Contested Policy: The Rise and Fall of Federal Bilingual Education in the United States, 1960-2001

Bilingual education is one of the most contentious and misunderstood educational programs in the country. It raises significant questions about this country’s national identity, the nature of federalism, power, ethnicity, and pedagogy. In Contested Policy , Guadalupe San Miguel, Jr., studies the origins, evolution, and consequences of federal bilingual education policy from 1960 to 2001, with particular attention to the activist years after 1978, when bilingual policy was heatedly contested. Traditionally, those in favor of bilingual education are language specialists, Mexican American activists, newly enfranchised civil rights advocates, language minorities, intellectuals, teachers, and students. They are ideologically opposed to the assimilationist philosophy in the schools, to the structural exclusion and institutional discrimination of minority groups, and to limited school reform. On the other hand, the opponents of bilingual education, comprised at different points in time of conservative journalists, politicians, federal bureaucrats, Anglo parent groups, school officials, administrators, and special-interest groups (such as U.S. English), favor assimilationism, the structural exclusion and discrimination of ethnic minorities, and limited school reform. In the 1990s a resurgence of opposition to bilingual education succeeded in repealing bilingual legislation with an English-only piece of legislation. The House Committee on Government Reform and its Subcommittee on Technology, Information Policy, Intergovernmental Relations and the Census asked GAO to report on potential cyber vulnerabilities, focusing on (1) significant cybersecurity risks associated with control systems (2) potential and reported cyber attacks against these systems (3) key challenges to securing control systems and (4) efforts to strengthen the cybersecurity of control systems."

Characterizing two-phase flow relative permeabilities in chemicalflooding using a pore-scale network model

A dynamic pore-scale network model is presented for investigating the effects of interfacial tension and oil-water viscosity on relative permeability during chemical flooding. This model takes into account both viscous and capillary forces in analyzing the impact of chemical properties on flow behavior or displacement configuration, as opposed to the conventional or invasion percolation algorithm which incorporates capillary pressure only. The study results indicate that both water and oil relative-permeability curves are dependent strongly on interfacial tension as well as an oil-water viscosity ratio. In particular, water and oil relative-permeability curves are both found to shift upward as interfacial tension is reduced, and they both tend to become linear versus saturation once interfacial tension is at low values. In addition, the oil-water viscosity ratio appears to have only a small effect under conditions of high interfacial tension. When the interfacial tension is low, however, water relative permeability decreases more rapidly (with the increase in the aqueous-phase viscosity) than oil relative permeability. The breakthrough saturation of the aqueous phase during chemical flooding tends to decrease with the reduction of interfacial tension and may also be affected by the oil-water viscosity ratio.

Wildfire Protection Funding

This report briefly describes the three categories of federal programs for wildlife protection. One category is to protect the federal lands managed by the USDA Forest Service (FS) and the US Department of the Interior. A second category assists state and local governments and communities in protecting state and private lands; these programs are used to reduce wildland fuels, to otherwise prepare for fire control, to contain and control wildfires, and to respond after severe wildfires have burned. A third category of federal programs supports fire research, fire facilities, and improvements in forest health.

X-ray Spectropolarimetry of high temperature and high density plasma supported by LLNL Electron Beam Ion Trap Experiments

Plasma polarization spectroscopy work done by our group since the 3rd US-Japan PPS Workshop is overviewed. Theoretically, the polarization dependence on various electron distribution functions for He-like, Ne-like, and Ni-like x-ray transitions for a wide range of Z has been investigated. In particular, this study was focused on the polarization dependence for monoenergetic and steep electron distribution functions. The diagnostically important spectral lines and features of K-, L-, and M-shell ions were identified which can be used in x-ray spectropolarimetry of plasma. Importance of polarization-sensitive LLNL Electron Beam Ion Trap data is emphasized. The results of the UNR polarization-sensitive Ti and Mo x-pinch experiments are discussed.

Electrostatic Potentials and Fields in the Vicinity of Engineered Nanostructures

We have developed a method of calculation of the electrostatic potentials and fields in the vicinity of geometrically complex engineered nanostructures comprised of varying materials in electrolytes of arbitrary pH and ionic strength. The method involves direct summation of charged Debye-Hueckel spheres comprising the nanostructural surfaces and, by including charge redistribution on the surface of conducting materials held at constant potential, is applicable to mixed boundary conditions. The method is validated by comparison to analytical solutions for an infinite plane (Gouy-Chapman), an infinite cylinder (Bessel functions) and an infinite plane which contains a hole and which is held at constant potential. Excellent agreement between the potentials obtained by our numerical method and the closed form solutions is found for these conditions. The method is applied to the calculation of the electric field enhancement in the vicinity of a nanomembrane whose pore wall is held at constant charge and whose membrane surfaces are held at constant potential. The electric field is found to be enhanced by the charge buildup in the rim of the hole of the nanomembrane, which redistribution results from the potential being held constant in the conducting region. Naval Waste Package Design Report

A design methodology for the waste packages and ancillary components, viz., the emplacement pallets and drip shields, has been developed to provide designs that satisfy the safety and operational requirements of the Yucca Mountain Project. This methodology is described in the ''Waste Package Design Methodology Report'' Mecham 2004 [DIRS 166168]. To demonstrate the practicability of this design methodology, four waste package design configurations have been selected to illustrate the application of the methodology. These four design configurations are the 21-pressurized water reactor (PWR) Absorber Plate waste package, the 44-boiling water reactor (BWR) waste package, the 5-defense high-level waste (DHLW)/United States (U.S.) Department of Energy (DOE) spent nuclear fuel (SNF) Co-disposal Short waste package, and the Naval Canistered SNF Long waste package. Also included in this demonstration is the emplacement pallet and continuous drip shield. The purpose of this report is to document how that design methodology has been applied to the waste package design configurations intended to accommodate naval canistered SNF. This demonstrates that the design methodology can be applied successfully to this waste package design configuration and support the License Application for construction of the repository.

Field Demonstration of Active Desiccant Modules Designed to Integrate with Standard Unitary Rooftop Package Equipment - Final Report: Phase 3

This report summarizes the investigation of two active desiccant module (ADM) pilot site installations initiated in 2001. Both pilot installations were retrofits at existing facilities served by conventional heating, ventilating, and air-conditioning (HVAC) systems that had encountered frequent humidity control, indoor air quality (IAQ), and other operational problems. Each installation involved combining a SEMCO, Inc., ADM (as described in Fischer and Sand 2002) with a standard packaged rooftop unit built by the Trane Company. A direct digital control (DDC) system integral to the ADM performed the dual function of controlling the ADM/rooftop combination and facilitating data collection, trending, and remote performance monitoring. The first installation involved providing preconditioned outdoor air to replace air exhausted from the large kitchen hood and bathrooms of a Hooters restaurant located in Rome, Georgia. This facility had previously added an additional rooftop unit in an attempt to achieve occupant comfort without success. The second involved conditioning the outdoor air delivered to each room of a wing of the Mountain Creek Inn at the Callaway Gardens resort. This hotel, designed in the ''motor lodge'' format with each room opening to the outdoors, is located in southwest Georgia. Controlling the space humidity always presented a serious challenge. …

A comprehensive new detector for detailed study of the QGP, initial condition and spin physics at RHIC II.

A case is presented for compelling physics at a high luminosity RHIC II collider. A comprehensive new detector system is introduced to address this physics. The experimental focus is on detailed jet tomography of the quark gluon plasma (QGP); measuring gluon saturation in the nucleus, investigating the color glass condensate, measuring effects of the QCD vacuum on particle masses, determining the structure and dynamics within the proton and possible new phenomena. The physics and detector capabilities are introduced.

Efficient algorithms for multi-file caching

Multi-File Caching issues arise in applications where a set of jobs are processed and each job requests one or more input files. A given job can only be started if all its input files are preloaded into a disk cache. Examples of applications where Multi-File caching may be required are scientific data mining, bit-sliced indexes, and analysis of sets of vertically partitioned files. The difference between this type of caching and traditional file caching systems is that in this environment, caching and replacement decisions are made based on ''combinations of files (file bundles),'' rather than single files. In this work we propose new algorithms for Multi-File caching and analyze their performance. Extensive simulations are presented to establish the effectiveness of the Multi-File caching algorithm in terms of job response time and job queue length.

Understanding the Relationship Between Filling Pattern and Part Quality in Die Casting

The overall objective of this research project was to investigate phenomena involved in the filling of die cavities with molten alloy in the cold chamber die-casting process. It has long been recognized that the filling pattern of molten metal entering a die cavity influences the quality of die-cast parts. Filling pattern may be described as the progression of molten metal filling the die cavity geometry as a function of time. The location, size and geometric configuration of points of metal entry (gates), as well as the geometry of the casting cavity itself, have great influence on filling patterns. Knowledge of the anticipated filling patterns in die-castings is important for designers. Locating gates to avoid undesirable flow patterns that may entrap air in the casting is critical to casting quality - as locating vents to allow air to escape from the cavity (last places to fill). Casting quality attributes that are commonly flow related are non-fills, poor surface finish, internal porosity due to trapped air, cold shuts, cold laps, flow lines, casting skin delamination (flaking), and blistering during thermal treatment.

Solvent Effects on Cesium Complexation with Crown Ethers from Liquid to Supercritical Fluids

Nuclear magnetic resonance (NMR) techniques were used to study crown ether-water interactions in solvents of low dielectric constants such as chloroform and carbon tetrachloride. Water forms a 1:1 complex with a number of crown ethers including 12-crown-4, 15-crown-5, 18-crown-6, dicyclohexano-18=crown-6, dicyclohexano-24-crown 8, and dibenzl-24-crown-8 in chloroform. Among these crown ethers, the 18-crown-6-H2 complex has the largest equilibrium constant (K=545) and 97% of the crown is complexed to water in chloroform. Addition of carbon tetrachloride to chloroform lowers the equilibrium constants of the crown-water complexes. The partition coefficients of crown ethers (D=crown in water/crown in solvent) between water and organic solvent also vary with solvent composition.

Microtesla magnetic resonance imaging with a superconducting quantum interference device

We have constructed a magnetic resonance imaging (MRI) scanner based on a dc Superconducting QUantum Interference Device (SQUID) configured as a second-derivative gradiometer. The magnetic field sensitivity of the detector is independent of frequency; it is therefore possible to obtain high-resolution images by prepolarizing the nuclear spins in a field of 300 mT and detecting the signal at 132 fYT, corresponding to a proton Larmor frequency of 5.6 kHz. The reduction in the measurement field by a factor of 10,000 compared with conventional scanners eliminates inhomogeneous broadening of the nuclear magnetic resonance lines, even in fields with relatively poor homogeneity. The narrow linewidths result in enhanced signal-to-noise ratio and spatial resolution for a fixed strength of the magnetic field gradients used to encode the image. We present two-dimensional images of phantoms and pepper slices, obtained in typical magnetic field gradients of 100 fYT/m, with a spatial resolution of about 1mm. We further demonstrate a slice-selected image of an intact pepper. By varying the time delay between removal of the polarizing field and initiation of the spin echo sequence we acquire T1-weighted contrast images of water phantoms, some of which are doped with a paramagnetic salt; here, T1 is the nuclear …
