21st Century Community Learning Centers in P.L. 107-110: Background and Funding

Most Elementary and Secondary Education Act (ESEA) programs, including the 21st Century Community Learning Centers (21st CCLC) program, expired at the end of FY2000.1 Included in the No Child Left Behind Act is the reauthorization of the 21st CCLC, with, a new location (Title IV, Part B, 21st Century Schools), and several substantive changes. On December 13 and 18, 2001, respectively, the House and Senate adopted the conference version of H.R. 1, The No Child Left Behind Act. The President signed H.R. 1 into law (P.L. 107-110) on January 8, 2002. This report summarizes the major provisions of the reauthorized 21st CCLC program. The reauthorized program is structured as a formula grant program to states, in response to concerns that a program as large as the 21st CCLC could no longer be equitably administered as a competitive grant program. In addition, the reauthorized program formally endorses an exclusive focus for the 21st CCLC on after-school hours activities for children and youth.

Nursing Homes: Many Shortcomings Exist in Efforts to Protect Residents from Abuse

Testimony issued by the General Accounting Office with an abstract that begins "Often suffering from multiple physical and mental impairments, the 1.5 million elderly and disabled Americans living in nursing homes are a highly vulnerable population. These individuals typically require extensive help with daily living, such as such as dressing, feeding, and bathing. Many require skilled nursing or rehabilitative care. In recent years, reports of inadequate care, including malnutrition, dehydration, and other forms of neglect, have led to mounting scrutiny from state and federal authorities. Concerns have also been growing that some residents are abused--pushed, slapped, or beaten--by the very individuals to whom their care has been entrusted. GAO found that allegations of physical and sexual abuse of nursing home residents are not reported promptly. Local law enforcement officials said that they are seldom summoned to nursing homes to immediately investigate allegations of abuse and that few allegations are ever prosecuted. Some agencies use different policies when deciding whether to refer allegations of abuse to law enforcement. As a result, law enforcement agencies were never told of some incidents or were notified only after lengthy delays. The purpose of this document is to provide the technical requirements for preparation for use, operation, inspection, and maintenance of a Transuranic Package Transporter Model II (TRUPACT-II), a HalfPACT Shipping Package, and directly related components. This document complies with the minimum requirements as specified in TRUPACT-II Safety Analysis Report for Packaging (SARP), HalfPACT SARP, and Nuclear Regulatory Commission (NRC) Certificates of Compliance (C of C) 9218 and 9279, respectively. In the event there is a conflict between this document and the SARP or C of C, the SARP and/or C of C shall govern. C of Cs state: ''each package must be prepared for shipment and operated in accordance with the procedures described in Chapter 7.0, Operating Procedures, of the application.'' They further state: ''each package must be tested and maintained in accordance with the procedures described in Chapter 8.0, Acceptance Tests and Maintenance Program of the Application.'' Chapter 9.0 of the SAR P charges the WIPP Management and Operation (M&O) contractor with assuring packaging is used in accordance with the requirements of the C of C. This report covers work carried out during a six year period under a DoE interagency grant. Because all results have been published as full papers in appropriate refereed journals that are openly available in most scientific libraries, the report takes the form of an annotated bibliography. In the interests of scientific continuity and bibliographic usefulness, however, work carried out on this same project from 1990-1992 under an earlier DoE award, as well as related work currently (2000-2002) in progress, will also be discussed. It should be stressed, however, that only work directly connected to the grantee is cited explicitly in this final grant report. The many important papers by other workers in the field during the last decade must be obtained from reference citations in the 21 publications mentioned.

What futurecar MPG levels and technology will be necessary?

The potential peaking of world conventional oil production and the possible imperative to reduce carbon emissions will put great pressure on vehicle manufacturers to produce more efficient vehicles, on vehicle buyers to seek them out in the marketplace, and on energy suppliers to develop new fuels and delivery systems. Four cases for stabilizing or reducing light vehicle fuel use, oil use, and/or carbon emissions over the next 50 years are presented. Case 1--Improve mpg so that the fuel use in 2020 is stabilized for the next 30 years. Case 2--Improve mpg so that by 2030 the fuel use is reduced to the 2000 level and is reduced further in subsequent years. Case 3--Case 1 plus 50% ethanol use and 50% low-carbon fuel cell vehicles by 2050. Case 4--Case 2 plus 50% ethanol use and 50% low-carbon fuel cell vehicles by 2050. The mpg targets for new cars and light trucks require that significant advances be made in developing cost-effective and very efficient vehicle technologies. With the use of alternative fuels that are low in carbon, oil use and carbon emissions can be reduced even further.

A Test to Illustrate the Effects of ECOSAFE on the Movement of Oil in Contaminated Soils

An ECOSAFE{trademark} solution was tested at 1 part to 100 milliliters of de-ionized water against a control set using de-ionized water only. Each soil column received five and one-quarter treatments of either ECOSAFE{trademark} solution or de-ionized water over two and one-half days. Air was injected following saturation of the columns and leachate recovery. Soil samples were collected from each column on the final day. The total volume of water added to the Control Column was 6.150 milliliters. The laboratory homogenized 2500 ml of water and removed 75 ml of free crude oil product before analysis. Of that, 1,000 milliliters was analyzed for TPH content and 1,000 milliliters was analyzed for Diesel Range Organics using EPA Method 1664 and 8015 Modified, respectively. The sample contained 17 mg/L of TPH and 34 mg/L of Diesel Range Organics. The total volume of water added to the Test Column was 5,850 milliliters. The samples were analyzed for TPH content and Diesel Range Organics using EPA Method 1664 and 8015 Modified, respectively. The sample contained 15 mg/L of TPH and 500 mg/L of Diesel Range Organics.

Progress in development of low-enriched U-Mo dispersion fuels. (open access)

Progress in development of low-enriched U-Mo dispersion fuels.

Results from postirradiation examinations and analyses of U-Mo/Al dispersion miniplates are presented. Irradiation test RERTR-5 contained mini-fuel plates with fuel loadings of 6 and 8 gU cm{sup -3}. The fuel material consisted of 6, 7 and 10 wt.% Mo-uranium-alloy powders in atomized and machined form. The swelling behavior of the various fuel types is analyzed, indicating athermal swelling of the U-Mo alloy and temperature-dependent swelling owing to U-Mo/Al interdiffusion.

Optimization of Surfactant Mixtures and Their Interfacial Behavior for Advanced Oil Recovery

The objective of this project was to develop a knowledge base that is helpful for the design of improved processes for mobilizing and producing oil left untapped using conventional techniques. The main goal was to develop and evaluate mixtures of new or modified surfactants for improved oil recovery. In this regard, interfacial properties of novel biodegradable n-alkyl pyrrolidones and sugar-based surfactants have been studied systematically. Emphasis was on designing cost-effective processes compatible with existing conditions and operations in addition to ensuring minimal reagent loss.

CO{sub 2} capture for PC boilers using flue-gas recirculation : evaluation of CO{sub 2} recovery, transport, and utilization.

The U.S. Department of Energy (DOE) is investigating retrofitting boilers with flue gas recirculation as a strategy for CO{sub 2} recovery from conventional pulverized coal (PC) plants because of the current motivation to reduce greenhouse gas emissions. However, this technology was conceived nearly twenty years ago at Argonne National Laboratory as a low-cost CO{sub 2} source for enhanced oil recovery (EOR). The fundamental concept is to replace combustion air with oxygen diluted by recirculated CO{sub 2} from the flue gas. This eliminates N{sub 2}-CO{sub 2} separation, permitting more economical CO{sub 2} recovery than competing amine systems. A molar ratio of CO{sub 2}/O{sub 2} of {approx}3 is necessary to preserve the heat transfer performance and gas path temperatures, allowing this system to be applied as a retrofit.

Preliminary assessment of the availability of U.S. natural gas resources to meet U.S. transportation energy demand.

Recent studies have indicated that substitutes for conventional petroleum resources will be needed to meet U.S. transportation energy demand in the first half of this century. One possible substitute is natural gas which can be used as a transportation fuel directly in compressed natural gas or liquefied natural gas vehicles or as resource fuel for the production of hydrogen for fuel cell vehicles. This paper contains a preliminary assessment of the availability of U.S. natural gas resources to meet future U.S. transportation fuel demand. Several scenarios of natural gas demand, including transportation demand, in the U.S. to 2050 are developed. Natural gas resource estimates for the U. S. are discussed. Potential Canadian and Mexican exports to the U.S. are estimated. Two scenarios of potential imports from outside North America are also developed. Considering all these potential imports, U.S. natural gas production requirements to 2050 to meet the demand scenarios are developed and compared with the estimates of U.S. natural gas resources. The comparison results in a conclusion that (1) given the assumptions made, there are likely to be supply constraints on the availability of U.S. natural gas supply post-2020 and (2) if natural gas use in transportation grows substantially, it …

SULFURIC ACID REMOVAL PROCESS EVALUATION: SHORT-TERM RESULTS

The objective of this project is to demonstrate the use of alkaline reagents injected into the furnace of coal-fired boilers as a means of controlling sulfuric acid emissions. Sulfuric acid controls are becoming of increasing interest to utilities with coal-fired units for a number of reasons. Sulfuric acid is a Toxic Release Inventory species, a precursor to acid aerosol/condensable emissions, and can cause a variety of plant operation problems such as air heater plugging and fouling, back-end corrosion, and plume opacity. These issues will likely be exacerbated with the retrofit of SCR for NOX control on some coal-fired plants, as SCR catalysts are known to further oxidize a portion of the flue gas SO{sub 2} to SO{sub 3}. The project is testing the effectiveness of furnace injection of four different calcium- and/or magnesium-based alkaline sorbents on full-scale utility boilers. These reagents have been tested during four one- to two-week tests conducted on two FirstEnergy Bruce Mansfield Plant units. One of the sorbents tested was a magnesium hydroxide slurry produced from a wet flue gas desulfurization system waste stream, from a system that employs a Thiosorbic{reg_sign} Lime scrubbing process. Recycling of bleach plant filtrates by electrodialysis removal of inorganic non-process elements.

Water use in the pulp and paper industry is very significant, and the U.S. pulp and paper industries as well as other processing industries are actively pursuing water conservation and pollution prevention by in-process recycling of water. Bleach plant effluent is a large portion of the water discharged from a typical bleached kraft pulp mill. The recycling of bleach plant effluents to the kraft recovery cycle is widely regarded as an approach to low effluent bleached kraft pulp production. The focus of this work has been on developing an electrodialysis process for recycling the acidic bleach plant effluent of bleached Kraft pulp mills. Electrodialysis is uniquely suited as a selective kidney to remove non-process elements (NPEs) from bleach plant effluent before they reach the chemical recovery cycle. Using electrodialysis for selective NPE removal can prevent the problems caused by accumulation of inorganic NPEs in the pulping cycle and recovery boiler. In this work, acidic bleach plant filtrates from three mills using different bleaching sequences based on chlorine dioxide were characterized. The analyses showed no fundamental differences in the inorganic NPE composition or other characteristics among these filtrates. West Hackberry Tertiary Project, Class I

The West Hackberry Tertiary Project is a field test of the concept that air injection can generate tertiary oil recovery through the Double Displacement Process. The Double Displacement Process is the gas displacement of a water invaded oil column for the purpose of recovering tertiary oil through gravity drainage. The novel aspect of this project is the use of air as the injection fluid. In Gulf Coast oil reservoirs with pronounced bed dip, reservoir performance has shown that gravity drainage recoveries average 80% to 90% of the original oil in place while water drive recoveries average 50% to 60% of the original oil in place. The target for tertiary oil recovery with the Double Displacement Process is the incremental oil between the 50% to 60% water drive recoveries and the 80% to 90% gravity drainage recoveries.

Dike Propagation Near Drifts

The purpose of this Analysis and Model Report (AMR) supporting the Site Recommendation/License Application (SR/LA) for the Yucca Mountain Project is the development of elementary analyses of the interactions of a hypothetical dike with a repository drift (i.e., tunnel) and with the drift contents at the potential Yucca Mountain repository. This effort is intended to support the analysis of disruptive events for Total System Performance Assessment (TSPA). This AMR supports the Process Model Report (PMR) on disruptive events (CRWMS M&O 2000a). This purpose is documented in the development plan (DP) ''Coordinate Modeling of Dike Propagation Near Drifts Consequences for TSPA-SR/LA'' (CRWMS M&O 2000b). Evaluation of that Development Plan and the work to be conducted to prepare Interim Change Notice (ICN) 1 of this report, which now includes the design option of ''Open'' drifts, indicated that no revision to that DP was needed. These analyses are intended to provide reasonable bounds for a number of expected effects: (1) Temperature changes to the waste package from exposure to magma; (2) The gas flow available to degrade waste containers during the intrusion; (3) Movement of the waste package as it is displaced by the gas, pyroclasts and magma from the intruding dike (the …

Continuing Studies on Direct Aqueous Mineral Carbonation of CO{sub 2} Sequestration

Direct aqueous mineral carbonation has been investigated as a process to convert gaseous CO{sub 2} into a geologically stable, solid final form. The process utilizes a solution of sodium bicarbonate (NaHCO{sub 3}), sodium chloride (NaCl), and water, mixed with a mineral reactant, such as olivine (Mg{sub 2}SiO{sub 4}) or serpentine [Mg{sub 3}Si{sub 2}O{sub 5}(OH){sub 4}]. Carbon dioxide is dissolved into this slurry, by diffusion through the surface and gas dispersion within the aqueous phase. The process includes dissolution of the mineral and precipitation of the magnesium carbonate mineral magnesite (MgCO{sub 3}) in a single unit operation. Activation of the silicate minerals has been achieved by thermal and mechanical means, resulting in up to 80% stoichiometric conversion of the silicate to the carbonate within 30 minutes. Heat treatment of the serpentine, or attrition grinding of the olivine and/or serpentine, appear to activate the minerals by the generation of a non-crystalline phase. Successful conversion to the carbonate has been demonstrated at ambient temperature and relatively low (10 atm) partial pressure of CO{sub 2} (P{sub CO2}). However, optimum results have been achieved using the bicarbonate-bearing solution, and high P{sub CO2}. Specific conditions include: 185 C; P{sub CO2}=150 atm; 30% solids. Studies suggest that …
