On February 28, 2003, Representative Joe Barton, chairman of the House Energy and Air Quality Subcommittee, released a draft omnibus energy bill that includes a number of issues debated, but left unresolved, in the 107th Congress. The Senate has indicated its intention to introduce omnibus energy legislation as well.

The National Conference of State Legislatures (NCSL), through a contract with the Congressional Research Service (CRS), compiled information in calendar year 2003 that was used to develop profiles of emergency management and homeland security statutes in the 50 states, the District of Columbia, and the insular areas. These profiles are published separately as CRS reports and are listed in the appendix to this report.

Several major dairy policy issues are addressed in the context of the Farm Security and Rural Investment Act of 2002 (P.L. 107- 171, the 2002 farm bill), which was signed into law on May 13, 2002. Included in the enacted 2002 farm bill are a reauthorization of the dairy price support program for an additional 5 ½ years, and new authorization for direct payments to dairy farmers through September 2005, triggered whenever the market price of farm milk falls below a target price level.

Britain's Prime Minister Blair assumed the rotating presidency of the G8 group of nations (see text box) in January 2005, and he intends to use the July 2005 G8 summit, which he will chair, to push his Africa development initiative. Climate change will be the second focus of the G8 meeting, being called the "Gleneagles summit." The purpose of this report is to provide background on Africa, the G8, and the Gleneagles meeting. Administrative subpoena authority is the power vested in various administrative agencies to compel testimony or the production of documents or both in aid of the agencies’ performance of their duties.
