can be used to simplify meshes of arbitrarily large size, but the complexity of the output mesh is limited by the amount of memory available. Our first contribution is a version of OoCS that removes the dependency of having enough memory to hold (even) the simplified mesh. With our new algorithm, the whole process is made essentially independent of the available memory on the host computer. Our new technique uses disk instead of main memory, but it is carefully designed to avoid costly random accesses. Our two other contributions improve the quality of the approximations generated by OoCS. Superfund and Brownfields in the 107th Congress (open access)

Superfund and Brownfields in the 107th Congress

After four Congresses in which Superfund reauthorization was not achieved, the 107th Congress is focusing on the brownfields program to clean up less seriously contaminated sites. S. 350 passed the Senate on April 25, 2001. The bill provides $200 million per year for the program and relieves liability for contiguous property owners, prospective purchasers, and innocent landowners. An additional $50 million is provided for petroleum-contaminated sites.

Wetland Issues (open access)

Wetland Issues

Wetlands, in a wide variety of forms, are found throughout the country. The various values of these areas have been increasingly recognized in recent years, but the remaining acreage continues to disappear. When European settlers first arrived, total wetland acreage was more than 220 million acres in the lower 48 states, according to estimates by the U.S. Fish and Wildlife Service. It estimates that by 1997 total wetland acreage was 105.5 million acres. Losses continue, although the rate of loss has slowed considerably during the past decade and restoration efforts have grown, and some regions are approaching the national policy goal of no-net-loss. Recent losses have been concentrated in forested wetlands, and net losses are greatest in the eastern United States.

The principal objectives of this project was to: increase the productivity and profitability of the Womack Hill Field Unit, thereby extending the economic life of this Class II Reservoir and transferring effectively and in a timely manner the knowledge gained and technology developed from this project to producers who are operating other domestic fields with Class II Reservoirs. Efforts for Year 1 of this project has been reservoir characterization, which has included three (3) primary tasks: geoscientific reservoir characterization, petrophysical and engineering property characterization, and microbial characterization.

Leachability of Waste Glass Systems - Physical and Mathematical Models

The primary objective of this report is to analyze a growing body of leachability data to determine if existing concepts and models describing leachabilities of simple glasses apply to the more complex waste glass systems. Since the leachability behavior of waste glass forms failed to conform to existing models, a new model was developed based on diffusion of soluble components through the developing surface layers. While this model, called the SRL Leachability Model, does not yet completely describe all aspects of the leachability of SRP waste glasses quantitatively, it does represent the data more accurately than other existing models. This model will be improved as more data become available.

Using Recent Advances in 2D Seismic Technology and Surface Geochemistry to Economically Redevelop a Shallow Shelf Carbonate Reservoir: Vernon Field, Isabella County, M, Class III

In this project a consortium consisting of Cronus Exploration (Traverse City, MI), Michigan Technological University (Houghton, MI) and Western Michigan University (Kalamazoo, MI) proposed to develop and execute an economical and environmentally sensitive plan for recovery of hydrocarbons from an abandoned shallow-shelf carbonate field that is typical of many fields in the U.S. Midwest. This is a 5-year project that will use surface geochemistry as a tool to reduce risk in locating and producing hydrocarbons in Class II fields. The project will develop new techniques for measuring hydrocarbon gases in the soil horizon to locate new and bypassed oil in the shallow-shelf carbonate environments typified by the Dundee and Trenton Formations of the Michigan Basin (Fisher et. al., 1988). In Phase I of the project, the consortium proposes to re-develop the Vernon Oil field located in Vernon Twp, Isabella County, Michigan and produce both bypassed hydrocarbons from the original field and to locate and produce extensions of the original field.

Calculation of Doses Due to Accidentally Released Plutonium From An LMFBR

Experimental data and analytical models that should be considered in assessing the transport properties of plutonium aerosols following a hypothetical reactor accident have been examined. Behaviors of released airborne materials within the reactor containment systems, as well as in the atmosphere near the reactor site boundaries, have been semiquantitatively predicted from experimental data and analytical models. The fundamental chemistry of plutonium as it may be applied in biological systems has been used to prepare models related to the intake and metabolism of plutonium dioxide, the fuel material of interest. Attempts have been made to calculate the possible doses from plutonium aerosols for a typical analyzed release in order to evaluate the magnitude of the internal exposure hazards that might exist in the vicinity of the reactor after a hypothetical LMFBR (Liquid-Metal Fast Breeder Reactor) accident. Intake of plutonium (using data for {sup 239}Pu as an example) and its distribution in the body were treated parametrically without regard to the details of transport pathways in the environment. To the extent possible, dose-response data and models have been reviewed, and an assessment of their adequacy has been made so that recommended or preferred practices could be developed.

This project is an investigation of various multi-phase and multiscale transport and reaction processes associated with heavy oil recovery. The thrust areas of the project include the following: Internal drives, vapor-liquid flows, combustion and reaction processes, fluid displacements and the effect of instabilities and heterogeneities and the flow of fluids with yield stress. These find respective applications in foamy oils, the evolution of dissolved gas, internal steam drives, the mechanics of concurrent and countercurrent vapor-liquid flows, associated with thermal methods and steam injection, such as SAGD, the in-situ combustion, the upscaling of displacements in heterogeneous media and the flow of foams, Bingham plastics and heavy oils in porous media and the development of wormholes during cold production.
