This report addresses the effects of electrical anisotropy on the 3D inversion of single-well induction logging data when anisotropy is not considered. Of concern are possible artifacts that may lead to an incorrect interpretation of the formation about the borehole. Comparison is made of 3D isotropic inversion on a suite of model data, with and without anisotropy, consisting of an infinite layer and layer terminated at the borehole. In both cases, the layer dip (or well deviation) is varied. Inversion of the anisotropic data result in an overestimate of the layer conductivity, and the lateral extent of the layer about the borehole.

Congress is considering reauthorization of the Individuals with Disabilities Education Act (IDEA) program (the main federal program providing special education and related services to children with disabilities). Among the options being discussed is increasing parental choice under IDEA. This report provides background on current federal choice programs and on the Florida McKay Scholarship program, which provides scholarships for children with disabilities enrolled in the state’s public schools to attend other public schools or to attend participating private schools. The report concludes with a discussion of possible issues that a federal special education voucher program might raise.

The 785-member, directly elected European Parliament (EP) is a key institution of the 27-member European Union (EU). Once limited to being a consultative assembly, the EP has accumulated more power over time. Currently, it plays a role in the EU's legislative and budgeting processes, and exercises general supervision over other EU bodies. Ties between the EP and the U.S. Congress are long-standing, and EPCongressional exchanges are expected to continue in the second session of the 110th Congress.

The European Union (EU) views the enlargement process as a historic opportunity to promote stability and prosperity in Europe. Although the EU maintains that the enlargement door remains open, "enlargement fatigue" has become a serious issue in Europe and some experts believe that EU enlargement may be reaching its limits. The status of EU enlargement is one of many transatlantic issues likely to be of interest to the second session of the 110th Congress. This report lists the various nations admitted to the European Union within the past several years and analyzes the enlargement issue in general.

In December 2007, leaders of the European Union (EU) signed the Lisbon Treaty, which seeks to reform the EU's governing institutions and decisionmaking processes to enable a larger EU to operate more effectively. This new treaty represents the latest stage in a reform process begun in 2002 and essentially replaces the proposed EU "constitution" that foundered after French and Dutch voters rejected it in referendums in 2005. In June 2008, Irish voters rejected the Lisbon Treaty, and have thrown its future into doubt. This report provides background information on EU reform efforts and possible implications for U.S.-EU relations that may be of interest in the second session of the 110th Congress.

For years, the British and Irish governments sought to facilitate a peaceful settlement to the conflict in Northern Ireland. After many ups and downs, the two governments and the Northern Ireland political parties participating in the peace talks announced an agreement on April 10, 1998. Despite a much improved security situation in the years since then, full implementation of the resulting Good Friday Agreement has been difficult. On May 8, 2007, however, Northern Ireland's devolved political institutions were restored after an almost five-year suspension following a powersharing deal between the largest unionist and nationalist parties.

The Federal Agriculture Improvement and Reform, or FAIR, Act of 1996 (commonly known as the "farm bill"), which was due to expire in 2002, is expected to be extended for another six years when President Bush signs the bill into law. This report discusses the provisions of the new "farm bill," including the federal spending involved.

The objective of this project is to demonstrate the use of alkaline reagents injected into the furnace of coal-fired boilers as a means of controlling sulfuric acid emissions. The project is being co-funded by the U.S. DOE National Energy Technology Laboratory, under Cooperative Agreement DE-FC26-99FT40718, along with EPRI, the American Electric Power Company (AEP), FirstEnergy Corp., the Tennessee Valley Authority, and Dravo Lime, Inc. Sulfuric acid controls are becoming of increasing interest to power generators with coal-fired units for a number of reasons. Sulfuric acid is a Toxic Release Inventory species and can cause a variety of plant operation problems such as air heater plugging and fouling, back-end corrosion, and plume opacity. These issues will likely be exacerbated with the retrofit of selective catalytic reduction (SCR) for NO{sub x} control on many coal-fired plants, as SCR catalysts are known to further oxidize a portion of the flue gas SO{sub 2} to SO{sub 3}. The project previously tested the effectiveness of furnace injection of four different calcium-and/or magnesium-based alkaline sorbents on full-scale utility boilers. This report provides a brief history of how the current National Integrated Ballistics Information Network (NIBIN) system evolved and operates. It includes information about issues that may be of concern to Members and committees of the 107th Congress, such as whether expanding NIBIN to include new gun purchases could be construed as a step toward a national gun registry system. The report also summarizes bills introduced in the 107th Congress related to NIBIN.

This report discusses the background information, analysis and the recent developments in the F-22 Raptor Aircraft Program. The F-22 program raises questions about its cost and the need for this aircraft, the capabilities it would have, and the number of these planes needed to meet military requirements. The F-22 has had strong congressional support, although some have criticized the program on grounds of cost, requirements, and coordination with other tactical aircraft programs. Deletion of procurement funds in the FY2000 defense appropriation bill passed by the House made the future of the program a major issue for House and Senate conferees in 1999.

Numerous types of actinide-bearing waste materials are found throughout the DOE complex. Most of these wastes consist of large volumes of non-hazardous materials contaminated with relatively small quantities of actinide elements. Separation of these wastes into their inert and radioactive components would dramatically reduce the costs of stabilization and disposal. For example, the DOE is responsible for decontaminating concrete within 7000 surplus contaminated buildings. The best technology now available for removing surface contamination from concrete involves removing the surface layer by grit blasting, which produces a large volume of blasting residue containing a small amount of radioactive material. Disposal of this residue is expensive because of its large volume and fine particulate nature. Considerable cost savings would result from separation of the radioactive constituents and stabilization of the concrete dust. Similarly, gas diffusion plants for uranium enrichment contain valuable high-purity nickel in the form of diffusion barriers. Decontamination is complicated by the extremely fine pores in these barriers, which are not readily accessible by most cleaning techniques. A cost-effect method for the removal of radioactive contaminants would release this valuable material for salvage.

This report discusses issues debated in the 107th Congress while is considering various proposals to amend the Endangered Species Act of 1973 (ESA). Major issues in recent years have included changing the role of science in decision-making, changing the role of critical habitat, reducing conflicts with Department of Defense activities, incorporating further protection for property owners, and increasing protection of listed species, among others.
