The environmental policies currently being negotiated are likely to require Member State (MS) to control and report their emission of greenhouse gases (GHG) and air pollutants (AP) more precisely. While there are likely to be associated costs, it is also likely that the cost of timely and targeted action will be less than the longer term cost of inaction. A number of European Union (EU) legal instruments are used to regulate emissions - several of these are under review. The review not only needs to anticipate future policy needs but also assess the alignment of the various instruments and whether the burden on users can be further minimized.

This workshop report is a contribution by the IPCC Working Group I for the preparation of the IPCC 4th Assessment Report. The workshop evaluated a range of climate model results in order to improve understanding of climate sensitivity estimates and objectively determine criteria for evaluating results from different climate models.

Developing country policy makers will need to consider the national policy instruments they will need to contribute to the fight against climate change. As discussions on the international level are underway through the Bali Road Map, a national level discussion can help governments reflect on the types of policies they should use, as well as how to seek internal and external financial resources and how to reflect their views in the negotiations of a future climate change agreement. There is a rich array of policy instruments being used by developing countries to achieve national objectives, such as improving local air pollution and reducing poverty. Most of these policies also reduce emissions of greenhouse gases. These policies, measures and instruments include: regulations and standards, taxes and charges, tradable permits, voluntary agreements, informational instruments, subsidies and incentives, research and development, and trade and development assistance. Depending on the legal frameworks available to countries, these may be implemented nationally, regionally or locally. They may be supplemented with rules, guidelines and other administrative mechanisms to achieve different goals. They may be legally binding or voluntary and they may be fixed or changeable.

The "Pavley" bill requires the registry, in consultation with the State Air Resources Board, to adopt procedures and protocols for the reporting and certification of reductions in greenhouse gas emissions from mobile sources for use by the state board in granting the emission reduction credits. This bill requires the state board to develop and adopt, by January 1, 2005, regulations that achieve the maximum feasible reduction of greenhouse gases emitted by passenger vehicles and light-duty trucks.

This report presents a study of policies and measures that could dramatically reduce US greenhouse gas emissions over the next two decades. It examines a broad set of national policies to increase energy efficiency, accelerate the adoption of renewable energy technologies, and shift energy use to less carbon-intensive fuels. The policies address major areas of energy use in residential and commercial buildings, industrial facilities, transportation, and power generation.

Climate change is one of the greatest threats to our planet and its people. Reducing emissions of greenhouse gases (GHG) is called mitigation. Responding to the impacts of climate change is called adaptation. A certain amount of adaptation will be necessary, no matter what we do. But, there will come a point where it will not be possible to adapt our way out of the problem.

This paper considers the potential impacts of climate change on protected areas (PAs) and actions that can be taken to mitigate them. Recent research suggests that the types of environmental changes predicted in climatic models are now taking place. Studies of many animals and plants that show significant alterations in range or behaviour find that the most consistent explanation for these is climate change. These impacts may necessitate a fundamental rethinking in the approach to protection. Protected areas are rooted in the concept of permanence: protection works best as a conservation tool if the area remains protected for the foreseeable future. But under climate change, species for which a particular protected area was established may no longer survive there. Some protected areas - for instance in coastal, arctic and mountain regions - may disappear altogether in their current form.

The report concludes with a global cumulative GHG emission cap for the period from 2010 till 2050. It outlines mid-term and long-term cumulative emission allowances for key countries under the three equity approaches and trajectories for these countries to keep global warming below 2 degrees Celsius. The objective of the report is to initiate a constructive debate among and foster long-term commitments of the parties while moving towards a fair, ambitious and binding Copenhagen agreement.

In accordance with the directives outlined in Executive Order #14-03, this Third Biennial Report of the Climate Neutral Working Group (CNWG) provides an update regarding: The state of the science of responding to climate change; Efforts to meet the goals of the Executive Order; Future planned steps and their anticipated impacts, expected challenges, and opportunities; Opportunities to initiate a statewide voluntary greenhouse gas emissions registry; The feasibility of a carbon emissions cap and trading program. Also summarized within this report are a number of related ongoing efforts within state government that will facilitate an expanded and coordinated campaign to reduce greenhouse gas (GHG) emissions. Recommended actions for continued GHG emissions reductions are presented in this report to be considered for implementation during 2009 – 2010 by Vermont State Government.

This paper is one of a series produced for the project that provides in-depth information on the four thematic building blocks of the Bali Action Plan—mitigation, adaptation, technology and finance—as well as on land-use, land-use change and forestry. The project materials also include executive summaries for policymakers, background briefing documents and workshop presentations. Remarks by NASA Administrator Sean O'Keefe at the 2003 Earth Observation Summit in Washington, DC. The purpose of the summit was to promote the development of a comprehensive, coordinated, and sustained Earth observation system or systems among governments and the international community to understand and address global environmental and economic challenges, and also to begin a process to develop a conceptual framework and implementation plan for building this integrated Earth observation system. When the space age dawned it was clear that the ability to propel robotic spacecraft and humans beyond the gravity of our home planet would open up untold avenues of exploration and discovery throughout the Solar System and beyond. What was not understood at the time was how comprehensive observations of the Earth system from space would lead to a significant new field of scientific inquiry.

This edition of Our Changing Planet includes a review of the Strategic Plan for the U.S. Climate Change Science Program (CCSP) from 2003 and outlines how the CCSP is moving forward to implement the Strategic Plan during FY 2004 and FY 2005. As a part of this implementation, the report announces the production of 21 scientific syntheses and assessments on a range of topics to support informed discussion of climate variability and associated issues by decision makers and the public.

This Synthesis and Assessment Product (SAP 3.1) focuses on the Climate models. Scientists extensively use mathematical models of Earth's climate, executed on the most powerful computers available, to examine hypotheses about past and present-day climates. Development of climate models is fully consistent with approaches being taken in many other fields of science dealing with very complex systems. These climate simulations provide a framework within which enhanced understanding of climate-relevant processes, along with improved observations, are merged into coherent projections of future climate change. This report describes the models and their ability to simulate current climate.

The Strategic Plan for the Climate Change Science Program was released in July 2003. The document is the first comprehensive update of a national plan for climate and global change research since the original U.S. Global Change Research Program strategy was issued at the inception of the program in 1989.
