2nd Generation PFBC Systems R&D Phase 2 and Phase 3

No work was performed; the two remaining Multi Annular Swirl Burner test campaigns are on hold pending selection of a new test facility (replacement for the shut down UTSI burner test facility) and identification of associated testing costs. The Second-Generation PFB Combustion Plant conceptual design prepared in 1987 is being updated to reflect the benefit of pilot plant test data and the latest advances in gas turbine technology. The updated plant is being designed to operate with 95 percent sulfur capture and a single Siemens Westinghouse (SW) 501G gas turbine. Using carbonizer and gas turbine data generated by Foster Wheeler (FW) and SW respectively, Parsons Energy and Chemicals Group prepared preliminary plant heat and materials based on carbonizer operating temperatures of 1700 and 1800 F and found the former to yield the higher plant efficiency. As a result, 1700 F has been selected as the preferred operating condition for the carbonizer. The previous first cut plant heat and material balance was refined and it predicts a 47.7% plant efficiency (HHV) with a net power output of 421.1 MWe. AC losses in conductors based on high {Tc} superconductors

In electrical power devices, ac losses from a superconductor is a primary factor which determines their usefulness as commercial power equipment. For this reason, extensive studies have been carried out on the losses of Bi{sub 2}Sr{sub 2}Ca{sub 2}Cu{sub 3}O{sub 10}/Ag, [Bi(2223)/Ag], tapes. These studies were mostly limited to a single isolated tape. However, a conductor in a power device is surrounded by other conductors and the precise magnetic field distribution around it is very different from that for a single conductor carrying currents or in ac fields. Since the precise field distribution in and around a superconductor is critical in determining the losses, it is very important to measure and to understand the losses in Bi(2223)/Ag tapes which are surrounded by other tapes as in a power device. Taking this fact into consideration, recently the authors have studied ac losses in stacks of Bi(2223)/Ag tapes in parallel and perpendicular applied fields and shown that they can calculate the losses in these cases utilizing the critical state model if a number of appropriate factors about properties of the tape are taken into a consideration. Active Damping of the E-P Instability at the Los Alamos Proton Storage Ring

A prototype of an analog, transverse (vertical) feedback system for active damping of the two-stream (e-p) instability has been developed and successfully tested at the Los Alamos Proton Storage Ring (PSR). This system was able to improve the instability threshold by approximately 30% (as measured by the change in RF buncher voltage at instability threshold). The feedback system configuration, setup procedures, and optimization of performance are described. Results of several experimental tests of system performance are presented including observations of instability threshold improvement and grow-damp experiments, which yield estimates of instability growth and damping rates. A major effort was undertaken to identify and study several factors limiting system performance. Evidence obtained from these tests suggests that performance of the prototype was limited by higher instability growth rates arising from beam leakage into the gap at lower RF buncher voltage and the onset of instability in the horizontal plane, which had no feedback.

Adaptive Optics Applications in Vision Science

Adaptive optics can be used to correct the aberrations in the human eye caused by imperfections in the cornea and the lens and thereby, improve image quality both looking into and out of the eye. Under the auspices of the NSF Center for Adaptive Optics and the DOE Biomedical Engineering Program, Lawrence Livermore National Laboratory has joined together with leading vision science researchers around the country to develop and test new ophthalmic imaging systems using novel wavefront corrector technologies. Results of preliminary comparative evaluations of these technologies in initial system tests show promise for future clinical utility.

Although more extensive proposals were offered in the 108th Congress, the law enforcement related administrative subpoena proposals in the 109th Congress appear in S. 600, relating to the Secretary of State’s responsibilities to protect U.S. foreign missions and foreign dignitaries visiting this country; in H.R. 3726, relating to federal obscenity investigations; and in H.R. 4170, relating to the apprehension of fugitives charged with, or convicted of, federal or state felonies. Advanced CAN (Controller Area Network) Tool

The CAN interface cards that are currently in use are PCMCIA based and use a microprocessor and CAN chip that are no longer in production. The long-term support of the SGT CAN interface is of concern due to this issue along with performance inadequacies and technical support. The CAN bus is at the heart of the SGT trailer. If the CAN bus in the SGT trailer cannot be maintained adequately, then the trailer itself cannot be maintained adequately. These concerns led to the need for a CRADA to help develop a new product that would be called the ''Gryphon'' CAN tool. FM and T provided manufacturing expertise along with design criteria to ensure SGT compatibility and long-term support. FM and T also provided resources for software support. Dearborn provided software and hardware design expertise to implement the necessary requirements. Both partners worked around heavy internal workloads to support completion of the project. This CRADA establishes a US source for an item that is very critical to support the SGT project. The Dearborn Group had the same goal to provide a US alternative to German suppliers. Afghanistan: Post-War Governance, Security, and U.S. Policy

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Africa, the G8, and the Blair Initiative

Britain's Prime Minister Blair assumed the rotating presidency of the G8 group of nations (see text box) in January 2005, and he intends to use the July 2005 G8 summit, which he will chair, to push his Africa development initiative. Climate change will be the second focus of the G8 meeting, being called the "Gleneagles summit." The purpose of this report is to provide background on Africa, the G8, and the Gleneagles meeting. It outlines the British proposals and the U.S. reaction to them to date. In addition, it briefly reviews the problems that have inhibited African development and the response to those problems at previous G8 meetings. Alternate Tunings for the Linac Coherent Light Source Photoinjector

The Linac Coherent Light Source (LCLS) is an x-ray free-electron laser (FEL) project based on the SLAC linac. The LCLS Photoinjector beamline has been designed to deliver 10-ps long electron bunches of 1 nC with a normalized projected transverse emittance smaller than 1.2 mm-mrad at 135 MeV. Tolerances and regulation requirements are tight for this tuning. Half of the total emittance at the end of the injector comes from the ''cathode emittance'' which is 0.7 mm-mrad for our nominal 1nC tuning. As the ''cathode emittance'' scales linearly with laser spot radius, the emittance will be dramatically reduced for smaller radius, but this is only possible at lower charge. In particular, for a 0.2 nC charge, we believe we can achieve an emittance closer to 0.4 mm-mrad. This working point will be easier to tune and the beam quality should be much easier to maintain than for the 1 nC case. In the second half of this paper, we discuss optimum laser pulse shapes. We demonstrate that the benefits of the ellipsoidal shapes seem to be important enough so that serious investigations should be carried out in the production of such pulses.
