The National Tenth Five-Year Plan for Environmental Protection(Abstract)
The State Council approved the National Tenth Five-Year Plan for Environmental Protection on 26 December 2001, requesting that loca1 governments and the various departments strengthen environmental protection in close relation with the economic restructuring; raise funds for environmental protection through multiple channels in connection with the expansion of domestic demand, and establish the mechanism of environmental protection with the government playing the dominant role with market promotion and public participation. The State Council emphasizes that local governments should undertake the major responsibilities of environmental protection. The governments at various levels should integrate the tasks of the Plan into the target responsibility system for provincial governors, mayors, and county heads. Periodic examination should be carried out on the targets of total pollutant discharge control and environmental quality. The implementation of the Plan should be inspected and reported on every year. The State Council requests that the relevant departments should provide guidance and support in implementing the Plan according to their respective responsibilities. The State Environmental Protection Administration should conduct coordinated supervision, management, and inspection of the implementation of the Plan.

Oral History Interview with Charles Link, December 26, 2001
The National Museum of the Pacific War presents an interview with Charles Link. Link joined the Navy in March of 1939. He served as an electrician aboard a ship, though does not note the name. It is deduced that he was aboard USS California (BB-44), and stationed at Pearl Harbor when the Japanese attacked. In March of 1942, Link boarded USS Lexington (CV-2), and participated in the Battle of the Coral Sea when the ship was sunk. He later served aboard USS YP-518 and Whipstock (YO-49). He was discharged in 1945.

Oral History Interview with Murphy Williams, December 26, 2001
The National Museum of the Pacific War presents an interview with Murphy Williams. Williams recalls details about his ancestors in North Carolina prior to discussing his education. Williams went to seminary in the fall of 1941. He finished seminary in May 1944 and then entered the Navy as a chaplain. One of his first duty assignments was visitations to parents who had lost sons in the war. Another assignment took him to a Navy air facility in Groton, Connecticut. In July, 1945, Williams was assigned to Tinian and remarks on the activity there leading up to the atomic attacks; he also recalls using CBs to build a chapel. After the war, Williams’ wife moved to Tinian and then Saipan when dependents were allowed. When they returned to the US, Williams elected for a discharge.

GSA On-line Procurement Programs Lack Documentation and Reliability Testing
Correspondence issued by the General Accounting Office with an abstract that begins "The General Services Administration's (GSA) two online procurement systems--GSA Advantage! and information Technology Solutions Shop--lack basic management controls to ensure the systems produce reliable data, can not be inappropriately modified, and provide continuous service. These controls are increasingly important because government agencies are expected to increase their use of these systems and GSA relies heavily on contractors for systems operations and maintenance. Moreover, Congress and other oversight entities need to be able to rely on these systems to assess the effectiveness of government contracting programs."

Correspondence issued by the General Accounting Office with an abstract that begins "The 1997 peer review of the Department of Defense (DOD) Inspector General (IG) done by the Environmental Protection Agency IG resulted in a qualified opinion. The peer review report questioned the quality assurance system used by the DOD IG and said that the reviewed audits did not fully comply with Government Auditing Standards. The 2000 peer review done by the Department of the Treasury IG for Tax Administration (TIGTA) also resulted in a unqualified opinion. Although TIGTA cited several problems, the peer review report concluded that the quality assurance system used by the DOD IG reasonably ensured compliance with auditing standards. However, after the peer review had been completed, a letter was sent to Congress, the press, and others questioning the integrity of the documentation that the DOD IG provided to the TIGTA peer review staff. A DOD IG internal investigation later confirmed that the work papers for one of the audits chosen for peer review had been altered and destroyed. The report concluded that these actions violated Government Auditing Standards, internal DOD IG audit policies, and the expectations of the external peer review staff. TIGTA then withdrew …

Joint FBI and Justice Investigation of Alleged Misconduct by Senior FBI Personnel in 1997 and Our Queries About the Possibility of Similar Misconduct in 2001
Correspondence issued by the General Accounting Office with an abstract that begins "This letter responds to allegations of improper conduct by senior Federal Bureau of Investigations (FBI) personnel in connection with an October 1997 retirement dinner for former FBI Assistant Director Larry Potts. The allegations asserted that a conference was scheduled at the FBI Training Academy in Quantico, Virginia, to provide a reason for senior FBI personnel to travel to Mr. Potts' retirement dinner in Arlington, Virginia, at government expense. GAO determined that the October 1997 FBI investigation of the alleged improper scheduling of a training conference was thorough. FBI and Justice Department investigators reviewed the actions of eight FBI Senior Executive Service (SES) employees. The FBI's Deputy Director issued letters of censure to three of the eight. Two individuals retired before receiving proposed letters of censure. The three remaining individuals were not disciplined because they either had attended both the training conference and the retirement dinner or had some other explanation for traveling to Washington, D.C. Proposed Alliance Between American Airlines and British Airways Raises Competition Concerns and Public Interest Issues
Correspondence issued by the General Accounting Office with an abstract that begins "As part of their plan to form an international alliance, American Airlines (AA) and British Airways (BA) have sought immunity from antitrust laws in the United States and Europe. The extent to which the alliance might come to dominate the routes between major U.S. cities and London will depend on whether other airlines are able to enter this market under an open skies agreement. Some passengers may benefit from the larger network created by an AA/BA alliance, but GAO believes that the overall benefits of such an alliance may be limited for several reasons. First, continuing constraints in slots, gates, and terminal facilities at London's Heathrow Airport and BA's corporate strategy for reducing its overall capacity would limit potential benefits. Second, several carriers are already serving many of the markets that the AA/BA alliance plans to serve. Third, neither AA nor BA claim that the alliance would generate substantial operational savings that could be passed on to stockholders, employees, and customers. GAO held a conference, on December 10, 2001, with representatives from Congress, the Postal Service, and many of the Service's key stakeholders to discuss possible options to enhance mail security and postal operations. The conference participants agreed that there is no single or simple solution for ensuring the safety of mail. Nevertheless, they agreed that the Service, the mailing industry, and other stakeholders should work closely together to assess current risks, develop a framework for responding to potential threats, and take immediate steps to secure the safety of the mail to restore public confidence.Participants also agreed that detection technology is essential for securing the mail and they emphasized the need for enhanced efficiency of postal operations."

Oral History Interview with Frederick Vinson, December 20, 2001
The National Museum of the Pacific War presents an interview with Frederick Vinson. Vinson joined the Navy in March of 1942. He completed Midshipmen’s school, Recognition school and Gunnery school. He was assigned to Destroyer Squadron 25. Vinson served as a Lieutenant Senior Grade Squadron Gunnery Officer aboard the USS John Rodgers (DD-574). In 1943 they raided Marcus Island, Tarawa and Wake Island, participated in the Bougainville and Gilbert Islands campaigns. Going into 1944 they were involved with the Marshall Islands Campaign, the Battle of Kwajalein, the Guadalcanal Campaign and the Battle of Guam where they received a commendation for their work. They continued on through the Battle of Leyte Gulf. In 1945 they participated in the Battles of Iwo Jima and Okinawa. Vinson provides vivid details of his experiences through each of these battles. He was discharged in September of 1945.

Oral History Interview with Manuel Garcia, December 20, 2001
The National Museum of the Pacific War presents an oral interview with Manuel Garcia. Garcia was born in Goliad, Texas on 11 June 1920. He attended the Rincon Bend County School, a segregated school, until the seventh grade. In 1940, he joined the Army and underwent basic training at Fort Sam Houston, Texas. He was then assigned to the 2nd Infantry Division, 38th Infantry Regiment. The division moved to Camp McCoy, Wisconsin. In 1943 the division went to Camp Shanks, New York where they boarded a ship bound for Ireland. After ten months of intensive training the division participated in Operation Overlord, landing on Omaha Beach on June 7 1944. Garcia describes leaving the transport ship to land on the beach and seeing wreckage and bodies stacked like wood. He was slightly wounded and went to a field hospital for treatment. Several days later he was severely wounded by German artillery fire. After being taken to another field hospital, he was placed aboard a Piper Cub and flown to the Army hospital in Cheltenham, England where surgeons amputated one of his legs. Garcia returned to the United States by a hospital ship and was placed in several military hospitals until …

Oral History Interview with Robert Gwynn, December 20, 2001
The National Museum of the Pacific War presents an oral interview with Robert Gwynn. Gwynn was born 8 October 1921 in Lima, Ohio. Joining the Army Air Corps 28 October 1940, he took basic training at March Field, California. He entered the enlisted pilot training program in December 1941. Upon graduating he received his staff sergeant rating and went to Wisconsin for C-47 transition. Upon completing the course he was assigned to Bergstrom Air Force Base, Austin, Texas. After a period of time he went to Florida where he received his instrument rating. He recalls participating in the invasion of Sicily on 10 July 1943 and comments on the high loss of aircraft that occurred. Gwynn also dropped paratroopers during the invasion of Anzio. He remembers witnessing from afar the German air raid on Bari, Italy during which 17 ships were sunk. On 6 June 1944 he piloted aircraft which dropped paratroopers over France. On 8 May 1945 he returned home and was discharged. He tells of being recalled in 1949 and participating in the Berlin Airlift.
