Awards of Attorneys' Fees by Federal Courts and Federal Agencies

In the United States, the general rule, which derives from common law, is that each side in a legal proceeding pays for its own attorney. There are many exceptions, however, in which federal courts, and occasionally federal agencies, may order the losing party to pay the attorneys' fees of the prevailing party. There are roughly two hundred statutory exceptions, which were generally enacted to encourage private litigation to implement public policy.

A Bayesian Approach for Image Segmentation with Shape Priors (open access)

A Bayesian Approach for Image Segmentation with Shape Priors

Color and texture have been widely used in image segmentation; however, their performance is often hindered by scene ambiguities, overlapping objects, or missingparts. In this paper, we propose an interactive image segmentation approach with shape prior models within a Bayesian framework. Interactive features, through mouse strokes, reduce ambiguities, and the incorporation of shape priors enhances quality of the segmentation where color and/or texture are not solely adequate. The novelties of our approach are in (i) formulating the segmentation problem in a well-de?ned Bayesian framework with multiple shape priors, (ii) ef?ciently estimating parameters of the Bayesian model, and (iii) multi-object segmentation through user-speci?ed priors. We demonstrate the effectiveness of our method on a set of natural and synthetic images.

This report is organized in three parts. First, it discusses the extent of greenhouse gas (GHG) emissions associated with the U.S. agriculture sector, and cites current and potential estimates for U.S. agricultural soils to sequester carbon and partly offset national GHG emissions. Second, the report describes the types of land management and farm conservation practices that can reduce GHG emissions and/or sequester carbon in agricultural soils, highlighting those practices that are currently promoted under existing voluntary federal agricultural programs. The Appendix provides a summary primer of the key background information presented in these first two sections. Finally, the report describes ongoing legislative action within both the climate change and farm bill debates, and discusses the types of questions that may be raised regarding the role of the U.S. agriculture sector in the broader climate change debate.

Computational Science Research in Support of Petascale Electromagnetic Modeling

Computational science research components were vital parts of the SciDAC-1 accelerator project and are continuing to play a critical role in newly-funded SciDAC-2 accelerator project, the Community Petascale Project for Accelerator Science and Simulation (ComPASS). Recent advances and achievements in the area of computational science research in support of petascale electromagnetic modeling for accelerator design analysis are presented, which include shape determination of superconducting RF cavities, mesh-based multilevel preconditioner in solving highly-indefinite linear systems, moving window using h- or p- refinement for time-domain short-range wakefield calculations, and improved scalable application I/O.

Development and Validation of Temperature Dependent Thermal Neutron Scattering Laws for Applications and Safety Implications in Generation IV Reactor Designs

The overall obljectives of this project are to critically review the currently used thermal neutron scattering laws for various moderators as a function of temperature, select as well documented and representative set of experimental data sensitive to the neutron spectra to generate a data base of benchmarks, update models and models parameters by introducing new developments in thermalization theory and condensed matter physics into various computational approaches in establishing the scattering laws, benchmark the results against the experimentatl set. In the case of graphite, a validation experiment is performed by observing nutron slowing down as a function of temperatures equal to or greater than room temperature.
