U.S. Coins: The Federal Reserve Banks Are Fulfilling Coin Demand, but Optimal Inventory Ranges Are Undefined

A letter report issued by the Government Accountability Office with an abstract that begins "Federal Reserve Banks fulfill the coin demand of the nation's depository institutions--which include commercial banks, savings and loan associations, and credit unions--by ordering new coins from the U.S. Mint and managing coins held in inventory at the Reserve Banks and in coin terminals. Reliably estimating the demand for coins and efficiently managing the inventory of circulated coins is important to ensure that depository institutions have enough coins to meet the public's demand and to avoid unnecessary coin production costs. Since late 2006, rising metal prices have driven the costs of producing pennies and nickels above the face values of the coins. This report addresses (1) the Reserve Banks' process for ordering and distributing coins to the nation's depository institutions and (2) the extent to which this process meets depository institutions' demand for coins. GAO interviewed officials responsible for coin distribution at each of the 12 Reserve Banks and met with representatives of 4 large operators of Federal Reserve coin terminals, 2 banking associations, the U.S. Mint, and the nation's largest coin recycling company. Ultrasonic Examination of Double-Shell Tank 241-AP-102. February 2005

COGEMA Engineering Corporation (COGEMA), under a contract from CH2M Hill Hanford Group (CH2M Hill), has performed an ultrasonic nondestructive examination of selected portions of Double-Shell Tank 241-AP-102. The purpose of this examination was to provide information that could be used to evaluate the integrity of the wall of the primary tank. The requirements for the ultrasonic examination of Tank 241-AP-102 were to detect, characterize (identify, size, and locate), and record measurements made of any wall thinning, pitting, or cracks that might be present in the wall of the primary tank. Any measurements that exceed the requirements set forth in the Engineering Task Plan (ETP), RPP-22571 (Jensen 2004) and summarized on page 1 of this document, are reported to CH2M Hill and the Pacific Northwest National Laboratory (PNNL) for further evaluation. Under the contract with CH2M Hill, all data is to be recorded on disk and paper copies of all measurements are provided to PNNL for third-party evaluation. PNNL is responsible for preparing a report that describes the results of the COGEMA ultrasonic examinations.

United States Sentencing Guidelines and the Supreme Court: Booker, Fanfan, Blakely Apprendi, and Mistretta

For fifteen years, sentencing in federal court had been governed by the United States Sentencing Guidelines. During that time, the Supreme Court has upheld the Guidelines in the face of various challenges. In the meantime, however, it had decided a series of cases which called into question past assumptions relating to the role of the jury in the sentencing process. In Apprendi, the Court held that any fact that increases the penalty for a crime beyond the statutory maximum assigned for that the offense must be submitted to the jury and found beyond a reasonable doubt. The federal Sentencing Guidelines were considered beyond the reach of Apprendi because they only govern sentencing beneath the maximum penalty assigned to the crime of conviction.

Using a scalable modeling and simulation framework to evaluate the benefits of intelligent transportation systems.

A scalable, distributed modeling and simulation framework has been developed at Argonne National Laboratory to study Intelligent Transportation Systems. The framework can run on a single-processor workstation, or run distributed on a multiprocessor computer or network of workstations. The framework is modular and supports plug-in models, hardware, and live data sources. The initial set of models currently includes road network and traffic flow, probe and smart vehicles, traffic management centers, communications between vehicles and centers, in-vehicle navigation systems, roadway traffic advisories. The modeling and simulation capability has been used to examine proposed ITS concepts. Results are presented from modeling scenarios from the Advanced Driver and Vehicle Advisory Navigation Concept (ADVANCE) experimental program to demonstrate how the framework can be used to evaluate the benefits of ITS and to plan future ITS operational tests and deployment initiatives.

Using Perturbed QR Factorizations To Solve Linear Least-Squares Problems

We propose and analyze a new tool to help solve sparse linear least-squares problems min{sub x} {parallel}Ax-b{parallel}{sub 2}. Our method is based on a sparse QR factorization of a low-rank perturbation {cflx A} of A. More precisely, we show that the R factor of {cflx A} is an effective preconditioner for the least-squares problem min{sub x} {parallel}Ax-b{parallel}{sub 2}, when solved using LSQR. We propose applications for the new technique. When A is rank deficient we can add rows to ensure that the preconditioner is well-conditioned without column pivoting. When A is sparse except for a few dense rows we can drop these dense rows from A to obtain {cflx A}. Another application is solving an updated or downdated problem. If R is a good preconditioner for the original problem A, it is a good preconditioner for the updated/downdated problem {cflx A}. We can also solve what-if scenarios, where we want to find the solution if a column of the original matrix is changed/removed. We present a spectral theory that analyzes the generalized spectrum of the pencil (A*A,R*R) and analyze the applications.

VA Health Care: VA Should Better Monitor Implementation and Impact of Capital Asset Alignment Decisions

A letter report issued by the Government Accountability Office with an abstract that begins "Through its Veterans Health Administration (VHA), the Department of Veterans Affairs (VA) operates one of the largest health care systems in the country. In 1999, GAO reported that better management of VA's large inventory of aged capital assets could result in savings that could be used to enhance health care services for veterans. In response, VA initiated a process known as Capital Asset Realignment for Enhanced Services (CARES). Through CARES, VA sought to enhance veteran care by the appropriate sizing, upgrading, and locating of VA facilities. GAO was asked to examine the CARES process. Specifically, GAO examined (1) how CARES contributes to VHA's capital planning process, (2) the extent to which the CARES process considered capital asset alignment alternatives, and (3) the extent to which VA has implemented CARES decisions and how this implementation has helped VA carry out its mission. To address these issues, we analyzed CARES documents, interviewed VA officials, and conducted six site visits, among other things."

A Variable-resolution Surface Wave Dispersion Study of Eurasia, North Africa, and Surrounding Regions

This paper presents the results of a large-scale study of surface wave dispersion performed across Eurasia and North Africa. Improvements were made to previous surface wave work by enlarging the study region, increasing path density, improving spatial resolution, and expanding the period range. This study expands the coverage area northwards and eastwards relative to a previous dispersion analysis, which covered only North Africa and the Middle East. We have significantly increased the number of seismograms examined and group velocity measurements made. We have now made good quality dispersion measurements for about 30,000 Rayleigh wave and 20,000 Love wave paths, and have incorporated measurements from several other researchers into the study. A conjugate gradient method was employed for the group velocity tomography, which improved the inversion from the previous study by adopting a variable smoothness. This technique allows us to go to higher resolution where the data allow without producing artifacts. The current results include both Love and Rayleigh wave inversions across the region for periods from 7 to 100 seconds at 1{sup o} resolution.
