Advancements in time-resolved x-ray laser induced time-of-flight photoelectron spectroscopy
Time-resolved soft x-ray photoelectron spectroscopy is used to probe the non-steady-state evolution of the valence band electronic structure of laser heated ultra-thin (50 nm) metal foils and bulk semiconductors. Single-shot soft x-ray laser induced time-of-flight photoelectron spectroscopy with picosecond time resolution was used in combination with optical measurements of the disassembly dynamics that have shown the existence of a metastable liquid phase in fs-laser heated metal foils persisting 4-5 ps. This metastable phase is studied using a 527 nm wavelength 400 fs laser pulse containing 0.3-2.5 mJ laser energy focused in a large 500 x 700 {micro}m{sup 2} spot to create heated conditions of 0.2-1.8 x 10{sup 12} W cm{sup -2} intensity. The unique LLNL COMET compact tabletop soft x-ray laser source provided the necessary high photon flux, highly monoenergetic, picosecond pulse duration, and coherence for observing the evolution of changes in the valence band electronic structure of laser heated metals and semiconductors with picosecond time resolution. Afghanistan Reconstruction: Despite Some Progress, Deteriorating Security and Other Obstacles Continue to Threaten Achievement of U.S. Goals
A letter report issued by the Government Accountability Office with an abstract that begins "In October 2001, coalition forces forcibly removed the Taliban regime from Afghanistan, responding to their protection of al Qaeda terrorists who attacked the United States. Congress subsequently passed the Afghanistan Freedom Support Act of 2002 authorizing funds to help Afghanistan rebuild a stable, democratic society. The act directed GAO to monitor the implementation of U.S. humanitarian, development, and counternarcotics assistance. This report analyzes, for fiscal year 2004, (1) U.S. obligations and expenditures, (2) progress and results of assistance efforts, (3) assistance management and coordination, and (4) major obstacles that affected the achievement of U.S. goals."

Air Force C-17 Aircraft Procurement: Background and Issues for Congress
This report provides background information on the C-17 Aircraft program, including previous appropriations, related programs, and issues for Congress. The primary issue for Congress in FY2010 is whether to procure additional C-17s. An additional issue is whether to pass legislation relating to the airlift aircraft force structure. Analysis and Annotation of Nucleic Acid Sequence
The aims of this project were to develop improved methods for computational genome annotation and to apply these methods to improve the annotation of genomic sequence data with a specific focus on human genome sequencing. The project resulted in a substantial body of published work. Notable contributions of this project were the identification of basecalling and lane tracking as error processes in genome sequencing and contributions to improved methods for these steps in genome sequencing. This technology improved the accuracy and throughput of genome sequence analysis. Probabilistic methods for physical map construction were developed. Improved methods for sequence alignment, alternative splicing analysis, promoter identification and NF kappa B response gene prediction were also developed.

Analysis of Devonian Black Shales in Kentucky for Potential Carbon Dioxide Sequestration and Enhanced Natural Gas Production Quarterly Report: April-June 2003
CO{sub 2} emissions from the combustion of fossil fuels have been linked to global climate change. Proposed carbon management technologies include geologic sequestration of CO{sub 2}. A possible, but untested, sequestration strategy is to inject CO{sub 2} into organic-rich shales. Devonian black shales underlie approximately two-thirds of Kentucky and are thicker and deeper in the Illinois and Appalachian Basin portions of Kentucky than in central Kentucky. The Devonian black shales serve as both the source and trap for large quantities of natural gas; total gas in place for the shales in Kentucky is estimated to be between 63 and 112 trillion cubic feet. Most of this natural gas is adsorbed on clay and kerogen surfaces, analogous to methane storage in coal beds. In coals, it has been demonstrated that CO{sub 2} is preferentially adsorbed, displacing methane. Black shales may similarly desorb methane in the presence of CO{sub 2}. The concept that black, organic-rich Devonian shales could serve as a significant geologic sink for CO{sub 2} is the subject of current research. To accomplish this investigation, drill cuttings and cores were selected from the Kentucky Geological Survey Well Sample and Core Library.
