Scaling Rules for Pre-Injector Design

Proposed designs of the prebunching system of the NLC and TESLA are based on the assumption that scaling the SLC design to NLC/TESLA requirements should provide the desired performance. A simple equation is developed to suggest a scaling rule in terms of bunch charge and duration. Detailed simulations of prebunching systems scaled from a single design have been run to investigate these issues.

Development and Testing of Procedures for Carrying Out Emergency Physical Inventory Taking After Detecting Anomaly Events Concerning NM Security.

In the State Scientific Center of Russian Federation - Institute of Physics and Power Engineering (SSC RF-IPPE, Obninsk), which is under Minatom jurisdiction, the procedures for carrying out emergency physical inventory taking (EPIT) were developed and tested in cooperation with the Brookhaven National Laboratory (USA). Here the emergency physical inventory taking means the PIT, which is carried out in case of symptoms indicating a possibility of NM loss (theft). Such PIT often requires a verification of attributes and quantitative characteristics for all the NM items located in a specific Material Balance Area (MBA). In order to carry out the exercise, an MBA was selected where many thousands of NM items containing highly enriched uranium are used. Three clients of the computerized material accounting system (CMAS) are installed in this MBA. Labels with unique (within IPPE site) identification numbers in the form of digit combinations and an appropriate bar code have been applied on the NM items, containers and authorized locations. All the data to be checked during the EPIT are stored in the CMAS database. Five variants of anomalies initiating EPIT and requiring different types of activities on EPIT organization are considered. THE ESTABLISHMENT OF A U.S. SUPPORT PROGRAM INTERSHIP PROGRAM.

In 2002, the U.S. Support Program to IAEA Safeguards established a program of one-year paid internships with the IAEA Department of Safeguards for students and recent graduates. Six interns are currently working with the IAEA in software development and information collection activities. The program is administered through the International Safeguards Project Office (ISPO) at Brookhaven National Laboratory (BNL). Software development assignments were considered to be most feasible because of the considerable abilities of many computer science students after a few years' education. Candidates in information science were also recruited because of an existing internship program managed by the Monterey Institute of International Studies. ISPO recruited students from US. colleges and other sources. Applications were collected and provided to the IAEA for review and selection. SGIT then identified the best applicants and, after confirming their intention to accept the position, tailored assignments based on their qualifications. Before the assignments started, ISPO conducted an orientation to provide the interns with information to ease their transition into working with the IAEA and living in Vienna. Oral History Interview with John McCall, July 13, 2003

The National Museum of the Pacific War presents an oral interview with Dr John McCall. After one college semester, McCall was drafted into the military and volunteered for a meteorology program. He took basic training at Keesler Field, Mississippi and in May 1943 began his academic training at the University of Chicago. After less than six months, his class got cancelled. Someone decided they didn't need as many weather forecasters as originally planned. McCall went to take basic training again, at Jefferson Barracks in St Louis, Missouri. Still hoping to learn a trade rather than just simply going to the trenches, McCall re-tested and re-classified and was given a choice between several program; he choose weather observing. He was sent to Chanute Field, Illinois for training and then to Rattlesnake Army Air Base in Pyote, Texas where he served as a weather observer for just over one year. McCall describes in detail his activities as a weather observer during his time at the base. Eventually, about half of the weather observers at the station were sent overseas and McCall was on a ship sailing for Hawaii when the war with Japan ended. TECHNOLOGY ROADMAPPING FOR IAEA SEALS.

In the fall of 2002, the U.S. Support Program (USSP) initiated an effort to define a strategy or ''roadmap'' for future seals technologies and to develop a generalized process for planning safeguards equipment development, which includes seals and other safeguards equipment. The underlying objectives of the USSP include becoming more proactive than reactive in addressing safeguards equipment needs, helping the IAEA to maintain an inventory of cost-effective, reliable, and effective safeguards equipment, establishing a long-term planning horizon, and securing IAEA ownership in the process of effective requirements definition and timely transitioning of new or improved systems for IAEA use. At an initial workshop, seals, their functions, performance issues, and future embodiments were discussed in the following order: adhesive seals, metal seals, passive and active loop seals, ultrasonic seals, tamper indicating enclosures (including sample containers, equipment enclosures, and conduits). Suggested improvements to these technologies focused largely on a few themes: (1) The seals must be applied quickly, easily, and correctly; (2) Seals and their associated equipment should not unduly add bulk or weight to the inspectors load; (3) Rapid, in-situ verifiability of seals is desirable; and (4) Seal systems for high risk or high value applications should have two-way, remote communications. …
