2008 Annual Summary Report for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site, Nye County, Nevada: Review of the Performance Assessments and Composite Analyses (open access)

2008 Annual Summary Report for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site, Nye County, Nevada: Review of the Performance Assessments and Composite Analyses

The Maintenance Plan for the Performance Assessments and Composite Analyses for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site requires an annual review to assess the adequacy of the Performance Assessments (PAs) and Composite Analyses (CAs) for each of the facilities, with the results submitted annually to U.S. Department of Energy (DOE) Headquarters. The Disposal Authorization Statements for the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) also require that such reviews be made and that secondary or minor unresolved issues be tracked and addressed as part of the maintenance plan. The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) performed an annual review in fiscal year (FY) 2008 by evaluating operational factors and research results that impact the continuing validity of the PAs and CAs. This annual summary report presents data and conclusions from the FY 2008 review, and determines the adequacy of the PAs and CAs. Operational factors (e.g., waste forms and containers, facility design, and waste receipts), closure plans, monitoring results, and research and development (R&D) activities were reviewed to determine the adequacy of the PAs. Likewise, the environmental restoration activities at the Nevada …

Accurate and efficient radiation transport in optically thick media -- by means of the Symbolic Implicit Monte Carlo method in the difference formulation (open access)

Accurate and efficient radiation transport in optically thick media -- by means of the Symbolic Implicit Monte Carlo method in the difference formulation

The equations of radiation transport for thermal photons are notoriously difficult to solve in thick media without resorting to asymptotic approximations such as the diffusion limit. One source of this difficulty is that in thick, absorbing media thermal emission is almost completely balanced by strong absorption. In a previous publication [SB03], the photon transport equation was written in terms of the deviation of the specific intensity from the local equilibrium field. We called the new form of the equations the difference formulation. The difference formulation is rigorously equivalent to the original transport equation. It is particularly advantageous in thick media, where the radiation field approaches local equilibrium and the deviations from the Planck distribution are small. The difference formulation for photon transport also clarifies the diffusion limit. In this paper, the transport equation is solved by the Symbolic Implicit Monte Carlo (SIMC) method and a comparison is made between the standard formulation and the difference formulation. The SIMC method is easily adapted to the derivative source terms of the difference formulation, and a remarkable reduction in noise is obtained when the difference formulation is applied to problems involving thick media.

Across-the-Board Tax Cuts: Economic Issues (open access)

Across-the-Board Tax Cuts: Economic Issues

This report examines economic issues relating to across-the-board tax cuts, focusing primarily on distributional issues. The report is divided into four sections. The first section provides a general overview of the tax system. The next discusses recent proposals relating to across-the-board tax cuts. The third section discusses methods of evaluating alternative types of across-the-board tax cuts. The final section briefly discusses issues of efficiency, simplicity, and stabilization policy.

"Actus non facit reum, nisi mens sit rea": An investigation into the treatment of mens rea in the quest to hold individuals accountable for genocide

This paper discusses a research investigation into the treatment of mens rea in the quest to hold individuals accountable for genocide. This paper focuses on doctrinal controversies and examines how genocide is and has been addressed by modern tribunals, with special emphasis on the subjective mens rea (mental element) required for genocide.

Adaptive Full-Spectrum Solar Energy Systems Cross-Cutting R&D on adaptive full-spectrum solar energy systems for more efficient and affordable use of solar energy in buildings and hybrid photobioreactors (open access)

Adaptive Full-Spectrum Solar Energy Systems Cross-Cutting R&D on adaptive full-spectrum solar energy systems for more efficient and affordable use of solar energy in buildings and hybrid photobioreactors

This RD&D project is a multi-institutional effort to develop a hybrid solar lighting (HSL) system that transports daylight from a paraboloidal dish concentrator to a luminaire via a bundle of polymer fiber optics. The luminaire can be a device to distribute sunlight into a space for the production of algae for CO{sub 2} sequestration or it can be a device that is a combination of daylighting and electric lighting for space/task lighting. In this project, the sunlight is collected using a one-meter paraboloidal concentrator dish with two-axis tracking. For the third generation (beta) system, the secondary mirror is an ellipsoidal mirror that directs the visible light into a bundle of 3 mm diameter fibers. The IR spectrum is filtered out to minimize unnecessary heating at the fiber entrance region. This report describes the major achievements from this research that began in August 2001.
