Taxes and Offshore Outsourcing
This report discusses the impact of taxes on international trade and investment has been debated for decades. Most recently, a variety of bills addressing international taxation have been introduced in the 110th Congress—some would cut taxes for U.S. firms overseas, while others would increase taxes on foreign investment. The debate over taxes and foreign outsourcing has tended to grow more heated during times of domestic economic weakness and high unemployment; questions arise over whether taxes contribute to such weakness by discouraging exports (or encouraging imports) or by encouraging U.S. firms to move abroad. The debate over international taxation has again become prominent as a part of the wider debate over “outsourcing.” With taxes, the debate asks how the current system affects outsourcing, and whether policies designed to limit the phenomenon might be desirable.

Water Quality Trends in the Entiat River Subbasin: Final Annual Report to BPA and NOAA Fisheries, 2008.
The Integrated Status and Effectiveness Monitoring Project (ISEMP) program monitors the status and trend of water quality elements that may affect restoration project effectiveness in the Entiat subbasin. As part of this effort, the PNW Research Station (PNW) measures, analyzes and interprets temporal trends in natural stream water pH, dissolved oxygen, specific conductance and temperature. The Entiat River is currently on the Clean Water Act 303(d) list for pH exceedence, and there is insufficient information to determine the spatial and temporal extent or potential causes of this exceedence. In the late spring 2007, PNW deployed data-logging, multiparameter probes at four locations in the Entiat subbasin to measure water quality parameters, focusing on pH. Data collection was seasonally interrupted by river ice in early December. Daily average pH did not exceed the water quality standard of 8.5 at any of the measurements sites. However, instantaneous values did exceed this standard near the mouth of the Entiat River during late summer-fall period. This suggested that in the lowest portion of the river peaks in pH may be occurring because of photosynthesis caused by high rates of periphyton productivity in response to increased sunlight, temperature, and possible nutrient enrichment. Cell wide responses to low oxygen exposure in Desulfovibriovulgaris Hildenborough
The responses of the anaerobic, sulfate-reducing Desulfovibrio vulgaris Hildenborough to low oxygen exposure (0.1% O{sub 2}) were monitored via transcriptomics and proteomics. Exposure to 0.1% O{sub 2} caused a decrease in growth rate without affecting viability. A concerted up regulation in the predicted peroxide stress response regulon (PerR) genes was observed in response to the 0.1% O{sub 2} exposure. Several of these candidates also showed increases in protein abundance. Among the remaining small number of transcript changes was the up regulation of the predicted transmembrane tetraheme cytochrome c3 complex. Other known oxidative stress response candidates remained unchanged during this low O{sub 2} exposure. To fully understand the results of the 0.1% O{sub 2} exposure, transcriptomics and proteomics data were collected for exposure to air using a similar experimental protocol. In contrast to the 0.1% O{sub 2} exposure, air exposure was detrimental to both the growth rate and viability and caused dramatic changes at both the transcriptome and proteome levels. Interestingly, the transcripts of the predicted PerR regulon genes were down regulated during air exposure. Calculation of Minimum-Detectable-Concentration Levels of Radioxenon Isotopes Using the PNNL ARSA System
Measurement of xenon fission product isotopes is a key element in the global network being established to monitor the Comprehensive Nuclear-Test-Ban Treaty. The automated Radio-xenon Analyzer/Sampler (ARSA), built by Pacific Northwest National Laboratory, can detect 131mXe, 133mXe, 133Xe, and 135Xe via a beta-gamma counting system. Due to the variable background and sources of these four radio-xenon isotopes, it is important to have as sensitive a detection system as possible and to quantify the Minimum-Detectable-Concentrations (MDC) that such a system will be able to detect to preclude false negative and false positive results. From data obtained from IAR in Germany MDC values for 133Xe were well below the 1 mBq/SCMA as required by the PTS for the Comprehensive Test BAn Treaty [WGB TL-11,1999].

Comparison of the Acceptability of Various Oil Shale Processes
While oil shale has the potential to provide a substantial fraction of our nation's liquid fuels for many decades, cost and environmental acceptability are significant issues to be addressed. Lawrence Livermore National Laboratory (LLNL) examined a variety of oil shale processes between the mid 1960s and the mid 1990s, starting with retorting of rubble chimneys created from nuclear explosions [1] and ending with in-situ retorting of deep, large volumes of oil shale [2]. In between, it examined modified-in-situ combustion retorting of rubble blocks created by conventional mining and blasting [3,4], in-situ retorting by radio-frequency energy [5], aboveground combustion retorting [6], and aboveground processing by hot-solids recycle (HRS) [7,8]. This paper reviews various types of processes in both generic and specific forms and outlines some of the tradeoffs for large-scale development activities. Particular attention is given to hot-recycled-solids processes that maximize yield and minimize oil shale residence time during processing and true in-situ processes that generate oil over several years that is more similar to natural petroleum.

IN SITU INVESTIGATION OF THE PASSIVATION OF ALLOY C22 AND OF THE PASSIVE FILMS FORMED ON ALLOY C22 IN ACIDIC ELECTROLYTES AT ROOM TEMPERATURE AND AT 90 DEGREES C
The passive films formed on Alloy C22 in several acidic solutions were investigated by a combination of five in situ techniques: cyclic polarization, electrochemical impedance spectroscopy, Mott-Schottky analyses, electrochemical quartz crystal microbalance measurements, and surface enhanced Raman spectroscopy. Similar tests were conducted on unalloyed samples of nickel, chromium and molybdenum, which are the main alloying elements of Alloy C22. The results of the tests conducted on nickel, chromium, and molybdenum helped to determine the roles of these elements in the passivation of Alloy C22. In general, the corrosion resistance of C22 was superior to that of unalloyed chromium. Although chromium is an important component of the passive film on Alloy C22, the other elements figure prominently in the corrosion resistance of C22 in acidic solutions. The passivity of Alloy C22 was detrimentally affected by increasing concentrations of hydrogen ions, chloride ions, and increasing temperature. The results of this study provide understanding of the resistance/susceptibility of Alloy C22 to corrosion by the aggressive solutions that can develop inside pits and crevices.

ON THE TEMPERATURE-DEPENDENCE OF QUARKONIA CORRELATORS.
Here I review the temperature-dependence of heavy quarkonia correlators in potential models with three different screened potentials, and compare these to the results from lattice QCD. None of the potentials investigated yield results consistent with the lattice data, indicating that screening is likely not the mechanism for heavy quarkonia suppression. I also discuss a simple toy model, not based on temperature-dependent screening, that can reproduce the lattice results.

Oral History Interview with Merle Hatch, March 11, 2006
The National Museum of the Pacific War presents an oral interview with Merle Hatch. Hatch grew up in El Paso, Texas, and was drafted into the Army in January, 1941. Hatch was eventually attached to the 77th Infantry Division after he had gone to Officer Candidate School and received his commission as an infantry officer. Hatch speaks briefly about invading Guam and comments on Japanese soldiers in general. Hatch was a platoon leader on Guam. He relates a story about using a flamethrower on Guam. Hatch also served on Ie Shima and Okinawa. After securing Okinawa, Hatch's unit went to Cebu, in the Philippines, where Hatch was wounded by a renegade Japanese soldier. He met his future wife, who was a nurse, in the hospital on Leyte. He also shares a story about arriving on Hokkaido for occupation duty.
