Farm Program Spending: What's Permitted Under the Uruguay Round Agreements
This report discusses farm income and commodity price support proposals that might succeed the programs due to expire in 2002. A key question being asked of virtually every new proposal is how it will affect U.S. commitments under the 1994 Uruguay Round Agreement on Agriculture (URAA), which commitsthe United States to spend no more than $19.1 billion annually on domestic farm supports most likely to distort trade. The URAA spells out the rules for countries to determine whether their policies are potentially trade distorting, and to calculate the costs.

Farm "Counter-Cyclical Assistance"
This report discusses the reauthorization of major farm income and commodity price support programs that expire after crop year 2002. Many agricultural interests expect that a new “counter-cyclical assistance” program will be an integral component of future farm policy. The intent of counter-cyclical assistance is to provide more government support when farm prices and/or incomes decline, and less support when they improve.

In recent years conflicting budget priorities and divided political control have accentuated the institutional tensions between the executive and legislative branches inherent in the federal budget process. President Clinton, like his two predecessors, called for an item veto, or possibly expanded impoundment authority, to provide him with greater control over federal spending. Forest Service Revenue-Sharing Payments: Legislative Issues

This report discusses the Library Services and Technology Act (LSTA), which consolidated and replaced the former Library Services and Construction Act (LSCA) and other federal library assistance legislation. Internet Commerce and State Sales and Use Taxes
State governments rely on sales and use taxes for approximately one-third (33.6%) of their total tax revenue - or approximately $179 billion in FY2002 .' Local governments derived 12.4% of their tax revenue or $44 .1 billion from local sales and use taxes in FY20012 Both state and local sales taxes are collected by vendors at the time of transaction and are levied at a percentage of a product's retail price. Alternatively, use taxes are not collected by the vendor if the vendor does not have nexus (loosely defined as a physical presence) in the consumer's state . Consumers are required to remit use taxes to their taxing jurisdiction . However, compliance with this requirement is quite low. Because of the low compliance, many observers suggest that the expansion of the internet as a means of transacting business across state lines, both from business to consumer (B to C) and from business to business (B to B), threatens to diminish the ability of state and local governments to collect sales and use taxes . Congress has a role in this issue because commerce between parties in different states conducted over the Internet falls under the Commerce Clause of the Constitution.' …
