The method of protectively coating metallic uranium which comprises dipping the metallic uranium in a molten alloy comprising about 20-75% of copper and about 80-25% of tin, dipping the coated uranium promptly into molten tin, withdrawing it from the molten tin and removing excess molten metal, thereupon dipping it into a molten metal bath comprising aluminum until it is coated with this metal, then promptly withdrawing it from the bath.

An expression determining how variations in the pressure-gradient and average magnetic shear affect ballooning stability for a stellarator equilibrium is presented. The procedure for determining the marginal stability boundaries, for each field line, depends only on the equilibrium and a single ballooning eigenfunction calculation. This information is sufficient to determine if increasing pressure-gradient is stabilizing or destabilizing and to predict whether the configuration possess a second stable region.

The mechanical response of a pearlitic UHCS-1.3C steel deformed at approximately 4000 s{sup -1} to large strains ({var_epsilon} = -0.9) has been studied. Failure, at both the macroscopic and the microscopic levels has been evaluated, and the ability of the material to absorb energy in compression has been examined. Failure occurred by the development of a shear band. However before failure, extensive buckling of the carbide plates was observed and the UHCS-1.3C material exhibited significant potential for compressive ductility and energy absorption due to the distributed buckling of these plates. Strain localization during adiabatic shear band development resulted in the formation of austenite. Subsequent cooling produced a divorced-eutectoid transformation with associated deformation, which resulted in a microstructure consisting of 50 to 100 nm sized grains. The stress-strain behavior within the shear band has also been determined. The results are used to critically evaluate the maximum shear stress criterion of shear band development. New criteria for the development of shear bands are developed based on a strain energy concept.

Age-appropriate technical writing lessons for underperforming high-school students can offer them an innovative, ''authentic'' way to improve how they read and write. Thus the techniques and principles of effective technical communication routinely applied at work also provide a positive response to one of today's great educational challenges. This workshop shows participants how to (1) introduce English and science teachers to the value of technical writing as a response to school literacy problems, (2) prepare plausible practice exercises to help students improve their basic literacy, and (3) recognize and respond to known literacy outreach pitfalls. Every effective literacy outreach project based on technical writing needs to address four key problems.

Testimony issued by the Government Accountability Office with an abstract that begins "GAO summarized the results of its investigation, performed at Congress' request, of street narcotic sales in the vicinity of certain drug rehabilitation clinics in the District of Colombia. To obtain an overview of the problem, we conducted physical surveillance of five clinics in the District of Columbia and interviewed clinic personnel and law enforcement officials. In brief, we found that a significant amount of illegal drug trafficking activity takes place around these clinics. Patients frequently must navigate their way through a virtual bazaar of illegal drug dealing when they enter and exit the facilities."

Effects of MHD reconnection events on the beam-plasma fusion reactivity and transport of the beam ions are studied. Based on the analysis of fusion reactivity changes induced by MHD events, the conclusion is drawn that the strong drops of the neutron yield during sawtooth crashes observed in the National Spherical Torus experiment (NSTX) [M. Ono et al., Nucl. Fusion 40, 557 (2000)] are associated with both a particle redistribution inside the plasma and a loss of the beam ions. Mechanisms of the energetic ion transport during sawtooth crashes are analyzed, in particular, with the use of the resonance adiabatic invariant derived in this paper. A numerical simulation of the particle motion during a sawtooth crash in NSTX is done with the code OFSEF [Ya. I. Kolesnichenko, et al., Nucl. Fusion 40, 1325 (2000)] extended for a better description of the particle precession. It is shown that the motion of toroidally passing particles in NSTX can become stochastic under the influence of a crash. This stochasticity, as well as the motion along the resonance island, leads to the escape of some particles from the plasma.

In this contribution we will discuss a generic solution to this problem. As an example we consider the case of forward light-by-light scattering.

The TNX pilot-scale research facility released processed waste, containing elevated concentrations of several metals and radionuclides into an unlined seepage basin between 1958 and 1980. The contents of this basin have entered the nearby swamp, the TNX Outfall Delta (TNX OD), by subsurface and overland flow. Studies were conducted to evaluate whether sediment amendments could be used to reduce contaminant mobility and bioavailability. Previous studies showed that the addition of a phosphate mineral, apatite, and zero-valent iron, Fe(0), were effective at immobilizing a broad range of contaminants at the site. It is anticipated that the sediment amendments will be broadcast on the ground surface and backfilled into drilled 2 cm diameter x 15 cm deep holes spaced across the contaminated area. The amendments' zone-of-influence of these two application methods was conducted to permit treatment design. The objective of this study was to determine (1) which source of phosphate mineral is most suitable for sediment-contaminant stabilization, and (2) what is the extent of the zone-of-influence of applied apatite and Fe(0).
