Animal Identification and Meat Traceability
U.S. animal agriculture is seeking to improve its ability to trace the movement of livestock from their birthplace to slaughter. The livestock and meat industries are working with the U.S. government to develop a national animal identification (ID) plan for livestock disease tracking purposes. This report focuses on animal ID and, to a lesser extent, on meat traceability.

Congress and Program Evaluation: An Overview of Randomized Controlled Trials (RCTs) and Related Issues
This report discusses what RCTs are and identifies a number of issues regarding RCTs that might arise when Congress considers making program evaluation policy. For example, in the 109th Congress, Section 3 of S. 1934 (as introduced) would establish a priority for RCTs when evaluating offender reentry demonstration projects; Section 114 of S. 667 (Senate Finance Committee-reported bill) would require RCTs for demonstration projects for low-income families; and Section 5 of S. 1129 (as introduced) would call for RCTs for projects and policies of multilateral development banks. Issues regarding RCTs could also arise when actors in the policy process present specific program evaluations to Congress (e.g., in the President’s budget proposals) to influence Congress’s views and decision making. For many reasons, evaluations often merit scrutiny and care in interpretation.

Study of Branching Ratio And Polarization Fraction in Neutral B Meson Decays to Negative Rho Meson Positive Kaon Resonance
We present the preliminary results on the search for B{sup 0} {yields} {rho}{sup -}K*{sup +}. The data sample comprises 122.7 million B{bar B} pairs in the e{sup +}e{sup -} annihilation through the {Upsilon}(4S) resonance collected during 1999-2003 with the BABAR detector at the PEP-II asymmetric-energy collider at Stanford Linear Accelerator Center (SLAC). We obtain an upper limit of the branching ratio at 90% confidence level as {Beta}(B{sup 0} {yields} {rho}{sup -}K*{sup +}) < 17.2 x 10{sup -6}. The fitted result on the polarization fraction shows no evidence that the decay is longitudinally dominated as predicted by various theoretical models.

AN ACCELERATED RATE CALORIMETRY STUDY OF CAUSTIC-SIDE SOLVENT EXTRACTION SOLVENT WITHOUT EXTRACTANT
This study found that 4 - 48 part per thousand (ppth) of Caustic Side Solvent Extraction (CSSX) solvent without extractant in caustic salt solution at evaporator-relevant temperatures result in no process-significant energetic events. However, the data suggest a chemical reaction (possible decomposition) in the CSSX solvent near 140 C. This concentration of entrained solvent is believed to markedly exceed the amount of solvent that will pass from the Modular Caustic Side Solvent Unit (MCU) through the downstream Defense Waste Processing Facility and enter the evaporator through routine tank farm operations. The rate of pressure rise at 140 C differs appreciably - i.e., is reduced - for salt solution containing the organic from that of the same solution without solvent. This behavior is due to a reaction between the CSSX components and the salt solution simulant.

Iraq: U.S. Regime Change Efforts and Post-Saddam Governance
Operation Iraqi Freedom succeeded in overthrowing Saddam Hussein, but Iraq remains violent and unstable because of Sunni Arab resentment and a related insurgency, as well as increasing sectarian violence. According to its November 30, 2005, “Strategy for Victory,” the Bush Administration indicates that U.S. forces will remain in Iraq until the country is able to provide for its own security and does not serve as a host for radical Islamic terrorists. This report discusses the background of the issue and examines several security challenges, response, and other policy options for the U.S.

Development of Continuous Solvent Extraction Processes for Coal Derived Carbon Products Quarterly Report: October-December 2005
The purpose of this DOE-funded effort is to develop continuous processes for solvent extraction of coal for the production of carbon products. The largest applications are those which support metals smelting, such as anodes for aluminum smelting and electrodes for arc furnaces. Other carbon products include materials used in creating fuels for the Direct Carbon Fuel Cell, metals smelting, especially in the aluminum and steel industries, as well as porous carbon structural material referred to as ''carbon foam'' and carbon fibers. During this reporting period, efforts have focused on the development of carbon electrodes for Direct Carbon Fuel Cells (DCFC), and on carbon foam composites used in ballistic armor, as well as the hydrotreatment of solvents used in the basic solvent extraction process. A major goal is the production of 1500 pounds of binder pitch, corresponding to about 3000 pounds of hydrotreated solvent.

Palestinian Education and the Debate Over Textbooks
Palestinian education reform is often seen as a key element in internal Palestinian reform and the Palestinian-Israeli peace process, as well as in broader U.S. interests in the region. Concerns over Palestinian Authority (PA) textbooks often cite examples of anti-Jewish education materials and a lack of reference to or positive acknowledgment of the state of Israel. Overall, some analysts allege that PA textbooks spread a culture of violence that prizes martyrdom. Palestinian curriculum reform is an important element in the broader U.S. policy of promoting Middle East democracy and governance reforms. Palestinian curriculum development is relevant to congressional concerns about the Palestinian-Israeli peace process, levels of U.S. assistance to the Palestinians, U.N. reforms in the Palestinian Territories, and the broader U.S. promotion of democracy in the Middle East.
