Characteristics and Performance of Nonprime Mortgages

Correspondence issued by the Government Accountability Office with an abstract that begins "During the first part of this decade, the number of mortgage originations grew rapidly, particularly in the nonprime segment of the mortgage market, which includes subprime and Alt-A loans. In dollar terms, nonprime loans accounted for an increasing share of the overall mortgage market, rising from 12 percent in 2000 to 34 percent in 2006. Over this period, the dollar volume of nonprime mortgages originated annually climbed from $100 billion to $600 billion in the subprime market and from $25 billion to $400 billion in the Alt-A market. However, these market segments contracted sharply in the summer of 2007, partly in response to a dramatic increase in default and foreclosure rates for these mortgages. As we reported in 2007, a loosening of underwriting standards for subprime and Alt-A loans contributed to this increase. As of the first quarter of 2009, approximately 1 in 8 nonprime mortgages were in the foreclosure process. The negative repercussions from nonprime lending practices has prompted greater scrutiny of this market segment, a number of government efforts to modify troubled loans, and proposals to strengthen federal regulation of the mortgage industry. High Risk Series: Restructuring the U.S. Postal Service to Achieve Sustainable Financial Viability

Other written product issued by the Government Accountability Office with an abstract that begins "GAO is adding the U.S. Postal Service's (USPS) financial condition to the list of high-risk areas needing attention by Congress and the executive branch to achieve broad-based transformation. Amid challenging economic conditions and a changing business environment, USPS is facing a deteriorating financial situation in which it does not expect to cover its expenses and financial obligations in fiscal years 2009 and 2010. This year, USPS expects to increase its year-end debt to $10.2 billion and incur a cash shortfall of about $1 billion. Another key risk factor is the accelerated decline in mail volume. Mail volume declined by 9.5 billion pieces in fiscal year 2008 to about 203 billion pieces. As of the end of May 2009, mail volume had decreased another 18.5 billion pieces, and USPS expects to end fiscal year 2009 with mail volume of 175 billion pieces--about 28 billion pieces fewer than in fiscal year 2008. Testimony issued by the Government Accountability Office with an abstract that begins "DOD plays a support role in managing Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE) incidents, including providing capabilities needed to save lives, alleviate hardship or suffering, and minimize property damage. This testimony addresses GAO's preliminary observations on DOD's role in CBRNE consequence management efforts and addresses the extent to which (1) DOD's plans and capabilities are integrated with other federal government plans, (2) DOD has planned for and structured its force to provide CBRNE consequence management assistance, (3) DOD's CBRNE Consequence Management Response Forces (CCMRF) are prepared to perform their mission; and (4) DOD has funding plans for the CCMRF that are linked to requirements for specialized CBRNE capabilities. GAO reviewed DOD's plans for CBRNE consequence management and documents from the Department of Homeland Security (DHS) and the Federal Emergency Management Agency. GAO also met with officials from the Undersecretary of Defense for Homeland Defense, U.S Northern Command, U.S. Army Forces Command, U.S. Army North, the National Guard Bureau, and some CCMRF units."

Senate Preservation Fund: Key Transaction-Related Operating Practices Have Been Established but Additional Practices Are Needed

Correspondence issued by the Government Accountability Office with an abstract that begins "In September 2003, the Senate Preservation Fund (Fund) was established within the U.S. Treasury. The Fund is available to the Senate Commission on Art (Commission) to fund various activities related to works of art, historical objects, documents, and materials relating to historical matters, or exhibits in the Capitol and Senate Office buildings. The Library of Congress (Library) provides financial management and disbursing services and support to the Commission. The Government Accountability Office (GAO) is required to audit the Fund and report the results to the Commission. This report presents the results of our audit of the Fund's transactions during the first 5 years of its operations, fiscal years 2004 through 2008. Our audit objectives were to determine whether the Commission and Library had established operating practices to help ensure that (1) the Fund's transactions were authorized in advance, supported by documentation, accurately accounted for, and in compliance with significant provisions of laws and (2) regular transaction reporting and monitoring were in place to effectively oversee transaction execution and safeguard Fund assets."

Terascale Optimal PDE Simulations

The Terascale Optimal PDE Solvers (TOPS) Integrated Software Infrastructure Center (ISIC) was created to develop and implement algorithms and support scientific investigations performed by DOE-sponsored researchers. These simulations often involve the solution of partial differential equations (PDEs) on terascale computers. The TOPS Center researched, developed and deployed an integrated toolkit of open-source, optimal complexity solvers for the nonlinear partial differential equations that arise in many DOE application areas, including fusion, accelerator design, global climate change and reactive chemistry. The algorithms created as part of this project were also designed to reduce current computational bottlenecks by orders of magnitude on terascale computers, enabling scientific simulation on a scale heretofore impossible.

Correspondence issued by the Government Accountability Office with an abstract that begins "Combat soldiers operate in diverse environments and face injury threats that place demands on the protective equipment systems they use to provide consistent protection throughout a range of temperatures and threat magnitudes. Protective helmets are one of those systems. In addition to protecting against ballistic threats, Army and Marine Corps ground combat helmets are now designed to absorb energy in order to reduce head injury risk from blunt impacts; previous combat helmets, such as the Personnel Armor System for Ground Troops helmet in use until 2002, were not designed to provide any tested levels of blunt impact protection. The currently used Army Advanced Combat Helmet and Marine Corps Light Weight Helmet are outfitted with a pad suspension system to protect against these threats. These pad suspension systems have been found to offer superior blunt impact protection over the older sling suspension systems. The Explanatory Statement accompanying the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act of 2009 directed GAO to review ground combat helmet pads. Correspondence issued by the Government Accountability Office with an abstract that begins "This report formally transmits a briefing in response to section 1045 of the National Defense Authorization Act for Fiscal Year 2008. The Act required GAO to review and report on the adjudication of claims filed as a result of the 2003 decision by the U.S. Court of Appeals for the Federal Circuit in the case of Butterbaugh v. Department of Justice. In that case, the Court decided that federal employees who are members of the military reserves should not have been charged military leave for reserve duty days that occurred outside their civilian work schedule. Under existing federal law, employees are entitled to seek restoration of leave or monetary compensation. On July 8, 16, and 22, 2008, we provided briefings on the status of the adjudication of such claims by the Defense Finance and Accounting Service and selected other agencies to cognizant committee staff to satisfy the mandate. Based on the results of our review, we are not making any recommendations for agency action."

Oral History Interview with Robert Amstutz, July 28, 2008

The National Museum of the Pacific War presents an interview with Robert Amstutz. Amstutz joined the Marine Corps in November of 1943. He provides some details of his training, including shooting machine guns and the Browning Automatic Rifle (BAR). Amstutz served with C Company, 9th Marines, 3rd Division. In March of 1944 he traveled to Pearl Harbor, then on to the Marshall Islands, participating in the Battle of Eniwetok in February of 1944. In July of that same year they participated in the Battle of Guam, invading the Mariana Islands. After the battle they trained on Guam, about 20 months altogether, before the Battle of Iwo Jima. He provides some details of his time living and training on Guam. They arrived in Iwo Jima on the 3rd day of the battle in February of 1945. He provides details of some of his combat experiences at Iwo, using the BAR. In March he was wounded by shell fragments and sent back to Guam on a hospital ship. He received a Purple Heart and Three Battle Stars. He was discharged in March of 1946.

While the Internet originated as a U.S. government-sponsored research project, the vast majority of its infrastructure is currently owned and operated by the private sector. Federal policy recognizes the need to prepare for debilitating Internet disruptions and tasks the Department of Homeland Security (DHS) with developing an integrated public/private plan for Internet recovery. GAO was asked to summarize its report being released today--Internet Infrastructure: DHS Faces Challenges in Developing a Joint Public/Private Recovery Plan, GAO-06-672 (Washington, D.C.: June 16, 2006). This report (1) identifies examples of major disruptions to the Internet, (2) identifies the primary laws and regulations governing recovery of the Internet in the event of a major disruption, (3) evaluates DHS plans for facilitating recovery from Internet disruptions, and (4) assesses challenges to such efforts."

Correspondence issued by the Government Accountability Office with an abstract that begins "Over the past several years, we have reported examples of hundreds of Army National Guard and Army Reserve (Army Guard and Reserve) soldiers who received inaccurate and untimely payroll payments due to a labor-intensive, error-prone pay process; human capital weaknesses; and the lack of integrated pay and personnel systems. As part of that work, we reported several cases for which mobilized Army Reserve soldiers never reported for active duty and improperly received pay that they did not earn. If a soldier remains absent, without authority, from his or her unit, organization, or place of duty with intent to remain away permanently, a soldier is guilty of desertion. Desertion from the military is a serious offense. The civilian law enforcement community sometimes assists the Army on desertion cases. For example, the U.S. Army Deserter Information Point (USADIP) enters data about soldiers in deserter status into the Federal Bureau of Investigation National Crime Information Center's (NCIC) Wanted Person File that is used by civilian law enforcement officers. Oral History Interview with Lewis Whitaker, July 28, 2006

The National Museum of the Pacific War presents an interview with Lewis Whitaker. Whitaker joined the Army in May of 1944. He served in Company K, 3rd Battalion, 264th Infantry Regiment, 66th Infantry Division. In the fall he was sent to England, then traveled from Southampton, England to Cherbourg, France aboard the SS Léopoldville (1929), for deployment into the Battle of the Bulge. During their transfer their ship was attacked and sunk by the German submarine U-486. Once ashore, Whitaker served as a rifleman and fought from Northern France to Germany and Austria, receiving a Combat Infantryman Badge. He was discharged in June of 1946.

Correspondence issued by the Government Accountability Office with an abstract that begins "The Visa Waiver Program enables citizens of 27 participating countries to travel to the United States for tourism or business for 90 days or less without first obtaining a visa. The program was created to promote the effective use of government resources and to facilitate international travel without jeopardizing U.S. national security. Indeed, in fiscal year 2004, more than 15 million travelers entered the United States under this program. The United States last expanded the Visa Waiver Program's membership in 1999 with the addition of Portugal, Singapore, and Uruguay; in recent years, other countries have expressed a desire to become members. In addition, Members of Congress have recently introduced bills calling for the expansion of the program. In February 2005, President Bush announced that the Departments of Homeland Security (DHS) and State (State) would develop a strategy, or "Road Map Initiative," to clarify to prospective candidates the statutory requirements for designation as a participating country--and work with countries to help them comply with these requirements. Correspondence issued by the Government Accountability Office with an abstract that begins "In the National Defense Authorization Act for Fiscal Year 2000, Congress directed the Department of Defense (DOD) to develop a laser master plan to include identification of potential weapon applications, critical technologies, a development path for those critical technologies, and the funding required to carry out the master plan. In response to this legislation, the High Energy Laser (HEL) Executive Review Panel was formed and issued the HEL Master Plan on March 24, 2000. The Master Plan recommended establishing a management structure for HEL technologies, including a HEL Joint Technology Office (JTO) to execute development and day-to-day management of a joint program to revitalize HEL technologies. The plan also recommended establishment of a HEL Technology Council--composed of senior science and technology executives from the military services and agencies--to provide oversight and approval authority for JTO's programs. As a result of the Master Plan, JTO was formed in June 2000. JTO collaborates with the military services and defense agencies in order to develop and execute an investment strategy for HEL science and technology (S&T) development. In the Floyd D.
