A BENCHMARK PROGRAM FOR EVALUATION OF METHODS FOR COMPUTING SEISMIC RESPONSE OF COUPLED BUILDING-PIPING/EQUIPMENT WITH NON-CLASSICAL DAMPING.

Under the auspices of the US Nuclear Regulatory Commission (NRC), Brookhaven National Laboratory (BNL) developed a comprehensive program to evaluate state-of-the-art methods and computer programs for seismic analysis of typical coupled nuclear power plant (NPP) systems with nonclassical damping. In this program, four benchmark models of coupled building-piping/equipment systems with different damping characteristics were analyzed for a suite of earthquakes by program participants applying their uniquely developed methods and computer programs. This paper presents the results of their analyses, and their comparison to the benchmark solutions generated by BNL using time domain direct integration methods. The participant's analysis results established using complex modal time history methods showed good comparison with the BNL solutions, while the analyses produced with either complex-mode response spectrum methods or classical normal-mode response spectrum method, in general, produced more conservative results, when averaged over a suite of earthquakes. However, when coupling due to damping is significant, complex-mode response spectrum methods performed better than the classical normal-mode response spectrum method. Furthermore, as part of the program objectives, a parametric assessment is also presented in this paper, aimed at evaluation of the applicability of various analysis methods to problems with different dynamic characteristics unique to coupled NPP systems. …

Campaign Finance Reform and Incentives to Voluntarily Limit Candidate Spending From Personal Funds: Constitutional Issues Raised by Public Subsidies and Variable Contribution Limits

The Supreme Court in Buckley v. Valeo ruled that spending limits, including the amount a candidate can spend on his or her own campaign from personal funds (also known as personal fund expenditure limits) are unconstitutional. The Court did, however, uphold a system of spending limits, on the condition that they are voluntarily accepted in exchange for some form of public financing. As a result of these Court rulings, the concept of various incentives toward voluntary compliance with a personal funds expenditure limit has been developed. This report discusses some constitutional issues raised by two such incentives: public subsidies and variable contribution limits.

Department of Energy: Views on Proposed Legislation on Civil Penalties for Nuclear Safety Violations by Nonprofit Contractors

Testimony issued by the General Accounting Office with an abstract that begins "This testimony discusses GAO's views on H.R. 723, a bill that would modify the Atomic Energy Act of 1954 by changing how the Department of Energy (DOE) treats nonprofit contractors who violate DOE's nuclear safety requirements. Currently, nonprofit contractors are exempted from paying civil penalties that DOE assesses under the act. H.R. 723 would remove that exemption. GAO supports eliminating the exemption because the primary reason for instituting it no longer exists. The exemption was enacted in 1988 at the same time the civil monetary penalty was established. The purpose of the exemption was to ensure that the nonprofit contractors operating DOE laboratories who were being reimbursed only for their costs, would not have their assets at risk for violating nuclear safety requirements. However, virtually all of DOE's nonprofit contractors have an opportunity to earn a fee in addition to payments for allowable costs. This fee could be used to pay the civil monetary penalties. GAO found that DOE's nuclear safety enforcement program appears to be a useful and important tool for ensuring safe nuclear practices."

ELLIPT2D: A Flexible Finite Element Code Written Python

The use of the Python scripting language for scientific applications and in particular to solve partial differential equations is explored. It is shown that Python's rich data structure and object-oriented features can be exploited to write programs that are not only significantly more concise than their counter parts written in Fortran, C or C++, but are also numerically efficient. To illustrate this, a two-dimensional finite element code (ELLIPT2D) has been written. ELLIPT2D provides a flexible and easy-to-use framework for solving a large class of second-order elliptic problems. The program allows for structured or unstructured meshes. All functions defining the elliptic operator are user supplied and so are the boundary conditions, which can be of Dirichlet, Neumann or Robbins type. ELLIPT2D makes extensive use of dictionaries (hash tables) as a way to represent sparse matrices.Other key features of the Python language that have been widely used include: operator over loading, error handling, array slicing, and the Tkinter module for building graphical use interfaces. As an example of the utility of ELLIPT2D, a nonlinear solution of the Grad-Shafranov equation is computed using a Newton iterative scheme.
