Campaign Finance: Constitutional and Legal Issues of Soft Money
The term "soft money" generally refers to unregulated funds for election related activities that are not subject to the Federal Election Campaign Act's (FECA) source restrictions, contribution limits, and disclosure requirements. The Bipartisan Campaign Reform Act of 2002, which amended FECA and became effective on November 6, 2002, restricts the raising and spending of soft money. Clean Air Act Issues in the 109th Congress
This report discusses major decisions on clean air issues facing the courts and the executive branch in 2006. One focus will be EPA's recent proposal to strengthen air quality standards for fine particles. Other issues of continuing interest are EPA's 2005 decisions limiting interstate transport of air pollution and establishing cap-and-trade systems for emissions from coal fired power plants, and the agency's proposed changes to New Source Review.

Gasoline Prices: New Legislation and Proposals
This report discusses policy options for Congress regarding gas prices. The high price of gasoline was an important consideration during the debate on major energy legislation, which ended August 8 as the President signed the Energy Policy Act of 2005, H.R. 6 (P.L. 109-58). However, prices continued to surge, spiking at the end of August when Hurricane Katrina shut down refining operations in the Gulf of Mexico. The continuing crisis renewed attention to some issues that were dropped or compromised in the debate over P.L. 109-58. A large number of factors combined to put pressure on gasoline prices, including increased world demand for crude oil and U.S. refinery capacity inadequate to supply gasoline to a recovering national economy. The war and continued violence in Iraq added uncertainty and a threat of supply disruption that added pressure particularly to the commodity futures markets.

Israeli-United States Relations
Israeli-U.S. relations are an important factor in U.S. policy in the Middle East, and Congress has placed considerable emphasis on the maintenance of a close and supportive relationship. The main vehicle for expressing support for Israel has been foreign aid; Israel currently receives about $3 billion per year in economic and military grants, refugee settlement assistance, and other aid. In recent years conflicting budget priorities and divided political control have accentuated the institutional tensions between the executive and legislative branches inherent in the federal budget process. President Clinton, like his two predecessors, called for an item veto, or possibly expanded impoundment authority, to provide him with greater control over federal spending. This report provides a brief history of impoundment and discusses the debate surrounding the line item veto.
