Environmental Protection: Information on EPA Project Grants and Use of Waiver Authority

A letter report issued by the General Accounting Office with an abstract that begins "This report provides information on the Environmental Protection Agency's (EPA) management and oversight of project grants. Specifically, GAO examines (1) the dollar amounts of project grants EPA awarded in fiscal years 1996 through 1999 and the program activities they funded, by grantee type; (2) how the activities funded by the project grants align with the Government Performance and Results Act goals and objectives identified by EPA; and (3) the extent to which EPA uses its authority to deviate from relevant regulations in awarding grants. GAO found that EPA awarded about 17,000 project grants totaling more than $2.8 billion in fiscal years 1996 through 1999. Five categories accounted for nearly 80 percent of all project grant funds (1) general investigations, surveys or studies involving air and water quality; (2) research; (3) studies and cleanups of specific hazardous waste sites; (4) nonprofit organizations; and (5) training activities. EPA identified about 82 percent of the $1.4 billion in project grants awarded in fiscal years 1999 and 2000 as supporting four strategic goals under the Results Act. Core Sampling in Support of the Vadose Zone Transport Field Study

Over 130 soil samples were collected from three soil borings in support of the VZFTS. The first boring was sampled just prior to the first injection test. The other two borings were sampled after completion of the injection tests. These soil samples were collected using a 7.6 cm (3 in) ID splitspoon sampler, with internal 15 cm (6 in.) long Lexan? liners. The samples ranged in depth from 4 to 17 m (13.5 to 56.5 ft), and were submitted to various laboratories for hydraulic property characterization and/or geochemical/tracer analyses. Preliminary results indicate that the major concentration front of the bromide tracer reached a relative depth of 5 m (below the injection point) 8 days after the final water injection and had migrated to a relative depth of about 7 m, 4 days later.

A letter report issued by the General Accounting Office with an abstract that begins "This report provides a framework for considering the budgetary implications of program reform options discussed in past GAO work but not yet addressed or enacted. To help Congress, GAO has developed an oversight framework that is intended to allow Congress to systematically address the goals, scope, and approaches for delivering these on-going programs. This report contains more than 100 examples of program reforms and revisions presented within this oversight framework that are based on key findings from selected past GAO audits and evaluations. GAO identified three areas that could provide a potential framework for congressional oversight. These areas include (1) reassessing program objectives, (2) revising formulas or eligibility rules to improve targeting of benefits, and (3) addressing program execution problems."

Some Nonlinear Reconstruction Algorithms for Electrical Impedance Tomography

An impedance camera [Henderson and Webster, 1978; Dines and Lytle, 1981]--or what is now more commonly called electrical impedance tomography--attempts to image the electrical impedance (or just the conductivity) distribution inside a body using electrical measurements on its boundary. The method has been used successfully in both biomedical [Brown, 1983; Barber and Brown, 1986; J. C. Newell, D. G. Gisser, and D. Isaacson, 1988; Webster, 1990] and geophysical applications [Wexler, Fry, and Neurnan, 1985; Daily, Lin, and Buscheck, 1987], but the analysis of optimal reconstruction algorithms is still progressing [Murai and Kagawa, 1985; Wexler, Fry, and Neurnan, 1985; Kohn and Vogelius, 1987; Yorkey and Webster, 1987; Yorkey, Webster, and Tompkins, 1987; Berryman and Kohn, 1990; Kohn and McKenney, 1990; Santosa and Vogelius, 1990; Yorkey, 1990]. The most common application is monitoring the influx or efflux of a highly conducting fluid (such as brine in a porous rock or blood in the human body) through the volume being imaged. For biomedical applications, this met hod does not have the resolution of radiological methods, but it is comparatively safe and inexpensive and therefore provides a valuable alternative when continuous monitoring of a patient or process is desired. Full Volume Imaging Gamma-Ray Detectors for Enhanced Sensitivity

One of the problems faced by the post-cold-war world is the control of fissile materials. With the deterioration of the command and control structure inside the Former Soviet Union, there is an increased threat that fissile materials will be diverted from a legitimate use to production of weapons of mass destruction by rogue states and or terrorist organizations. The goal of this project was to study and build prototypes of a new class of highly sensitive detectors which could significantly enhance the remote detection of hidden fissile materials. Such an instrument would have a broad applicability in national security applications including nuclear smuggling, arms control, treaty inspections, and safeguards. Additional applications in the non-defense arenas of nuclear medicine, environmental restoration and basic science provide even more reasons to study this technology.

The spinel LiMn{sub 2}O{sub 4} has been extensively studied as a positive electrode active material in lithium rechargeable batteries. Partial substitution of Mn by another metal has also been the subject of recent study in an effort to improve the cycling performance. In general, the literature has shown that Mn substitution results in improved cycling stability at the expense of capacity (1,2). Resistance to the formation of tetragonal phase upon lithiation of the starting spinel (via a higher nominal Mn oxidation state in the substituted spinel) has been suggested as a mechanism for the improved performance. The degree of substitution is an important factor to optimize in order to minimize capacity loss and costs. The spectroscopic investigations on LiMn{sub 2}O{sub 4} described in the previous paper (LixMn2O4) confirmed that the cooperative Jahn-Teller effect (CJTE) from the [Mn{sup 3+}O{sub 6}] octahedra is the mechanism for the cubic to tetragonal phase transformation. The driving force for the CJTE is based upon the electronic structure, therefore changes in electronic structure should lead to changes in the phase behavior. WASTE PACKAGE DESIGN SENSITIVITY REPORT

The purpose of this technical report is to present the current designs for waste packages and determine which designs will be evaluated for the Site Recommendation (SR) or Licence Application (LA), to demonstrate how the design will be shown to comply with the applicable design criteria. The evaluations to support SR or LA are based on system description document criteria. The objective is to determine those system description document criteria for which compliance is to be demonstrated for SR; and, having identified the criteria, to refer to the documents that show compliance. In addition, those system description document criteria for which compliance will be addressed for LA are identified, with a distinction made between two steps of the LA process: the LA-Construction Authorization (LA-CA) phase on one hand, and the LA-Receive and Possess (LA-R&P) phase on the other hand. The scope of this work encompasses the Waste Package Project disciplines for criticality, shielding, structural, and thermal analysis.
