18th IAEA Fusion Energy Conference Summary of Technology and Power Plans

There were 90 papers presented at the Conference in the category of Technology and Power Plants accounting for about 25% of the total number of contributions. As was the case at the previous meeting, a large number of papers dealt with the ITER-Engineering Design Activity (EDA) and ITER technology R&D. In the author's opinion, the rapid progress made during the ITER EDA extension on the completion of the new ITER-FEAT design and its physics and technology R&D validation stands out as the highlight of the meeting. Steady progress is being made on several other technology fronts as well. The results point towards emerging research trends in the following areas: steady-state operation with advanced performance and the increasingly important role of enabling technologies in achieving this goal, advanced, high-performance, environmentally attractive materials for the fusion energy goal, reactor and near-term applications studies that exploit advances both in the physics and technology fronts for lower cost of electricity and improved safety and environmental features, and socioeconomic studies that are helping to promote the attractive features of fusion and its public acceptance. A U.S. consensus-based collaborative formed in 1994, the National Wind Coordinating Committee (NWCC) identifies issues that affect the use of wind power, establishes dialogue among key stakeholders, and catalyzes appropriate activities to support the development of environmentally, economically, and politically sustainable commercial markets for wind power. NWCC members include representatives from electric utilities and support organizations, state legislatures, state utility commissions, consumer advocacy offices, wind equipment suppliers and developers, green power marketers, environmental organizations, agriculture and economic development organizations, and state and federal agencies.

2004 status report: Savings estimates for the Energy Star(R)voluntarylabeling program

ENERGY STAR(R) is a voluntary labeling program designed toidentify and promote energy-efficient products, buildings and practices.Operated jointly by the Environmental Protection Agency (EPA) and theU.S. Department of Energy (DOE), ENERGY STAR labels exist for more thanthirty products, spanning office equipment, residential heating andcooling equipment, commercial and residential lighting, home electronics,and major appliances. This report presents savings estimates for a subsetof ENERGY STAR labeled products. We present estimates of the energy,dollar and carbon savings achieved by the program in the year 2003, whatwe expect in 2004, and provide savings forecasts for two marketpenetration scenarios for the periods 2004 to 2010 and 2004 to 2020. Thetarget market penetration forecast represents our best estimate of futureENERGY STAR savings. It is based on realistic market penetration goalsfor each of the products. We also provide a forecast under the assumptionof 100 percent market penetration; that is, we assume that all purchasersbuy ENERGY STAR-compliant products instead of standard efficiencyproducts throughout the analysis period.

The 4He Total Photo-Absorption Cross Section With Two- Plus Three-Nucleon Interactions From Chiral Effective Field Theory

The total photo-absorption cross section of {sup 4}He is evaluated microscopically using two- (NN) and three-nucleon (NNN) interactions based upon chiral effective field theory ({chi}EFT). The calculation is performed using the Lorentz integral transform method along with the ab initio no-core shell model approach. An important feature of the present study is the consistency of the NN and NNN interactions and also, through the Siegert theorem, of the two- and three-body current operators. This is due to the application of the {chi}EFT framework. The inclusion of the NNN interaction produces a suppression of the peak height and enhancement of the tail of the cross section. We compare to calculations obtained using other interactions and to representative experiments. The rather confused experimental situation in the giant resonance region prevents discrimination among different interaction models.

A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO provided information on acid rain emissions trends in the eastern United States, focusing on: (1) sulfur dioxide and nitrogen oxides emitted into the air at the national level; (2) deposition in the eastern United States and in three environmentally sensitive areas; (3) sulfates and nitrates in lakes in the Adirondack Mountains and the prospects for the lakes' recovery from the damage caused by acid rain; and (4) the extent to which utilities in 11 midwestern states used sulfur dioxide allowances originally assigned to utilities in their states, compared with allowances that originated in other states from 1995 through 1998."

The Department of Defense's (Defense) Combined Security Transition Command-Afghanistan (CSTC-A), with the Department of State (State), leads U.S. efforts to enhance MOI and ANP organizational structures, leadership abilities, and pay systems. This report assesses the status of U.S. efforts to help Afghanistan (1) restructure MOI and ANP, (2) retrain ANP units, (3) screen MOI and ANP personnel, and (4) enhance MOI and ANP pay systems. GAO reviewed Defense, State, and United Nations (UN) data and met with officials in the United States and Afghanistan."
