Overview of NEPA Requirements

The National Environmental Policy Act (NEPA) establishes national environmental policies that apply to the federal government and also prescribes certain procedural requirements for federal agency actions. Except as otherwise provided by Congress, NEPA applies to all federal agency actions, although its requirements may vary depending on the nature of the action involved. This report provides an overview of NEPA's requirements. It is not anticipated that this report will be updated.

This paper presents results from a program sponsored by the US Nuclear Regulatory Commission to examine the risks from low power and shutdown operations. Significant progress has been made by the industry in reducing such risks; however, important operational events continue to occur. Current perceptions of low power and shutdown risks are discussed in the paper along with an assessment of the current methods for understanding important events and quantifying their associated risk.

Preliminary results for two pion resonances in D{sup +} and D{sup +}{sub s} {r_arrow} {pi}{sup {minus}}{pi}{sup +}{pi}{sup +} from Fermilab experiment E-791

In this paper the authors present preliminary results of a coherent amplitude analysis of three-pion decays of charm mesons. The analysis includes a greater number of possible resonant states than in previous analyses, and produces masses and Breit-Wigner widths of the isoscalar resonances f{sub 0} (980) and f{sub 0} (1370) with better precision than previous measurements. They also present preliminary results for the mass and width of the low lying f{sub o} (400), sometimes called the {sigma} meson.

Ramakrishna Mission initiative impact study: final report

This report has been prepared by the Tata Energy Research Institute (TERI) for the National Renewable Energy Laboratory. It presents the results of the evaluation and impact assessment of solar photovoltaic lighting systems in the region of Sunderbans, West Bengal, that were deployed by a reputable non-governmental organization (Ramakrishna Mission) under the auspices of the INDO-US collaborative project. The objectives of the study were to evaluate the solar photovoltaic systems for their impact on the individual households as well as on the community, to assess the effectiveness of the implementation and financial mechanisms, and to draw a long-term strategy for NREL's activities in Sunderbans based on case studies of similar interventions. Under the project, provision was made to supply 300 domestic lighting systems (DLS) based on 53-Wp module capacity to individual households and a few other systems such as for lighting, medical refrigeration, and pumping water to community centers. For this study, 152 households were surveyed, of which 29 had also been a part of earlier pre- and post-installation surveys, 47 had been a part of the earlier post-installation survey, and 76 were households that were surveyed for the first time. UNFINISHED BUSINESS: The Economics of The Kyoto Protocol

The Kyoto Protocol to the Framework Convention on Climate Change (FCCC) was completed on the morning of December 11, 1997, following over two years of negotiations. The product of these deliberations is a complex and incomplete document knitting together the diversity of interests and perspectives represented by the more than 150 delegations. Because the document is complex, its implications are not immediately obvious. If it enters into force, the Kyoto Protocol will have far-reaching implications for all nations--both nations with obligations under the Protocol and those without obligations. National energy systems, and the world's energy system, could be forever changed. In this paper the authors develop an assessment of the energy and economic implications of achieving the goals of the Kyoto Protocol. They find that many of the details of the Protocol that remain to be worked out introduce critical uncertainties affecting the cost of compliance. There are also a variety of uncertainties that further complicate the analysis. These include future non-CO{sub 2} greenhouse gas emissions and the cost of their mitigation. Other uncertainties include the resolution of negotiations to establish rules for determining and allocating land-use emissions rights, mechanisms for Annex 1 trading, and participation by non-Annex 1 members …

Vibrational Structure and Partial Rates of Resonant Auger Decay Ofthe N 1s ->2pi Core Excitations in Nitric Oxide

High-resolution resonant Auger electron spectra of NO measured in the vicinity of the N 1s {yields} 2{pi} core excitations are presented. The open shell electronic configuration of the molecule results in four excited electronic states, three of which are populated in the photoabsorption spectrum, {sup 2}{Delta}, {sup 2}{Sigma}{sup -} and {sup 2}{Sigma}{sup +}. Electron emission spectra obtained at different vibrational levels of the three N 1s core-excited states of NO are reported. Recently reported ab initio calculations [J. Chem. Phys. 106, 4038(1997)] are used to generate theoretical spectra for comparison with the experimental results taking lifetime vibration interference and Auger resonant Raman effects into account. Very good agreement is found for the lowest energy X {sup 1}{Sigma}{sup +} final ionic state. Spectra of the higher energy final ionic states are decomposed into contributions from the different 5{sigma}{sup -1}2{pi}{sup 1} and 1{pi}{sup -1}2{pi}{sup 1} configurations for comparison of the calculated and experimental partial Auger decay rates. A revised value for the adiabatic ionization energy of the {sup 1}{Delta} ionic state results from the deconvolution.
