Correspondence issued by the Government Accountability Office with an abstract that begins "Over the last several weeks, we reviewed the President's fiscal year 2010 budget request for the Alcohol and Tobacco Tax and Trade Bureau (TTB) to provide pertinent and timely information that the Congress could use during budget deliberations. Our objectives were to (1) examine any programs with significant increases from the prior year and any significant unexpended balances and (2) review any new programs in the budget request. To do our work, we compared prior and current year budget requests, reviewed key budget-related documents, and interviewed TTB officials. Given the objectives and scope of this work, we conducted this work in accordance with all sections of GAO's Quality Assurance Framework that are relevant to our objectives. The framework requires that we plan and perform the engagement to obtain sufficient and appropriate evidence to meet our stated objectives and to discuss any limitations in our work. We believe that the information and data obtained, and the analysis conducted, provide a reasonable basis for any findings and conclusions. Analytic approach to nonlinear hydrodynamic instabilities driven by time-dependent accelerations

We extend our earlier model for Rayleigh-Taylor and Richtmyer-Meshkov instabilities to the more general class of hydrodynamic instabilities driven by a time-dependent acceleration g(t) . Explicit analytic solutions for linear as well as nonlinear amplitudes are obtained for several g(t)'s by solving a Schroedinger-like equation d{sup 2}{eta}/dt{sup 2} - g(t)kA{eta} = 0 where A is the Atwood number and k is the wavenumber of the perturbation amplitude {eta}(t). In our model a simple transformation k {yields} k{sub L} and A {yields} A{sub L} connects the linear to the nonlinear amplitudes: {eta}{sup nonlinear} (k,A) {approx} (1/k{sub L})ln{eta}{sup linear} (k{sub L}, A{sub L}). The model is found to be in very good agreement with direct numerical simulations. Bubble amplitudes for a variety of accelerations are seen to scale with s defined by s = {integral} {radical}g(t)dt, while spike amplitudes prefer scaling with displacement {Delta}x = {integral}[{integral}g(t)dt]dt.

Bench-Scale Filtration Testing in Support of the Pretreatment Engineering Platform (PEP)

Pacific Northwest National Laboratory (PNNL) has been tasked by Bechtel National Inc. (BNI) on the River Protection Project-Hanford Tank Waste Treatment and Immobilization Plant (RPP-WTP) project to perform research and development activities to resolve technical issues identified for the Pretreatment Facility (PTF). The Pretreatment Engineering Platform (PEP) was designed, constructed and operated as part of a plan to respond to issue M12, “Undemonstrated Leaching Processes.” The PEP is a 1/4.5-scale test platform designed to simulate the WTP pretreatment caustic leaching, oxidative leaching, ultrafiltration solids concentration, and slurry washing processes. The PEP testing program specifies that bench-scale testing is to be performed in support of specific operations, including filtration, caustic leaching, and oxidative leaching.

Correspondence issued by the Government Accountability Office with an abstract that begins "The Army's current efforts to transform and modernize its aviation assets began in 1999, seeking to maintain and improve the warfighting capabilities of the existing force as well as to invest in science and technology in a way that improved the future force. To accomplish these goals, the Army focused on upgrading and modernizing existing equipment, rapidly fielding new equipment, incorporating new technologies as they became available, and restructuring aviation warfighting units. Initially, fielding the developmental Comanche helicopter was a key focus of modernization, but when the Comanche program was terminated in 2004, an investment strategy was presented to Congress that would redistribute $14.6 billion of planned Comanche funding through fiscal year 2011 to enhance a broad range of Army aviation modernization efforts. Furthermore, the Army is currently re-evaluating the plans that were established in 2004 by conducting several assessments, tracking progress, and assessing future capability requirements, and intends to develop an updated Aviation Modernization Plan in 2010. Correspondence issued by the Government Accountability Office with an abstract that begins "Ground-based military operations generally make use of two broad categories of vehicles: combat vehicles designed for a specific fighting function and tactical vehicles designed primarily for use by forces in the field in connection with or in support of tactical operations. Combat vehicles generally move on tracks versus wheels and include the Abrams tank, Bradley Fighting vehicle, and the Paladin self-propelled howitzer. Tactical vehicles generally move on wheels and include the High Mobility Multi-purpose Wheeled Vehicle (HMMWV), the Mine Resistant Ambush Protected (MRAP) vehicle, and families of trucks and trailers. For fiscal years 2009 and 2010, the Department of Defense (DOD) has requested an estimated $16 billion for the procurement of those tactical wheeled vehicles described in this report, including an estimated $6 billion for MRAP variants. A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal years 2006- 2008, the U.S. Agency for International Development (USAID), which has primary responsibility for promoting democracy abroad, implemented democracy assistance projects in about 90 countries. The Department of State's Bureau of Democracy, Human Rights and Labor (State DRL) and the private, nonprofit National Endowment for Democracy (NED) also fund democracy programs in many of these countries. Partly to lessen the risk of duplicative programs, State recently initiated efforts to reform and consolidate State and USAID foreign assistance processes. GAO reviewed (1) democracy assistance funding provided by USAID, State DRL, and NED in fiscal year 2008; (2) USAID, State DRL, and NED efforts to coordinate their democracy assistance; and (3) USAID efforts to assess results and evaluate the impact of its democracy assistance. A project has been undertaken to develop an electrochemical cell and support equipment for evaluation of a gas diffusion electrode-based, narrow-electrolyte-gap anode for SO{sub 2} oxidation in the hydrogen production cycle of the hybrid sulfur (HyS) process. The project supported the HyS development program at the Savannah River National Lab (SRNL). The benefits of using a gas diffusion electrode in conjunction with the narrow anolyte gap are being determined through electrochemical polarization testing under a variety conditions, and by comparison to results produced by SRNL and others using anode technologies that have no anolyte gap. These test results indicate that the NGA cell has low resistance suitable for use in the HyS electrolyzer, exhibits good efficiency at high current densities compared to the direct feed HyS electrolyzer, and indicates robust performance in extended testing over 65 hours. Seepage episodes were mostly caused by port clogging, which can be mitigated in future designs through minor modifications to the hardware. Significant reductions in sulfur crossover have not yet been demonstrated in the NGA configuration compared to in-house direct feed testing, but corroborative sulfur layer analysis is as yet incomplete. A high-order fast method for computing convolution integral with smooth kernel

In this paper we report on a high-order fast method to numerically calculate convolution integral with smooth non-periodic kernel. This method is based on the Newton-Cotes quadrature rule for the integral approximation and an FFT method for discrete summation. The method can have an arbitrarily high-order accuracy in principle depending on the number of points used in the integral approximation and a computational cost of O(Nlog(N)), where N is the number of grid points. For a three-point Simpson rule approximation, the method has an accuracy of O(h{sup 4}), where h is the size of the computational grid. Applications of the Simpson rule based algorithm to the calculation of a one-dimensional continuous Gauss transform and to the calculation of a two-dimensional electric field from a charged beam are also presented.

This report summarizes the life history and production data collected in the Hood River subbasin during FY 2008. Included is a summary of jack and adult life history data collected at the Powerdale Dam trap on seventeen complete run years of winter steelhead, spring and fall chinook salmon, and coho salmon, and on fifteen complete run years of summer steelhead. Also included are summaries of (1) the hatchery winter steelhead broodstock collection program; (2) hatchery production releases in the Hood River subbasin; (3) subbasin wild summer and winter steelhead smolt production, (4) numbers of hatchery summer and winter steelhead smolts leaving the subbasin; (5) smolt migration timing past Bonneville Dam, (6) wild and hatchery steelhead smolt-to-adult survival rates; (7) wild summer and winter steelhead egg to smolt survival rates; and (8) streamflow at selected locations in the Hood River subbasin. LITERATURE REVIEW: REDUCTION OF NP(V) TO NP (IV)-ALTERNATIVES TO FERROUS SULFAMATE

The baseline approach to control of Np oxidation in UREX and PUREX separation processes is the reduction of Np(V) and Np(VI) to Np(IV) using ferrous sulfamate. Use of this reagent results in increased sulfur and iron concentrations in the liquid waste streams from the process. Presence of these two elements, especially sulfur, increases the complexity of the development of wasteforms for immobilizing these effluents. Investigations are underway to identify reductants that eliminate sulfur and iron from the Np reduction process. While there are a variety of chemical reductants that will reduce Np to Np(IV) in nitric acid media, the reaction rates for most are so slow that the reductants are not be feasible for use in an operating plant process. In an attempt to identify additional alternatives to ferrous sulfamate, a literature search and review was performed. Based on the results of the literature review, it is concluded that photochemical and catalytic processes should also be investigated to test the utility of these two approaches. The catalytic process could be investigated for use in conjunction with chemical oxidants to speed the reaction rates for reductants that react slowly, but would otherwise be appropriate replacements for ferrous sulfamate. This grant was focused on the study of metal-organic frameworks with these specific objectives. (1) To examine the use of MOFs with well-defined open metal sites for binding of gases and small organics. (2) To develop a strategy for producing MOFs that combine large pore size with high surface area for their use in gas adsorption and separation of polycyclic organic compounds. (3) To functionalize MOFs for the storage of inert gases such as methane. A brief outline of our progress towards these objectives is presented here as it forms part of the basis for the ideas to be developed under the present proposal.

MOISTURE AND SURFACE AREA MEASUREMENTS OF PLUTONIUM-BEARING OXIDES

To ensure safe storage, plutonium-bearing oxides are stabilized at 950 C for at least two hours in an oxidizing atmosphere. Stabilization conditions are expected to decompose organic impurities, convert metals to oxides, and result in moisture content below 0.5 wt%. During stabilization, the specific surface area is reduced, which minimizes readsorption of water onto the oxide surface. Plutonium oxides stabilized according to these criteria were sampled and analyzed to determine moisture content and surface area. In addition, samples were leached in water to identify water-soluble chloride impurity content. Results of these analyses for seven samples showed that the stabilization process produced low moisture materials (< 0.2 wt %) with low surface area ({le} 1 m{sup 2}/g). For relatively pure materials, the amount of water per unit surface area corresponded to 1.5 to 3.5 molecular layers of water. For materials with chloride content > 360 ppm, the calculated amount of water per unit surface area increased with chloride content, indicating hydration of hygroscopic salts present in the impure PuO{sub 2}-containing materials. The low moisture, low surface area materials in this study did not generate detectable hydrogen during storage of four or more years.

Photoionized Features in the X-ray Spectrum of EX Hydrae

We present the first results from a long (496 ks) Chandra High Energy Transmission Grating observation of the intermediate polar EX Hydrae. In addition to the narrow emission lines from the cooling post-shock gas, for the first time we have detected a broad component in some of the X-ray emission lines, namely O VIII {lambda}18.97, Mg XII {lambda}8.42, Si XIV {lambda}6.18, and Fe XVII {lambda}16.78. The broad and narrow components have widths of {approx} 1600 km s{sup -1} and {approx} 150 km s{sup -1}, respectively. We also find that the flux of the broad component is modulated at the white dwarf spin period, constraining the region where the gas is formed. We propose a scenario where the broad component is formed in the pre-shock flow photoionized by radiation from the post-shock flow. Because the photoionized region has to be close to the radiation source in order to produce strong photoionized emission lines from ions like O VIII, Mg XII, and Si XIV, our photoionization model constrains the height of the standing shock above the white dwarf surface.

This document contains a specification for a standard XML document format called an information package that can be used to store information and the context required to understand and use that information in information management systems and other types of information archives. An information package consists of packaged information, a set of information metadata that describes the packaged information, and an XML signature that protects the packaged information. The information package described in this specification was designed to be used to store Department of Energy (DOE) and National Nuclear Security Administration (NNSA) information and includes the metadata required for that information: a unique package identifier, information marking that conforms to DOE and NNSA requirements, and access control metadata. Information package metadata can also include information search terms, package history, and notes. Packaged information can be text content, binary content, and the contents of files and other containers. A single information package can contain multiple types of information. All content not in a text form compatible with XML must be in a text encoding such as base64.
