This report reviews the nature of Environmental Protection Agency's (EPA's) authority, as well as that of California and other states, to regulate emissions from mobile sources. It includes a discussion fo the applicability of that authority to greenhouse gases (GHGs) and issues related to the California waiver request.

This is a complete (Fiscal Years 2000–2006) collection of the Idaho National Laboratory’s (INL) research and development contributions to the project, “CO2 Separation Using Thermally Optimized Membranes.” The INL scientific contribution to the project has varied due to the fluctuations in funding from year to year. The focus of the project was polybenzimidazole (PBI) membranes and developing PBI compounds (both substitution and blends) that provide good film formation and gas separation membranes. The underlying problem with PBI is its poor solubility in common solvents. Typically, PBI is dissolved in “aggressive” solvents, like N,N-dimethylacetamide (DMAc) and N methylpyrrolidone (NMP). The INL FY-03 research was directed toward making soluble N-substituted PBI polymers, where INL was very successful. Many different types of modified PBI polymers were synthesized; however, film formation proved to be a big problem with both unsubstituted and N-substituted PBIs. Therefore, INL researchers directed their attention to using plasticizers or additives to make the membranes more stable and workable. During the course of these studies, other high-performance polymers (like polyamides and polyimides) were found to be better materials, which could be used either by themselves or blends with PBI. A substantial narrowmg of the plume of the cylindrical RaIl thruster (CRT) was observed upon the enhancement of the electron emission from the hollow cathode discharge, which implies the possibility for the thruster efficiency increase due to the ion beam focusing. It is demonstrated that the miniaturized CRT can be operated in the non-self-sustained regime, with the discharge current limited by the cathode electron emission. The thruster operation in this mode greatly expands the range of the plasma and discharge parameters normally accessible for the CRT.

Over the past four years, the Electrical Safety Program at PPPL has evolved in addressing changing regulatory requirements and lessons learned from accident events, particularly in regards to arc flash hazards and implementing NFPA 70E requirements. This presentation will discuss PPPL's approaches to the areas of electrical hazards evaluation, both shock and arc flash; engineered solutions for hazards mitigation such as remote racking of medium voltage breakers, operational changes for hazards avoidance, targeted personnel training and hazard appropriate personal protective equipment. Practical solutions for nominal voltage identification and zero voltage checks for lockout/tagout will also be covered. Finally, we will review the value of a comprehensive electrical drawing program, employee attitudes expressed as a personal safety work ethic, integrated safety management, and sustained management support for continuous safety improvement.
