Correspondence issued by the Government Accountability Office with an abstract that begins "The federal government assumes insurance risk for a wide range of activities that are funded through numerous federal budget accounts and administered by a variety of federal organizations. For some activities, such as those funded through the National Flood Insurance account, the federal government assumes the entire insurance risk. The federal government also assumes part of the risk for insurance activities that are administered by state and local governments--for example, those funded through the Unemployment Trust Fund or that are partly underwritten by private insurers, such as those funded through the Special Workers' Compensation Expenses account. These insurance risks, whether fully or partially assumed by the federal government, are in lines of insurance that private insurers also recognize: health, life, disability, and property/casualty insurance. The federal government has generally assumed insurance risks for at least two reasons. First, the government may step in when insurance is not widely available because private insurers cannot collectively absorb or affordably price the insurance risk. For example, when private insurers were unable to offer affordable terrorism insurance in the aftermath of September 11, 2001, the federal government created a terrorism insurance program. …

The purpose of this document is to provide the technical requirements for preparation for use, operation, inspection, and maintenance of a Transuranic Package Transporter Model II (TRUPACT-II), a HalfPACT Shipping Package, and directly related components. This document complies with the minimum requirements as specified in TRUPACT-II Safety Analysis Report for Packaging (SARP), HalfPACT SARP, and Nuclear Regulatory Commission (NRC) Certificates of Compliance (C of C) 9218 and 9279, respectively. In the event there is a conflict between this document and the SARP or C of C, the SARP and/or C of C shall govern. C of Cs state: ''each package must be prepared for shipment and operated in accordance with the procedures described in Chapter 7.0, Operating Procedures, of the application.'' They further state: ''each package must be tested and maintained in accordance with the procedures described in Chapter 8.0, Acceptance Tests and Maintenance Program of the Application.'' During the project we have demonstrated control of several important parameters of capillary channels. We achieved the required profiles for guiding, we have demonstrated channels in density range between 10{sup 17}-10{sup 19}cm{sup -3} in both short and long capillaries. The plasma temperature and density profiles were measured in both radial and longitudinal directions. The Boron Nitride capillary has provided a guiding medium that can withstand more than 1000 shots. The laser ignition of capillary discharge provided reliable almost jitter free approach. Both laser and experimental set up were upgraded. The laser system upgrade included development of a 10 TW Ti-sapphire laser facility that will be used for acceleration experiments instead T cube. We have conducted high intensity (above 10{sup 17}W/cm{sup 2}) guiding experiments through various capillaries. The concerns related to influence of relatively high current density flow through capillary on the injected electrons were studied extensively by us both theoretically and experimentally using a simple injection method. The method is based on the interaction of a high intensity laser pulse with a thin wire placed near capillary entrance. The influence of magnetic fields was found to be insignificant. Using this method we have studied transport of electrons though capillary discharge. …

CO{sub 2} capture for PC boilers using flue-gas recirculation : evaluation of CO{sub 2} recovery, transport, and utilization.

The U.S. Department of Energy (DOE) is investigating retrofitting boilers with flue gas recirculation as a strategy for CO{sub 2} recovery from conventional pulverized coal (PC) plants because of the current motivation to reduce greenhouse gas emissions. However, this technology was conceived nearly twenty years ago at Argonne National Laboratory as a low-cost CO{sub 2} source for enhanced oil recovery (EOR). The fundamental concept is to replace combustion air with oxygen diluted by recirculated CO{sub 2} from the flue gas. This eliminates N{sub 2}-CO{sub 2} separation, permitting more economical CO{sub 2} recovery than competing amine systems. A molar ratio of CO{sub 2}/O{sub 2} of {approx}3 is necessary to preserve the heat transfer performance and gas path temperatures, allowing this system to be applied as a retrofit.

CO2 Separation Using Thermally Optimized Membranes: A Comprehensive Project Report (2000 - 2007)

This is a complete (Fiscal Years 2000–2006) collection of the Idaho National Laboratory’s (INL) research and development contributions to the project, “CO2 Separation Using Thermally Optimized Membranes.” The INL scientific contribution to the project has varied due to the fluctuations in funding from year to year. The focus of the project was polybenzimidazole (PBI) membranes and developing PBI compounds (both substitution and blends) that provide good film formation and gas separation membranes. The underlying problem with PBI is its poor solubility in common solvents. Typically, PBI is dissolved in “aggressive” solvents, like N,N-dimethylacetamide (DMAc) and N methylpyrrolidone (NMP). The INL FY-03 research was directed toward making soluble N-substituted PBI polymers, where INL was very successful. Many different types of modified PBI polymers were synthesized; however, film formation proved to be a big problem with both unsubstituted and N-substituted PBIs. Therefore, INL researchers directed their attention to using plasticizers or additives to make the membranes more stable and workable. During the course of these studies, other high-performance polymers (like polyamides and polyimides) were found to be better materials, which could be used either by themselves or blends with PBI. Testimony issued by the General Accounting Office with an abstract that begins "The September 11, 2001, terrorist attacks highlighted the importance of data collection, information sharing, and coordination within the U.S. government. Such efforts are important whether focused on terrorism or as an integral part of a broader strategy for combating money laundering. In this testimony, GAO addresses (1) the challenges the U.S. government faces in deterring terrorists' use of alternative financing mechanisms, (2) the steps that the Federal Bureau of Investigation (FBI) and Immigration and Customs Enforcement (ICE) have taken to implement a May 2003 Memorandum of Agreement concerning terrorist financing investigations, and (3) whether the annual National Money Laundering Strategy (NMLS) has served as a useful mechanism for guiding the coordination of federal efforts to combat money laundering and terrorist financing. GAO's testimony is based on two reports written in September 2003 (GAO-03-813) and November 2003 (GAO-04-163) for the Caucus and congressional requesters within the Senate Governmental Affairs Committee, as well as a February 2004 report (GAO-04-464R) on related issues for the Senate Appropriations Subcommittee on Homeland Security."

Continuing Studies on Direct Aqueous Mineral Carbonation of CO{sub 2} Sequestration

Direct aqueous mineral carbonation has been investigated as a process to convert gaseous CO{sub 2} into a geologically stable, solid final form. The process utilizes a solution of sodium bicarbonate (NaHCO{sub 3}), sodium chloride (NaCl), and water, mixed with a mineral reactant, such as olivine (Mg{sub 2}SiO{sub 4}) or serpentine [Mg{sub 3}Si{sub 2}O{sub 5}(OH){sub 4}]. Carbon dioxide is dissolved into this slurry, by diffusion through the surface and gas dispersion within the aqueous phase. The process includes dissolution of the mineral and precipitation of the magnesium carbonate mineral magnesite (MgCO{sub 3}) in a single unit operation. Activation of the silicate minerals has been achieved by thermal and mechanical means, resulting in up to 80% stoichiometric conversion of the silicate to the carbonate within 30 minutes. Heat treatment of the serpentine, or attrition grinding of the olivine and/or serpentine, appear to activate the minerals by the generation of a non-crystalline phase. Successful conversion to the carbonate has been demonstrated at ambient temperature and relatively low (10 atm) partial pressure of CO{sub 2} (P{sub CO2}). However, optimum results have been achieved using the bicarbonate-bearing solution, and high P{sub CO2}. Specific conditions include: 185 C; P{sub CO2}=150 atm; 30% solids. Studies suggest that …

Controlling the Plasma Flow in the Miniaturized Cylindrical Hall Thruster

A substantial narrowmg of the plume of the cylindrical RaIl thruster (CRT) was observed upon the enhancement of the electron emission from the hollow cathode discharge, which implies the possibility for the thruster efficiency increase due to the ion beam focusing. It is demonstrated that the miniaturized CRT can be operated in the non-self-sustained regime, with the discharge current limited by the cathode electron emission. The thruster operation in this mode greatly expands the range of the plasma and discharge parameters normally accessible for the CRT.
