The Hanford Site covers approximately 1,450 square kilometers (560 square miles) of land that is owned by the U.S. Government and managed by the U.S. Department of Energy, Richland Operations Office (DOE-RL). The Hanford Site is located northwest of the city of Richland, Washington. The city of Richland adjoins the southeastern portion of the Hanford Site boundary and is the nearest population center. Activities on the Hanford Site are centralized in numerically designated areas. The 100 Areas, located along the Columbia River, contain deactivated reactors. The processing units are in the 200 Areas, which are on a plateau approximately 11 kilometers (7 miles) from the Columbia River. The 300 Area, located adjacent to and north of Richland, contains research and development laboratories. The 400 Area, 8 kilometers (5 miles) northwest of the 300 Area, contains the Fast Flux Test Facility previously used for testing liquid metal reactor systems. Adjacent to the north of Richland, the 1100 Area contains offices associated with administration, maintenance, transportation, and materials procurement and distribution. HFIR Vessel Pressure/Temperature Limits Corresponding to the Upgrade Design

Pressure/temperature limits were calculated for the HFIR pressure vessel for a temperature range of 40 to 120 F. New values were necessary for the upgrade design of the reactor and were calculated using a probabilistic fracture mechanics approach that accounts for the success of periodic hydrostatic proof testing. The range of calculated pressure corresponding to the specific range of temperatures is 634 to 987 psi for ''pressure safety limit'' and 564 to 895 psi for the ''limiting conditions for operation.''

High Temperature Materials Laboratory, Eleventh Annual Report: October 1997 through September 1998

The High Temperature Materials Laboratory (HTML) has completed its eleventh year of operation as a designated US Department of Energy User Facility at the Oak Ridge National Laboratory. This document profiles the historical growth of the HTML User and Fellowship Programs since their inception in 1987. Growth of the HTML programs has been demonstrated by the number of institutions executing user agreements and by the number of days of instrument use (user days) since the HTML began operation.A total of 522 agreements (351 industry,156 university,and 15 other federal agency) are now in effect (452 nonproprietary and 70 proprietary). This represents an increase of 75 user agreements since the last reporting period (for FY 1997). A state-by-state summary of the nonproprietary user agreements is given in Appendix A. Forty-six states are represented. During FY 1998, the HTML User Program evaluated 80 nonproprietary proposals (32 from industry, 45 from universities, and 3 from other government facilities) and several proprietary proposals. Appendix B provides a detailed breakdown of the nonproprietary proposals received during FY 1998. The HTML User Advisory Committee approved about 95% of those proposals, sometimes after the prospective user revised the proposal based on comments from the committee. This annual report …

Idaho National Engineering and Environmental Laboratory Offsite Environmental Surveillance Program Report: Third Quarter 1999

The Environmental Science and Research Foundation conducts an offsite environmental surveillance program for the Department of Energy's Idaho National Engineering and Environmental Laboratory (INEEL). The Foundation's environmental surveillance program monitors the effects, if any, of US Department of Energy (DOE) activities on the offsite environment, collects data to confirm compliance with applicable environmental laws and regulations, and observes any trends in the environmental levels of radioactivity. This report for the third quarter of 1999 is based on 704 samples of air, fine particulates, atmospheric moisture, precipitation, milk, and food. All concentrations of radioactivity found in these samples were consistent with concentrations which have been found in sampling during recent quarters and which have been attributed in the past to natural background radiation, worldwide fallout from past nuclear weapons testing, and nuclear operations around the world. No! measured concentrations could be directly attributed to operations at the INEEL. Concentrations in all samples were below the guidelines set by both the DOE and the US Environmental Protection Agency (EPA) for protection of the public.

The interlayer penetration depth in layered superconductors may be determined from scanning Superconducting QUantum Interference Device (SQUID) microscope images of interlayer Josephson vortices. The authors compare their findings at 4 K for single crystals of the organic superconductor {kappa}-(BEDT-TTF){sub 2}Cu(NCS){sub 2} and three near-optimally doped cuprate superconductors: La{sub 2{minus}x}Sr{sub x}CuO{sub 4}, (Hg, Cu)Ba{sub 2}CuO{sub 4+{delta}}, and Tl{sub 2}Ba{sub 2}CuO{sub 6+{delta}}.

Improved Final Focus Shielding Designs for Modern Heavy-Ion Fusion Power Plant Designs

Recent work in heavy-ion fusion accelerators and final focusing systems shows a trend towards less current per beam, and thus, a significantly greater number of beams. Final focusing magnets are susceptible to nuclear heating, radiation damage, and neutron activation. The trend towards more beams, however, means that there can be less shielding for each magnet. Excessive levels of nuclear heating may lead to magnet quench or an intolerable recirculating power for magnet cooling. High levels of radiation damage may result in short magnet lifetimes and low reliability. Finally, neutron activation of the magnet components may lead to difficulties in maintenance, recycling, and waste disposal. The present work expands upon previous, three-dimensional magnet shielding calculations for a modified version of the HYLIFE-II IFE power plant design. We present key magnet results as a function of the number of beams.

IMS applications analysis

This report examines the market potential of a miniature, hand-held Ion Mobility Spectrometer. Military and civilian markets are discussed, as well as applications in a variety of diverse fields. The strengths and weaknesses of competing technologies are discussed. An extensive Ion Mobility Spectrometry (IMS) bibliography is included. The conclusions drawn from this study are: (1) There are a number of competing technologies that are capable of detecting explosives, drugs, biological, or chemical agents. The IMS system currently represents the best available compromise regarding sensitivity, specificity, and portability. (2) The military market is not as large as the commercial market, but the military services are more likely to invest R and D funds in the system. (3) Military applications should be addressed before commercial applications are addressed. (4) There is potentially a large commercial market for rugged, hand-held Ion Mobility Spectrometer systems. Commercial users typically do not invest R and D funds in this type of equipment rather, they wait for off-the-shelf availability.

INEEL Subsurface Disposal Area CERCLA-based Decision Analysis for Technology Screening and Remedial Alternative Evaluation

A CERCLA-based decision analysis methodology for alternative evaluation and technology screening has been developed for application at the Idaho National Engineering and Environmental Laboratory WAG 7 OU13/14 Subsurface Disposal Area (SDA). Quantitative value functions derived from CERCLA balancing criteria in cooperation with State and Federal regulators are presented. A weighted criteria hierarchy is also summarized that relates individual value function numerical values to an overall score for a specific technology alternative.

This first issue of the ''ICF Semiannual Report'' contains articles whose diverse subjects attest to the broad technical and scientific challenges that are at the forefront of the ICF program at LLNL. The first article describes the progress being made at solving the surface roughness problem on capsule mandrels. All NIF capsule options, except machined beryllium, require a mandrel upon which the ablator is deposited. This mandrel sets the baseline sphericity of the final capsule. Problems involving defects in the mandrel have been overcome using various techniques so that 2-mm-size mandrels can now be made that meet the NIF design specification. The second article validates and provides a detailed numerical investigation of the shadowgraph technique currently used to diagnose the surface roughness of a fuel ice layer inside of a transparent capsule. It is crucial for the success of the indirect-drive ignition targets that the techniques used to characterize ice-surface roughness be well understood. This study identifies methods for analyzing the bright band that give an accurate measure of the ice-surface roughness. Initial Package Design Concepts Integrated Product Team (IPT) Summary Report

Initially, the question of transporting TRU waste to WIPP was raised as part of the EM Integration activities. The issue was re-examined as part of the system-wide view to re-engineer the TRU waste program. Consequently, the National Transportation Program and the National TRU Waste Program, in a cooperative effort, made a commitment to EM-20 to examine the feasibility of using rail to transport TRU waste material to WIPP. In December of 1999 Mr. Philip Altomare assembled a team of subject matter experts (SME) to define initial concepts for a Type B package capable of shipping TRU waste by rail (see Attachment 1 for a list of team members). This same team of experts also provided input to a preliminary study to determine if shipping TRU waste by rail could offer cost savings or other significant advantages over the current mode of operation using TRUPACT-II packages loaded on truck. As part of the analysis, the team also identified barriers to implementing rail shipments to WIPP and outlined a path forward.
