Air Traffic Control: FAA's Acquisition Management Has Improved, but Policies and Oversight Need Strengthening to Help Ensure Results

A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Aviation Administration's (FAA) multibillion-dollar effort to modernize the nation's air traffic control (ATC) system has resulted in cost, schedule, and performance shortfalls for over two decades and has been on GAO's list of high-risk federal programs since 1995. According to FAA, performance shortfalls were due, in part, to restrictions imposed by federal acquisition and personnel regulations. In response, Congress granted FAA exemptions in 1995 and directed it to develop a new acquisition management system. In this report, GAO compared FAA's AMS with (1) the FAR and (2) commercial best practices for major acquisitions, and (3) examined FAA's implementation of AMS and its progress in resolving problems with major acquisitions."

A letter report issued by the Government Accountability Office with an abstract that begins "Servicemembers who leave the military and file disability claims with the Department of Veterans Affairs (VA) may be subject to potentially duplicative physical exams in order to meet requirements of both the Department of Defense's (DOD) military services and VA. To streamline the process for these servicemembers, the military services and VA have attempted to coordinate their physical exam requirements by developing a single separation exam program. In 1998, VA and DOD signed a memorandum of understanding (MOU) instructing local units to establish single separation exam programs. This report examines (1) VA's and the military services' efforts to establish single separation exam programs, and (2) the challenges to establishing single separation exam programs. To obtain this information, GAO interviewed VA and military service officials about establishing the program; evaluated existing programs at selected military installations; and visited selected installations that did not have programs."

Nursing Home Deaths: Arkansas Coroner Referrals Confirm Weaknesses in State and Federal Oversight of Quality of Care

A letter report issued by the Government Accountability Office with an abstract that begins "GAO was asked to assess the effectiveness of nursing home oversight by considering the effect of a unique Arkansas law that requires county coroners to investigate all nursing home deaths. Coroners refer cases of suspected neglect to the state survey agency and law enforcement entities such as the state Medicaid Fraud Control Unit (MFCU). The Centers for Medicare & Medicaid Services (CMS) contracts with survey agencies in every state to periodically inspect nursing homes and investigate allegations of poor care or neglect. MFCUs are charged with investigating and prosecuting resident neglect. GAO examined (1) the results of Arkansas coroner investigations, (2) the state survey agency's experience in investigating coroner referrals, and (3) whether weaknesses in state and federal nursing home oversight identified in prior GAO reports were evident in the survey agency's investigation of coroner referrals."

Census 2000: Design Choices Contributed to Inaccuracy of Coverage Evaluation Estimates

A letter report issued by the Government Accountability Office with an abstract that begins "Evaluations of past censuses show that certain groups were undercounted compared to other groups, a problem known as "coverage error." To address this, the Census Bureau included in its 2000 Census design the Accuracy and Coverage Evaluation Program (A.C.E.) to (1) measure coverage error and (2) use the results to adjust the census, if warranted. However, the Bureau found the A.C.E. results inaccurate and decided not to adjust or plan for adjustment in 2010. Congress asked GAO to determine (1) factors contributing to A.C.E.'s reported failure to accurately estimate census coverage error, and (2) the reliability of the revised coverage error estimates the Bureau subsequently produced. To do this, GAO examined three sets of Bureau research published in March 2001, October 2001, and March 2003 and interviewed Bureau officials."

Oversight of lenders has historically been a challenge for HUD. In January 2003, GAO reported that, due in part to poor lender oversight, HUD's single-family mortgage insurance programs remained a high-risk area. This report examines (1) how well HUD follows its guidance when granting lenders direct endorsement authority (the ability to underwrite loans and determine their eligibility for FHA mortgage insurance without HUD's prior review), (2) the extent to which HUD uses a risk-based approach when monitoring FHA lenders, and (3) the extent to which HUD holds accountable lenders that it identifies as not complying with its performance requirements."

International Monetary Fund: Lending Programs Allow for Negotiations and Are Consistent with Economic Literature

A letter report issued by the Government Accountability Office with an abstract that begins "The International Monetary Fund (IMF) has significantly increased its total committed lending to countries from about $3.5 billion in August 2008 to about $170.4 billion in August 2009, as countries have been severely affected by the global economic crisis. IMF-supported programs are intended to help countries overcome balance-of-payments problems, stabilize their economies, and restore sustainable economic growth. Critics have long-standing concerns that the IMF has an overly austere approach to macroeconomic policy that does not sufficiently heed country viewpoints. To help address these concerns, the IMF recently stated that it has changed its policies, including by increasing its flexibility. GAO was asked to examine (1) the process for designing an IMF-supported program, (2) the IMF-supported programs in four recipient countries, and (3) the extent to which the findings of empirical economic studies are consistent with the IMF's macroeconomic policies. GAO analyzed IMF and recipient country documents; interviewed U.S., IMF, and foreign government officials, conducting fieldwork in four relatively large recipient countries; and analyzed published or widely cited empirical studies. GAO received written comments from the Department of the Treasury, noting its concurrence with the report's conclusions."

A letter report issued by the Government Accountability Office with an abstract that begins "Department of Defense (DOD) used nearly 700 aircraft, as well as commercial and leased aircraft, to carry about 3 million troops and 800,000 tons of cargo in support of wartime, peacetime, and humanitarian efforts in 2008. C-5s and C-17s move troops and cargo internationally (strategic airlift) and C-130s are the primary aircraft that moves them within a theater of operation (tactical airlift). Over the next 4 years, DOD plans to spend about $12 billion to modernize and procure airlifters and is currently studying how many it needs. The Government Accountability Office (GAO) was asked to (1) identify the status of DOD's modernization and acquisition efforts and (2) determine how well DOD is addressing any capability gaps and redundancies. In conducting this work, GAO identified the cost, schedule, and performance of airlift programs, as well as DOD's plan for addressing gaps and redundancies. GAO also discussed mobility study efforts with DOD, Institute for Defense Analysis (IDA), and RAND Coporation officials."

Mechanical and charge transport properties of alkanethiol self-assembled monolayers on Au (111) surface: The Role of Molecular Tilt

The relationship between charge transport and mechanical properties of alkanethiol self-assembled monolayers (SAM) on Au(111) films has been investigated using an atomic force microscope with a conductive tip. Molecular tilts induced by the pressure applied by the tip cause stepwise increases in film conductivity. A decay constant {beta} = 0.57 {+-} 0.03 {angstrom}{sup -1} was found for the current passing through the film as a function of tip-substrate separation due to this molecular tilt. This is significantly smaller than the value of {approx} 1 {angstrom}{sup -1} found when the separation is changed by changing the length of the alkanethiol molecules. Calculations indicate that for isolated dithiol molecules S-bonded to hollow sites, the junction conductance does not vary significantly as a function of molecular tilt. The impact of S-Au bonding on SAM conductance is discussed.

TRITIUM EFFECTS ON DYNAMIC MECHANICAL PROPERTIES OF POLYMERIC MATERIALS

Dynamic mechanical analysis has been used to characterize the effects of tritium gas (initially 1 atm. pressure, ambient temperature) exposure over times up to 2.3 years on several thermoplastics-ultrahigh molecular weight polyethylene (UHMW-PE), polytetrafluoroethylene (PTFE), and Vespel{reg_sign} polyimide, and on several formulations of elastomers based on ethylene propylene diene monomer (EPDM). Tritium exposure stiffened the elastic modulus of UHMW-PE up to about 1 year and then softened it, and reduced the viscous response monotonically with time. PTFE initially stiffened, however the samples became too weak to handle after nine months exposure. The dynamic properties of Vespel{reg_sign} were not affected. The glass transition temperature of the EPDM formulations increased approximately 4 C. following three months tritium exposure.

A Finite-Difference Numerical Method for Onsager's Pancake Approximation for Fluid Flow in a Gas Centrifuge

Gas centrifuges exhibit very complex flows. Within the centrifuge there is a rarefied region, a transition region, and a region with an extreme density gradient. The flow moves at hypersonic speeds and shock waves are present. However, the flow is subsonic in the axisymmetric plane. The analysis may be simplified by treating the flow as a perturbation of wheel flow. Wheel flow implies that the fluid is moving as a solid body. With the very large pressure gradient, the majority of the fluid is located very close to the rotor wall and moves at an azimuthal velocity proportional to its distance from the rotor wall; there is no slipping in the azimuthal plane. The fluid can be modeled as incompressible and subsonic in the axisymmetric plane. By treating the centrifuge as long, end effects can be appropriately modeled without performing a detailed boundary layer analysis. Onsager's pancake approximation is used to construct a simulation to model fluid flow in a gas centrifuge. The governing 6th order partial differential equation is broken down into an equivalent coupled system of three equations and then solved numerically. Communication Requirements and Interconnect Optimization forHigh-End Scientific Applications

The path towards realizing peta-scale computing isincreasingly dependent on building supercomputers with unprecedentednumbers of processors. To prevent the interconnect from dominating theoverall cost of these ultra-scale systems, there is a critical need forhigh-performance network solutions whose costs scale linearly with systemsize. This work makes several unique contributions towards attaining thatgoal. First, we conduct one of the broadest studies to date of high-endapplication communication requirements, whose computational methodsinclude: finite-difference, lattice-bolzmann, particle in cell, sparselinear algebra, particle mesh ewald, and FFT-based solvers. Toefficiently collect this data, we use the IPM (Integrated PerformanceMonitoring) profiling layer to gather detailed messaging statistics withminimal impact to code performance. Using the derived communicationcharacterizations, we next present fit-trees interconnects, a novelapproach for designing network infrastructure at a fraction of thecomponent cost of traditional fat-tree solutions. Finally, we propose theHybrid Flexibly Assignable Switch Topology (HFAST) infrastructure, whichuses both passive (circuit) and active (packet) commodity switchcomponents to dynamically reconfigure interconnects to suit thetopological requirements of scientific applications. Overall ourexploration leads to a promising directions for practically addressingthe interconnect requirements of future peta-scale systems.

Breakdown Characteristics Study on an 18 Cell X-band Structure

A CLIC designed 18 cells, low group velocity (2.4% to 1.0% c), X-band (11.4 GHz) accelerator structure (denoted T18) was designed at CERN, its cells were built at KEK, and it was assembled and tested at SLAC. An interesting feature of this structure is that the gradient in the last cell is about 50% higher than that in the first cell. This structure has been RF conditioned at SLAC NLCTA for about 1400 hours where it incurred about 2200 breakdowns. This paper presents the characteristics of these breakdowns, including (1) the breakdown rate dependence on gradient, pulse width and conditioning time, (2) the breakdown distribution along the structure, (3) relation between breakdown and pulsed heating dependence study and (4) electric field decay time for breakdown changing over the whole conditioning time. Overall, this structure performed very well, having a final breakdown rate of less than 1e-6/pulse/m at 106 MV/m with 230 ns pulse width.

Performance of a 1.3 GHZ Normal-Conducting 5-Cell Standing-Wave Cavity

A 5-cell, normal-conducting, 1.3 GHz, standing-wave (SW) cavity was built as a prototype capture accelerator for the ILC positron source. Although the ILC uses predominantly superconducting cavities, the capture cavity location in both a high radiation environment and a solenoidal magnetic field requires it to be normal conducting. With the relatively high duty ILC beam pulses (1 msec at 5 Hz) and the high gradient required for efficient positron capture (15 MV/m), achieving adequate cavity cooling to prevent significant detuning is challenging. This paper presents the operational performance of this cavity including the processing history, characteristics of the breakdown events and the acceleration gradient witnessed by a single bunch at different injection times for different rf pulse lengths.

Search for lepton flavor violating decays tau to l \omega (l = e, mu)

A search for lepton flavor violating decays of a {tau} to a lighter-mass charged lepton and an {omega} vector meson is performed using 384.1 fb{sup -1} of e{sup +}e{sup -} annihilation data collected with the BABAR detector at the Stanford Linear Accelerator Center PEP-II storage ring. No signal is found, and the upper limits on the branching ratios are determined to be {beta}({tau}{sup {+-}} {yields} e{sup {+-}}{omega}) < 1.1 x 10{sup -7} and {beta}({tau}{sup {+-}} {yields} {mu}{sup {+-}}{omega}) < 1.0 x 10{sup -7} at 90% confidence level.

The Redshift Dependence of Gamma-Ray Absorption in the Environments of Strong-Line AGNs

The case of {gamma}-ray absorption due to photon-photon pair production of jet photons in the external photon environments, such as the accretion disk and the broad-line region radiation fields, of {gamma}-ray--loud active galactic nuclei (AGNs) that exhibit strong emission lines is considered. I demonstrate that this 'local opacity,' if detected, will almost unavoidably be redshift-dependent in the sub-TeV range. This introduces nonnegligible biases and complicates approaches for studying the evolution of the extragalactic background light with contemporary GeV instruments such as the Gamma-Ray Large Area Space Telescope (GLAST ), where the {gamma}-ray horizon is probed by means of statistical analysis of absorption features (e.g., the Fazio-Stecker relation) in AGN spectra at various redshifts. It particularly applies to strong-line quasars, where external photon fields are potentially involved in {gamma}-ray production.

A Search for Direct CP Violation in Two-Body Cabibbo-Suppressed Decays of Neutral Charmed Mesons

Presented are the results of a search for direct CP violation in Cabibbo-suppressed decays of D{sup 0} to two charged daughters. The analysis described was performed on {approx}230 fb{sup -1} of the BABAR data sample, recorded at the Stanford Linear Accelerator Center and using the PEP-II electron storage rings. We measure CP asymmetries for decay to the KK and {pi}{pi} final states, as well as for the branching ratio, and develop a new technique for tagging-efficiency correction using the Cabibbo-favored K{pi} final state. We find some evidence for CP violation in decays to the KK final state and results that suggest CP violation in the {pi}{pi} final state as well.

AdS/QCD and Its Holographic Light-Front Partonic Representation

Starting from the Hamiltonian equation of motion in QCD we find a single variable light-front equation for QCD which determines the eigenspectrum and the light-front wavefunctions of hadrons for general spin and orbital angular momentum. This light-front wave equation is equivalent to the equations of motion which describe the propagation of spin-J modes on anti-de Sitter (AdS) space.

Recent progress in Hamiltonian light-front QCD

Hamiltonian light-front quantum field theory constitutes a framework for the non-perturbative solution of invariant masses and correlated parton amplitudes of self-bound systems. By choosing light-front gauge and adopting a basis function representation, we obtain a large, sparse, Hamiltonian-matrix for mass eigenstates of gauge theories that is solvable by adapting the ab initio no-core methods of nuclear many-body theory. Full covariance is recovered in the continuum limit, the infinite matrix limit. We outline our approach and discuss the computational challenges.
