Electric Reliability: Options for Electric Transmission Infrastructure Improvements
The electric utility industry is inherently capital intensive. At the same time, the industry must operate under a changing and sometimes unpredictable regulatory system at both the federal and state level. The Energy Policy Act of 2005 has set in place government activities intended to relieve congestion on the transmission system. Several factors have contributed to the lack of new transmission capacity; these are outlined within this report. This report also discusses earlier pieces of energy legislation.

Merlot Design

Synergia: a hybrid, parallel beam dynamics code with 3D space charge
The authors report on high-dose irradiation studies performed with a 200 MeV proton beam on a 140 Mbit/s pixel-data serializer prototype realized in standard 0.25 micron CMOS technology. The data serializer was implemented recently for the BTeV pixel readout chip developed at Fermilab.

European Union Enlargement
On May 1, 2004, 10 states joined the European Union (EU), enlarging the Union to 25 members. The EU views the enlargement process as an historic opportunity to promote stability in Europe and further the integration of the continent by peaceful means. In addition to the 10 new members (Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia), three other states — Bulgaria, Romania, and Croatia — hope to accede to the EU by 2007. Turkey is also a candidate and is expected to begin accession negotiations in 2005. Macedonia has also applied for EU membership.

The European Union (EU) experienced significant changes in 2004 as it enlarged from 15 to 25 members and continued work on a new constitutional treaty to institute internal reforms and further EU political integration. In 2005, the EU is expected to build on these efforts and seek to implement several recent foreign policy and defense initiatives. This report describes the current status of the EU’s “constitution,” EU enlargement, the EU’s evolving foreign and defense policies, and possible implications for U.S.-EU relations.

The European Union's "Constitution"
In June 2004, the European Union (EU) concluded work on a constitutional treaty that contains changes to the EU’s governing institutions and decision-making processes. This new “constitution” grew out of the 2002-2003 Convention on the Future of Europe and previous EU efforts to institute internal reforms ahead of the Union’s expansion from 15 members to 25 in May 2004. The “constitution” aims to enable a larger EU to operate effectively and prevent gridlock, but it must still be ratified by all member states before it enters into force. This report provides background information on the Convention and describes the EU “constitution,” its key provisions, next steps, and possible implications for the U.S.-EU relationship.

The United States and Europe: Current Issues
The United States and Europe share a long and intertwined history. Despite the end of the Cold War, both sides of the Atlantic continue to face a common set of international concerns, have few other comparable partners, and share a huge economic relationship. Nevertheless, numerous foreign policy and trade conflicts have seriously challenged U.S.-European relations in recent years. This report examines the current state of the transatlantic relationship and key issues in Europe and beyond that have implications for U.S. interests. It will be updated as events warrant. Superpotentials for Quiver Gauge Theories
We compute superpotentials for quiver gauge theories arising from marginal D-Brane decay on collapsed del Pezzo cycles S in a Calabi-Yau X. This is done using the machinery of A{sub {infinity}} products in the derived category of coherent sheaves of X, which in turn is related to the derived category of S and quiver path algebras. We confirm that the superpotential is what one might have guessed from analyzing the moduli space, i.e., it is linear in the fields corresponding to the Exts of the quiver and that each such Ext multiplies a polynomial in Exts equal to precisely the relation represented by the Ext.

Measurement of the Branching Fraction and Decay Rate Asymmetry of B to D_pi+ pi- pi0 K-
The authors report the observation of the decay B{sup -} {yields} D{sub {pi}{sup +}{pi}{sup -}{pi}{sup 0}}K{sup -}, where D{sub {pi}{sup +}{pi}{sup -}{pi}{sup 0}} indicates a neutral D meson detected in the final state {pi}{sup +}{pi}{sup -}{pi}{sup 0}, excluding K{sub S}{sup 0}{pi}{sup 0}. This doubly Cabibbo-suppressed decay chain can be used to measure the CKM phase {gamma}. Using about 229 million e{sup +}e{sup -} {yields} B{bar B} events recorded by the BABAR experiment at the PEP-II e{sup +}e{sup -} storage ring, they measure the branching fraction {Beta}(B{sup -} {yields} D{sub {pi}{sup +}{pi}{sup -}{pi}{sup 0}K{sup -}}) = (5.5 {+-} 1.0 (stat.) {+-} 0.7 (syst.)) x 10{sup -6} and the decay rate asymmetry A = -0.02 {+-} 0.16 (stat.) {+-} 0.03 (syst.) for the full decay chain.

Trends in Discretionary Funding
Discretionary spending is essentially all spending on federal wages and salaries. Discretionary spending is often divided into defense, domestic discretionary, and international outlays. Defense and domestic discretionary spending compose nearly all of discretionary spending. The Obama Administration contends that many domestic priorities have been underfunded and has proposed some cuts in defense spending. The current economic and financial turmoil, which has led to several major federal interventions, is projected to increase non-defense spending over the next several fiscal years.

Spring Chinook Salmon Oncorhynchus tshawytscha Supplementation in the Clearwater Subbasin ; Nez Perce Tribal Hatchery Monitoring and Evaluation Project, 2007 Annual Report.
The Nez Perce Tribal Hatchery (NPTH) program has the following goals (BPA, et al., 1997): (1) Protect, mitigate, and enhance Clearwater Subbasin anadromous fish resources; (2) Develop, reintroduce, and increase natural spawning populations of salmon within the Clearwater Subbasin; (3) Provide long-term harvest opportunities for Tribal and non-Tribal anglers within Nez Perce Treaty lands within four generations (20 years) following project initiation; (4) Sustain long-term fitness and genetic integrity of targeted fish populations; (5) Keep ecological and genetic impacts to non-target populations within acceptable limits; and (6) Promote Nez Perce Tribal management of Nez Perce Tribal Hatchery Facilities and production areas within Nez Perce Treaty lands. The NPTH program was designed to rear and release 1.4 million fall and 625,000 spring Chinook salmon. Construction of the central incubation and rearing facility NPTH and spring Chinook salmon acclimation facilities were completed in 2003 and the first full term NPTH releases occurred in 2004 (Brood Year 03). Monitoring and evaluation plans (Steward, 1996; Hesse and Cramer, 2000) were established to determine whether the Nez Perce Tribal Hatchery program is achieving its stated goals. Military Base Closures: Role and Costs of Environmental Cleanup
The upcoming 2005 round of military base closings has stimulated interest among potentially affected communities in how the bases to be selected for closure might be economically redeveloped to replace lost jobs. Environmental contamination can present a challenge to economic redevelopment if funding or technological constraints would limit the cleanup of the land to a degree that would be safe for its intended use. Most of the lands on bases closed under the previous four rounds have been cleaned up for their intended reuse, and have been transferred for redevelopment. However, some bases have yet to be cleaned up to an extent that would be adequate for the planned land use, presenting an obstacle to replacing lost jobs. Bases closed under the 2005 round could face similar delays in redevelopment, if a community’s preferred land use would necessitate a costly and time-consuming degree of cleanup. This report will be updated as events warrant.

Nuclear Stewardship Research
The second year of our research program has been marked by significant success and progress. It has also been marked by significant changes both in the personnel and location of the major experimental research program. This report covers the period roughly from August 2004 through May 2005. During this period our research has focused mainly on applying the surrogate reaction technique and the ''ratio'' method to deduce neutron induced fission cross sections on uranium nuclei.
