San Francisco State University IAC 02-06 Final Report

The Industrial Assessment Center (IAC) at San Francisco State University (SFSU) has served the cause of energy efficiency as a whole, and in particular for small and medium-sized manufacturing facilities in northern and central California, within a approximately 150 miles (radial) of San Francisco since 1992. In the current reporting period (September 1, 2002 through November 31, 2006) we have had major accomplishments, which include but are not limited to: - Performing a total of 94 energy efficiency and waste minimization audit days of 87 industrial plants - Recommending and analysis of 809 energy efficiency measures - Training 22 energy engineers, most of whom have joined energy services companies in California. - Disseminating energy efficiency information among local manufacturers - Acting as an information source for energy efficiency for local manufacturers and utilizes - Cooperating with local utilities and California Energy Commission in their energy efficiency projects - Performing various assignments by DOE such as dissemination of information on SEN initiative, conducting workshops on energy efficiency issues, contacting large energy user plants - Establishing a course on “Energy: Resources, Alternatives and Conservation” as a general education course at SFSU - Bringing energy issues to the attention of students in classrooms

The Wild and Scenic Rivers Act and Federal Water Rights

This report discusses federal authority over water, and federal "reserved" and non-reserved water rights. Based on the language of the act and its legislative history, it appears that the act creates federal water rights. The act does not specify the quantity of the right. The amount of the federal right is likely to vary from river to river depending on the river's flows, the unappropriated flows in the river at the time of designation, and the values for which the river is being protected.

Allinea DDT as a Parallel Debugging Alternative to Totalview

Totalview, from the Etnus Corporation, is a sophisticated and feature rich software debugger for parallel applications. As Totalview has gained in popularity and market share its pricing model has increased to the point where it is often prohibitively expensive for massively parallel supercomputers. Additionally, many of Totalview's advanced features are not used by members of the scientific computing community. For these reasons, supercomputing centers have begun to search for a basic parallel debugging tool which can be used as an alternative to Totalview. As the cost and complexity of Totalview has increased over the years, scientific computing centers have started searching for a viable parallel debugging alternative. DDT (Distributed Debugging Tool) from Allinea Software is a relatively new parallel debugging tool which aims to provide much of the same functionality as Totalview. This review outlines the basic features and limitations of DDT to determine if it can be a reasonable substitute for Totalview. DDT was tested on the NERSC platforms Bassi, Seaborg, Jacquard and Davinci with Fortran90, C, and C++ codes using MPI and OpenMP for parallelism.

Novel Low-Cost Process for the Gasification of Biomass and Low-Rank Coals

Farm Energy envisaged a phased demonstration program, in which a pilot-scale straw gasifier will be installed on a farm. The synthesis gas product will be used to initially (i) generate electricity in a 300 kW diesel generator, and subsequently (ii) used as a feedstock to produce ethanol or mixed alcohols. They were seeking straw gasification and alcohol synthesis technologies that may be implemented on farm-scale. The consortium, along with the USDA ARS station in Corvallis, OR, expressed interest in the dual-bed gasification concept promoted by WRI and Taylor Energy, LLC. This process operated at atmospheric pressure and employed a solids-circulation type oxidation/reduction cycle significantly different from traditional fluidized-bed or up-draft type gasification reactors. The objectives of this project were to perform bench-scale testing to determine technical feasibility of gasifier concept, to characterize the syngas product, and to determine the optimal operating conditions and configuration. We used the bench-scale test data to complete a preliminary design and cost estimate for a 1-2 ton per hour pilot-scale unit that is also appropriate for on-farm scale applications. Actinic Mask Inspection at the ALS Initial Design Review

This report is the first milestone report for the actinic mask blank inspection project conducted at the VNL, which forms sub-section 3 of the Q1 2003 mask blank technology transfer program at the VNL. Specifically this report addresses deliverable 3.1.1--design review and preliminary tool design. The goal of this project is to design an actinic mask inspection tool capable of operating in two modes: high-speed scanning for the detection of multilayer defects (inspection mode), and a high-resolution aerial image mode in which the image emulates the imaging illumination conditions of a stepper system (aerial image or AIM mode). The purpose and objective of these two modes is as follows: (1) Defect inspection mode--This imaging mode is designed to scan large areas of the mask for defects EUV multilayer coatings. The goal is to detect the presence of multilayer defects on a mask blank and to store the co-ordinates for subsequent review in AIM mode, thus it is not essential that the illumination and imaging conditions match that of a production stepper. Environmental Streamlining Provisions in the Transportation Equity Act for the 21st Century: Status of Implementation

At the state and local level, many observers have expressed long-standing concerns over delays, duplication of effort, and additional costs frequently associated with the environmental review process for highway projects that must be completed under the National Environmental Policy Act of 1969 (NEPA, P.L. 91-190). To address these concerns, the Transportation Equity Act for the 21st Century (TEA21, P.L. 105-178), enacted in 1998, requires the Federal Highway Administration(FHWA) to streamline the environmental review process for highway projects.

The Drift Scale Test (DST) now underway at Yucca Mountain has been simulated using a Drift Scale Distinct Element (DSDE) model. Simulated deformations show good agreement with field deformation measurements. Results indicate most fracture deformation is located above the crown of the Heated Drift. This work is part of the model validation effort for the DSDE model, which is used to assess thermal-mechanical effects on the hydrology of the rock mass surrounding a potential repository.
