A letter report issued by the General Accounting Office with an abstract that begins "The U.S. General Accounting Office (GAO) is an independent, nonpartisan agency in the legislative branch. GAO provides Congress with the best information available to help members make informed oversight, policy, and funding decisions. GAO meets Congress' information needs by (1) evaluating how government programs and policies are working, (2) auditing agency operations to determine whether federal funds are being spent efficiently and effectively, (3) investigating allegations of illegal and improper activities, and (4) issuing legal decisions and opinions. Most GAO work is done at the request of committees or members, but some reports are self-initiated or done in response to congressional mandates included in public laws or committee reports. GAO's annual index is a two-volume set. ACCELERATED SITE TECHNOLOGY DEPLOYMENT COST AND PERFORMANCE REPORT COMPARABILITY OF ISOCS INSTRUMENT IN RADIONUCLIDE CHARACTERICATION AT BROOKHAVEN NATIONAL LABORATORY

This report describes a DOE Accelerated Site Technology Deployment project being conducted at Brookhaven National Laboratory to deploy innovative, radiological, in situ analytical techniques. The technologies are being deployed in support of efforts to characterize the Brookhaven Graphite Research Reactor (BGRR) facility, which is currently undergoing decontamination and decommissioning. This report focuses on the deployment of the Canberra Industries In Situ Object Counting System (ISOCS) and assesses its data comparability to baseline methods of sampling and laboratory analysis. The battery-operated, field deployable gamma spectrometer provides traditional spectra of counts as a function of gamma energy. The spectra are then converted to radionuclide concentration by applying innovative efficiency calculations using monte carlo statistical methods and pre-defined geometry templates in the analysis software. Measurement of gamma emitting radionuclides has been accomplished during characterization of several BGRR components including the Pile Fan Sump, Above Ground Ducts, contaminated cooling fans, and graphite pile internals. Cs-137 is the predominant gamma-emitting radionuclide identified, with smaller quantities of Co-60 and Am-241 detected. The Project used the Multi-Agency Radiation Survey and Site Investigation Manual guidance and the Data Quality Objectives process to provide direction for survey planning and data quality assessment. Active Control of Magnetically Levitated Bearings

This report summarizes experimental and test results from a two year LDRD project entitled Real Time Error Correction Using Electromagnetic Bearing Spindles. This project was designed to explore various control schemes for levitating magnetic bearings with the goal of obtaining high precision location of the spindle and exceptionally high rotational speeds. As part of this work, several adaptive control schemes were devised, analyzed, and implemented on an experimental magnetic bearing system. Measured results, which indicated precision positional control of the spindle was possible, agreed reasonably well with simulations. Testing also indicated that the magnetic bearing systems were capable of very high rotational speeds but were still not immune to traditional structural dynamic limitations caused by spindle flexibility effects.

Adaptive Management Plan for Sensitive Plant Species on the Nevada Test Site

The Nevada Test Site supports numerous plant species considered sensitive because of their past or present status under the Endangered Species Act and with federal and state agencies. In 1998, the U.S. Department of Energy, Nevada Operation Office (DOE/NV) prepared a Resource Management Plan which commits to protects and conserve these sensitive plant species and to minimize accumulative impacts to them. This document presents the procedures of a long-term adaptive management plan which is meant to ensure that these goals are met. It identifies the parameters that are measured for all sensitive plant populations during long-term monitoring and the adaptive management actions which may be taken if significant threats to these populations are detected. This plan does not, however, identify the current list of sensitive plant species know to occur on the Nevada Test Site. The current species list and progress on their monitoring is reported annually by DOE/NV in the Resource Management Plan.

Adding static printing capabilities to the EUV phase-shifting point diffraction interferometer

While interferometry is routinely used for the characterization and alignment of lithographic optics, the ultimate performance metric for these optics is printing in photoresist. Direct comparison of imaging and wavefront performance is also useful for verifying and improving the predictive power of wavefront metrology under actual printing conditions. To address these issues, static, small-field printing capabilities are being added to the extreme ultraviolet (EUV) phase-shifting point diffraction interferometer (PS/PDI) implemented at the Advanced Light Source at Lawrence Berkeley National Laboratory. This Sub-field Exposure Station (SES) will enable the earliest possible imaging characterization of the upcoming Engineering Test Stand (ETS) Set-2 projection optics. Relevant printing studies with the ETS projection optics require illumination partial coherence with {sigma} of approximately 0.7. This {sigma} value is very different from the coherent illumination requirements of the EUV PS/PDI and the coherence properties naturally provided by synchrotron undulator beamline illumination. Adding printing capabilities to the PS/PDI experimental system thus necessitates the development of an alternative illumination system capable of destroying the inherent coherence of the beamline. Advances in understanding paternally transmitted Chromosomal Abnormalities

Multicolor FISH has been adapted for detecting the major types of chromosomal abnormalities in human sperm including aneuploidies for clinically-relevant chromosomes, chromosomal aberrations including breaks and rearrangements, and other numerical abnormalities. The various sperm FISH assays have been used to evaluate healthy men, men of advanced age, and men who have received mutagenic cancer therapy. The mouse has also been used as a model to investigate the mechanism of paternally transmitted genetic damage. Sperm FISH for the mouse has been used to detect chromosomally abnormal mouse sperm, while the PAINT/DAPI analysis of mouse zygotes has been used to evaluate the types of chromosomal defects that can be paternally transmitted to the embryo and their effects on embryonic development.

AN ALGORITHM FOR PARALLEL SN SWEEPS ON UNSTRUCTURED MESHES

We develop a new algorithm for performing parallel S{sub n} sweeps on unstructured meshes. The algorithm uses a low-complexity list ordering heuristic to determine a sweep ordering on any partitioned mesh. For typical problems and with ''normal'' mesh partitionings we have observed nearly linear speedups on up to 126 processors. This is an important and desirable result, since although analyses of structured meshes indicate that parallel sweeps will not scale with normal partitioning approaches, we do not observe any severe asymptotic degradation in the parallel efficiency with modest ({le} 100) levels of parallelism. This work is a fundamental step in the development of parallel S{sub n} methods.

ANALYSIS OF 3-D URBAN DATABASES WITH RESPECT TO POLLUTION DISPERSION FOR A NUMBER OF EUROPEAN AND AMERICAN CITIES

Models to estimate pollution dispersion and wind flow in cities (both at the city-scale and above) require a parametrical description of the urban canopy. For instance, two key parameters are the aerodynamic roughness length z{sub 0} and the zero-plane displacement height z{sub d}, which are related, amongst others, to the surface drag coefficient, the scale and intensity of turbulence, the depth of the roughness sub-layer and the wind speed profile. The calculation of z{sub 0} and z{sub d}, however, is not straightforward. The classical way to estimate them in open terrain is based on the measurement of wind profile data from a tall mast or, less accurately, on the inference from published roughness values for similar terrain elsewhere (Davenport, 1960; Davenport et al., 2000). Both methods, however, are very difficult to apply to cities, due to the considerable height where wind measurements should be taken (well above the urban canopy) and to the irregularities of urban texture. Annual Report RCRA Post-Closure Monitoring and Inspections for CAU 112: Area 23 Hazardous Waste Trenches, Nevada Test Site, Nevada, for the Period October 1999-October 2000

This annual Neutron Soil Moisture Monitoring report provides an analysis and summary for site inspections, meteorological information, and neutron soil moisture monitoring data obtained at the Area 23 Hazardous Waste Trenches Resource Conservation and Recovery Act (RCRA) unit, located in Area 23 of the Nevada Test Site, Nye County, Nevada, during the October 1999-October 2000 period. Inspections of the Area 23 Hazardous Waste Trenches RCRA unit are conducted to determine and document the physical condition of the covers, facilities, and any unusual conditions that could impact the proper operation of the waste unit closure. Physical inspections of the closure were completed quarterly and indicated that the site is in good condition with no significant findings noted. An annual subsidence survey of the elevation markers was conducted in August 2000. There has been no subsidence at any of the markers since monitoring began seven years ago. The objective of the neutron logging program is to monitor the soil moisture conditions along 30 neutron access tubes and detect changes that maybe indicative of moisture movement at a point located directly beneath each trench. This Annual Report to the Congress describes the Department of Energy's activities in response to formal recommendations and other interactions with the Defense Nuclear Facilities Safety Board. During 2000, the Department completed its implementation and proposed closure of one Board recommendation and completed all implementation plan milestones associated with two additional Board recommendations. Also in 2000, the Department formally accepted two new Board recommendations and developed implementation plans in response to those recommendations. The Department also made significant progress with a number of broad-based safety initiatives. These include initial implementation of integrated safety management at field sites and within headquarters program offices, issuance of a nuclear safety rule, and continued progress on stabilizing excess nuclear materials to achieve significant risk reduction.

Area 6 Decontamination Pond Corrective Action Unit 92 Post-Closure Inspection Annual Report for the Period January 2000-December 2000

The Area 6 Decontamination Pond, Corrective Action Unit 92, was closed in accordance with the Resource Conservation and Recovery Act (RCRA) Part B Operational Permit (Nevada Division of Environmental Protection [NDEP, 1995]) and the Federal Facility Agreement and Consent Order (NDEP, 1996) on May 11, 1999. Historically the Decontamination Pond was used for the disposal of partially treated liquid effluent discharged from the Decontamination Facility (Building 6-05) and the Industrial Laundry (Building 6-07) (U.S. Department of Energy, Nevada Operations Office [DOE/NV], 1996). The Decontamination Pond was constructed and became operational in 1979. Releases of RCRA-regulated hazardous waste or hazardous waste constituents have not been discharged to the Decontamination Pond since 1988 (DOE/NV, 1996). The pipe connecting the Decontamination Pond and Decontamination Facility and Industrial Laundry were cut and sealed at the Decontamination Pad Oil/Water Separator in 1992. The Decontamination Pond was closed in place by installing a RCRA cover. Fencing was installed around the periphery to prevent accidental damage to the cover. Post-closure monitoring at the site consists of quarterly inspections of the RCRA cover and fencing, and a subsidence survey. Assessing the Significance of Above- and Belowground Carbon Allocation of Fast- and Slow-Growing Families of Loblolly Pine - Final Report

During this project we experimentally evaluated the below-ground biomass and carbon allocation and partitioning of four different fast- and slow-growing families of loblolly pine located in Scotland County, NC, in an effort to increase the long-term performance of the crop. The trees were subjected to optimal nutrition and control since planting in 1993. Destructive harvests in 1998 and 2000 were used for whole?plant biomass estimates and to identify possible family differences in carbon acquisition (photosynthesis) and water use efficiency. At regular intervals throughout each year we sampled tissues for carbohydrate analyses to assess differences in whole-tree carbon storage. Mini rhizotron observation tubes were installed to monitor root system production and turnover. Stable isotope analysis was used to examine possible functional differences in water and nutrient acquisition of root systems between the various families. A genetic dissection of root ontogenic and architectural traits, including biomass partitioning, was conducted using molecular markers to better understand the functional implications of these traits on resource acquisition and whole-plant carbon allocation.

AUTOMATED PARAMETRIC EXECUTION AND DOCUMENTATION FOR LARGE-SCALE SIMULATIONS

A language has been created to facilitate the automatic execution of simulations for purposes of enabling parametric study and test and evaluation. Its function is similar in nature to a job-control language, but more capability is provided in that the language extends the notion of literate programming to job control. Interwoven markup tags self document and define the job control process. The language works in tandem with another language used to describe physical systems. Both languages are implemented in the Extensible Markup Language (XML). A user describes a physical system for simulation and then creates a set of instructions for automatic execution of the simulation. Support routines merge the instructions with the physical-system description, execute the simulation the specified number of times, gather the output data, and document the process and output for the user. The language enables the guided exploration of a parameter space and can be used for simulations that must determine optimal solutions to particular problems. It is generalized enough that it can be used with any simulation input files that are described using XML. XML is shown to be useful as a description language, an interchange language, and a self-documented language.
