Armenia, Azerbaijan, and Georgia: Political Developments and Implications for U.S. Interests

The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states' ties with the West in part to end the dependence of these states on Russia for trade, security, and other relations. The FREEDOM Support Act of 1992 provides authorization for assistance to the Eurasian states for humanitarian needs, democratization, and other purposes. In the aftermath of the September 11, 2001, terrorist attacks on the United States, the Administration appealed for a national security waiver of the prohibition on aid to Azerbaijan, in consideration of Azerbaijan's assistance to the international coalition to combat terrorism. Azerbaijani and Georgian troops participate in stabilization efforts in Afghanistan and Iraq, and Armenian personnel serve in Iraq.

Barriers and opportunities: A review of selected successful energy-efficiency programs

In industry, barriers may exist at various points in the decision making process, and in the implementation and management of measures to improve energy efficiency. Barriers may take many forms, and are determined by the business environment and include decision-making processes, energy prices, lack of information, a lack of confidence in the information, or high transaction costs for obtaining reliable information, as well as limited capital availability. Other barriers are the ''invisibility'' of energy efficiency measures and the difficulty of quantifying the impacts, and slow diffusion of innovative technology into markets while firms typically under-invest in R and D, despite the high pay-backs. Various programs try to reduce the barriers to improve the uptake of innovative technologies. A wide array of policies has been used and tested in the industrial sector in industrialized countries, with varying success rates. We review some new approaches to industrial energy efficiency improvement in industrialized countries, focusing on voluntary agreements.

Beam Position Monitoring with Cavity Higher Order Modes in the Superconducting Linac FLASH

FLASH (Free Electron Laser in Hamburg) is a user facility for a high intensity VUV-light source [1]. The radiation wavelength is tunable in the range from about 40 to 13 nm by changing the electron beam energy from 450 to 700 MeV. The accelerator is also a test facility for the European XFEL (X-ray Free Electron Laser) to be built in Hamburg [2] and the project study ILC (International Linear Collider) [3]. The superconducting TESLA technology is tested at this facility, together with other accelerator components.

Bonneville Second Powerhouse Tailrace and High Flow Outfall: ADCP and drogue release field study

The Bonneville Project is one of four US Army Corps of Engineers operated dams along the Lower Columbia River. Each year thousands of smelt pass through this Project on their way to the Pacific Ocean. High flow outfalls, if specifically designed for fish passage, are thought to have as good or better smelt survival rates as spillways. To better understand the hydrodynamic flow field around an operating outfall, the Corps of Engineers commissioned measurement of water velocities in the tailrace of the Second Powerhouse. These data also are necessary for proper calibration and verification of three-dimensional numerical models currently under development at PNNL. Hydrodynamic characterization of the tailrace with and without the outfall operating was accomplished through use of a surface drogue and acoustic Doppler current profiler (ADCP). Both the ADCP and drogue were linked to a GPS (global positioning system); locating the data in both space and time. Measurements focused on the area nearest to the high flow outfall, however several ADCP transects and drogue releases were performed away from the outfall to document ambient flow field conditions when the outfall was not operating.
