Adapting Water Management A Primer on Coping with Climate Change

This primer is intended as a guide to some of the basic issues surrounding water management from a climate change perspective. It includes information on climate change impacts on various freshwater ecosystems as well as precipitation. Also addressed is how the assessment of vulnerability should distinguish between impacts assessment, which attempts to project future biophysical and ecological changes in a deterministic manner, and vulnerability assessment, which attempts to combine an assessment of future suites of change with an assessment of the resilience of ecosystems and management institutions.

The Commission must report its findings by November 1, 2008.

This brief article discusses about a massive swell of water that was buffeting South America. Kelvin waves are warm bumps in the Pacific Ocean, characterized by a gentle yet massive swell of warm water. Usually not much happens when a Kelvin wave arrives -- beach combers experience a bit of extra rain, perhaps, and slightly warmer surf. Nevertheless, scientists pay careful attention to them because these gentle waves occasionally herald something far more powerful: the next El Niรฑo.

This document, part of the Synthesis and Assessment Products described in the U.S. Climate Change Science Program (CCSP) Strategic Plan. Climate affects the design, construction, safety, operations, and maintenance of transportation infrastructure and systems. The prospect of a changing climate raises critical questions regarding how alterations in temperature, precipitation, storm events, and other aspects of the climate could affect the nation's roads, airports, rail, transit systems, pipelines, ports, and waterways. Phase I of this regional assessment of climate change and its potential impacts on transportation systems addresses these questions for the region of the U.S. central Gulf Coast between Galveston, Texas and Mobile, Alabama. This region contains multimodal transportation infrastructure that is critical to regional and national transportation services. The significance of various climate factors for transportation systems was assessed.

The Interplay between Climate Change, Forests, and Disturbances

Climate change affects forests both directly and indirectly through disturbances. Disturbances are a natural and integral part of forest ecosystems, and climate change can alter these natural interactions. When disturbances exceed their natural range of variation, the change in forest structure and function may be extreme. Each disturbance affects forests differently. Some disturbances have tight interactions with the species and forest communities which can be disrupted by climate change. Impacts of disturbances and thus of climate change are seen over a broad spectrum of spatial and temporal scales. Future observations, research, and tool development are needed to further understand the interactions between climate change and forest disturbances.

Those from industry and other institutions involved with emissions trading, joint implementation and clean development mechanism projects such as the European Commission and the World Bank were also represented.

AN ACT to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated ยง22-5-19, relating to the establishment of a program to inventory emissions, reductions and carbon sequestrations of greenhouse gases; creating a voluntary registry for the reporting of voluntary reductions of greenhouse gas emissions if the reductions are made before they are required by law; clarifying that certain industries are exempt from reporting; providing public recognition of voluntary reduction or avoidance of greenhouse gases; providing definitions; and providing consideration of the reductions under future federal greenhouse gas emission reduction programs.
