Charge-State-Resolved Ion Energy Distribution Functions ofCathodic Vacuum Arcs: A Study Involving the Plasma Potential and BiasedPlasmas
There are divergent results in the literature on the(in)dependence of the ion velocity distribution functions on the ioncharge states. Apparently, most time-of-flight methods of measurementsindicate independence whereas most measurements with electrostaticanalyzers state the opposite. It is shown here that this grouping iscoincidental with investigations of pulsed and continuous arcs. Allresults can be consolidated by taking ion-neutral interaction intoaccount, especially charge exchange collisions with the metal neutralsproduced by the arc itself. The velocity distribution functions areindependent of charge state when produced at cathode spots but becomecharge-state dependent when the plasma interacts withneutrals.

European Views and Policies Toward the Middle East
Managing policy differences on a range of issues emanating from the Middle East poses serious challenges for the United States and its European allies and friends. The most vitriolic dispute has centered on the conflict in Iraq. However, divisions over how best to approach the ongoing Israeli-Palestinian conflict, manage Iran and Syria, and combat terrorism also persist. How deep and lasting the clash over Iraq and subsequent Middle East policies will be to transatlantic relations will likely depend on several factors, including whether Washington and European capitals can cooperate more robustly to rebuild Iraq; whether Europeans perceive a renewed U.S. commitment to revive the Middle East peace process; and whether differences over Mideast issues spill over into NATO or impede EU efforts to forge a deeper Union.

1E Wind Energy Program: Technical Information and Outreach Support Final Technical Report
A U.S. consensus-based collaborative formed in 1994, the National Wind Coordinating Committee (NWCC) identifies issues that affect the use of wind power, establishes dialogue among key stakeholders, and catalyzes appropriate activities to support the development of environmentally, economically, and politically sustainable commercial markets for wind power. NWCC members include representatives from electric utilities and support organizations, state legislatures, state utility commissions, consumer advocacy offices, wind equipment suppliers and developers, green power marketers, environmental organizations, agriculture and economic development organizations, and state and federal agencies.

Non-Equilibrium Nanoscale Self-Organization
Self-organized one- and two-dimensional arrays of nanoscale surface features ("ripples" and "dots") sometimes form spontaneously on initially flat surfaces eroded by a directed ion beam in a process called "sputter patterning". Experiments on this sputter patterning process with focused and unfocused ion beams, combined with theoretical advances, have been responsible for a number of scientific advances. Particularly noteworthy are (i) the discovery of propagative, rather than dissipative, behavior under some ion erosion conditions, permitting a pattern to be fabricated at a large length scale and propagated over large distances while maintaining, or even sharpening, the sharpest features; (ii) the first demonstration of guided self-organization of sputter patterns, along with the observation that defect density is minimized when the spacing between boundaries is near an integer times the natural spatial period; and (iii) the discovery of metastability of smooth surfaces, which contradicts the nearly universally accepted linear stability theory that predicts that any surface is linearly unstable to sinusoidal perturbations of some wave vector.

A technique for accelerating the convergence of restarted GMRES
We have observed that the residual vectors at the end of each restart cycle of restarted GMRES often alternate direction in a cyclic fashion, thereby slowing convergence. We present a new technique for accelerating the convergence of restarted GMRES by disrupting this alternating pattern. The new algorithm resembles a full conjugate gradient method with polynomial preconditioning, and its implementation requires minimal changes to the standard restarted GMRES algorithm.

The solvated electron in supercritical water
In order to investigate the feasibility for high-efficiency supercritical-water-cooled nuclear reactors, a study of radiation chemistry in supercritical water has been undertaken. Preliminary results in measurement of the optical absorption of the hydrated electron are reported, and compared with recent anion cluster data.

The Effects of Radiation Induced Carbon Contamination on the Performance of an EUV Lithographic Optic
Carbon deposition in EUVL is known to occur when optical surfaces in a hydrocarbon environment are exposed to EUV light. Carbon contamination on EUV optical elements affects both the absorption and phase of the reflected light. Because the carbon deposition alters the phase structure of the reflected EUV light it effectively alters the figure of these optics and, thus, the aberrations as well. Absorption by deposited carbon not only reduces throughput but also leads to apodisation of the pupil, which in turn affects imaging performance.

Some Nonlinear Reconstruction Algorithms for Electrical Impedance Tomography
An impedance camera [Henderson and Webster, 1978; Dines and Lytle, 1981]--or what is now more commonly called electrical impedance tomography--attempts to image the electrical impedance (or just the conductivity) distribution inside a body using electrical measurements on its boundary. The method has been used successfully in both biomedical [Brown, 1983; Barber and Brown, 1986; J. C. Newell, D. G. Gisser, and D. Isaacson, 1988; Webster, 1990] and geophysical applications [Wexler, Fry, and Neurnan, 1985; Daily, Lin, and Buscheck, 1987], but the analysis of optimal reconstruction algorithms is still progressing [Murai and Kagawa, 1985; Wexler, Fry, and Neurnan, 1985; Kohn and Vogelius, 1987; Yorkey and Webster, 1987; Yorkey, Webster, and Tompkins, 1987; Berryman and Kohn, 1990; Kohn and McKenney, 1990; Santosa and Vogelius, 1990; Yorkey, 1990]. The most common application is monitoring the influx or efflux of a highly conducting fluid (such as brine in a porous rock or blood in the human body) through the volume being imaged. For biomedical applications, this met hod does not have the resolution of radiological methods, but it is comparatively safe and inexpensive and therefore provides a valuable alternative when continuous monitoring of a patient or process is desired. Treatment of Water in Nuclear Fuel Storage Basins to Control Radioactivity Release
Visibility and radioactivity control in the fuel component storage and disassembly basins at the Savannah River Plant are maintained with a newly developed purification system. Experimental work was performed to develop the application of sand filters to operate at high flow rates with an effluent turbidity below 0.1 JTU squared. Filtration efficiency of SRP sand filters is dependent on the characteristics of the solids in the feed water and the degree to which filterability can be improved by addition of coagulant aids. It is independent of flow up to flow rates of 15 gpm/square feet (higher flow rates have not been tested). Effluent turbidity remains below 0.1 JTU with no indication of breakthrough. Total water throughput is dependent on the amount of solids removed and is independent of flow rate and concentration of solids.

Investigation of the Rayleigh-Taylor and Richtmyer-Meshkov instabilities
The present research program is centered on the experimental and numerical study of two instabilities that develop at the interface between two different fluids when the interface experiences an impulsive or a constant acceleration. The instabilities, called the Richtmyer-Meshkov and Rayleigh-Taylor instability, respectively (RMI and RTI), adversely affect target implosion in experiments aimed at the achievement of nuclear fusion by inertial confinement by causing the nuclear fuel contained in a target and the ablated shell material to mix, leading to contamination of the fuel, yield reduction or no ignition at all. Specifically, our work is articulated in three main directions: study of impulsively accelerated spherical gas inhomogeneities; study of impulsively accelerated 2-D interfaces; study of a liquid interface under the action of gravity. The objectives common to all three activities are to learn some physics directly from our experiments and calculations; and to develop a database at previously untested conditions to be used to calibrate and verify some of the computational tools being developed within the RTI/RMI community at the national laboratories and the ASCI centers.
