FY 2004 Infrared Photonics Final Report
Research done by the Infrared Photonics team at PNNL is focused on developing miniaturized integrated optics for the MWIR and LWIR by exploiting the unique optical and material properties of chalcogenide glass. PNNL has developed thin film deposition capabilities, direct-laser writing techniques, IR photonic device demonstration, holographic optical element design and fabrication, photonic device modeling, and advanced optical metrology - all specific to chalcogenide glass. Chalcogenide infrared photonics provides a pathway to Quantum Cascade Laser (QCL) transmitter miniaturization. QCLs provide a viable infrared laser source for a new class of laser transmitters capable of meeting the performance requirements for a variety of national security sensing applications. The high output power, small size, and superb stability and modulation characteristics of QCLs make them amenable for integration as transmitters into ultra-sensitive, ultra-selective point sampling and remote short-range chemical sensors that are particularly useful for nuclear nonproliferation missions.

Assistance After Hurricanes and Other Disasters: FY2004 and FY2005 Supplemental Appropriations
After a series of devastating hurricanes struck Florida and other states in the summer of 2004, the 108th Congress passed two emergency supplemental appropriations statutes that provide a total of $16.475 billion to areas stricken by the hurricanes and other natural disasters. The House and Senate quickly approved legislation (H.R. 5005) the day after President Bush submitted a request on September 6 for $2 billion in FY2004 funding, largely in response to the devastation caused by Hurricanes Charley and Frances in Florida. The other issue that was a matter of public debate focused on a proposed amendment in the House to fully offset the cost of the FY2005 supplemental through a proportional reduction in discretionary funds; the House rejected the amendment.

FY04 LDRD Final Report Stroke Sensor Development Using Microdot Sensor Arrays
Stroke is a major cause of mortality and is the primary cause of long-term disability in the United States. A recent study of Stroke incidence, using conservative calculations, suggests that over 700,000 people annually in this country will have a stroke. Of these 700,000, approximately 150,000 will die and 400,000 will be left with a significant deficit; only one quarter will return to an independent--although not necessarily baseline--level of functioning. The costs of caring for victims of stroke in the acute phase, chronic care, and lost productivity amount to 40 billion per year. Of all strokes, approximately 20% are hemorrhagic and 20% are due to small vessel disease. Thus, the number of people with large vessel thromboembolic disease and the target population of this research is greater than 400,000. Currently, the only approved therapy for treatment of acute ischemic stroke is intravenous thrombolytic drugs. While stroke patients who receive these drugs are more likely to have better outcomes than those who do not, their improvement is highly dependent on the initiation of treatment within three hours of the onset of symptoms, with an increased risk of intracranial hemorrhage if the medication is begun outside this time window. Emergency Funding for Agriculture: A Brief History of Supplemental Appropriations, FY1989-FY2006
From FY1989 through FY2006, 33 appropriations, authorization, or farm disaster acts added approximately $55.4 billion in supplemental funding for U.S. Department of Agriculture (USDA) programs. The two most recent supplemental appropriations were provided in response to Hurricanes Katrina and Rita in the Gulf of Mexico and in preparation for a possible U.S. outbreak of avian influenza. Some FY1989, the vast majority of the total supplemental funding has been paid directly to farmers, primarily through two mechanisms: "market loss payments" and crop disaster payments. This report includes the total annual funding additions in the 33 acts providing economic and farm disaster assistance through USDA programs since FY1989.
