2006 Pacific Northwest Loads and Resources Study.

The Pacific Northwest Loads and Resources Study (White Book), which is published annually by the Bonneville Power Administration (BPA), establishes one of the planning bases for supplying electricity to customers. The White Book contains projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. The White Book also contains information obtained from formalized resource planning reports and data submittals including those from individual utilities, the Northwest Power and Conservation Council (Council), and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues, although the database that generates the data for the White Book analysis contributes to the development of BPA's inventory and ratemaking processes. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions that include expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. 2010 Census: Planning and Testing Activities Are Making Progress

Testimony issued by the Government Accountability Office with an abstract that begins "Rigorous planning is key to a successful census as it helps ensure greater effectiveness and efficiency. The U.S. Census Bureau (Bureau) estimates the 2010 Census will cost around $11.3 billion, which would make it the most expensive census in our country's history, even after adjusting for inflation. GAO was asked to testify on (1) the Bureau's progress in preparing for the 2010 Census, (2) the challenges that Hurricanes Katrina and Rita might pose for the Bureau's future activities, and, (3) more broadly, the importance of planning for a range of events that could severely disrupt the census."

Alaska North Slope Tundra Travel Model and Validation Study

The Alaska Department of Natural Resources (DNR), Division of Mining, Land, and Water manages cross-country travel, typically associated with hydrocarbon exploration and development, on Alaska's arctic North Slope. This project is intended to provide natural resource managers with objective, quantitative data to assist decision making regarding opening of the tundra to cross-country travel. DNR designed standardized, controlled field trials, with baseline data, to investigate the relationships present between winter exploration vehicle treatments and the independent variables of ground hardness, snow depth, and snow slab thickness, as they relate to the dependent variables of active layer depth, soil moisture, and photosynthetically active radiation (a proxy for plant disturbance). Changes in the dependent variables were used as indicators of tundra disturbance. Two main tundra community types were studied: Coastal Plain (wet graminoid/moist sedge shrub) and Foothills (tussock). DNR constructed four models to address physical soil properties: two models for each main community type, one predicting change in depth of active layer and a second predicting change in soil moisture. Analysis of the causes of failure in high chrome oxide refractory materials from slagging gasifiers

High Cr2O3 refractory materials are used to line the hot face of slagging gasifiers. Gasifiers are reaction chambers that convert water, oxygen, and a carbon feedstock into CO, H2, and methane at temperatures as high as 1575oC and pressures up to 1000 psi. Ash in the carbon feedstock liquefies, erodes and corrodes the gasifier’s refractory liner, contributing to liner failure within a few months to two years. The failure of a refractory liner decreases a gasifier’s on-line availability and causes costly system downtime and repairs. Many factors contribute to refractory lining failure, including slag penetration and corrosion, thermal cycling, gasifier environment, and mechanical loads. The results of refractory post-mortem failure analysis and how observations relate to gasifier service life will be discussed.

The application of Tiny Triplet Finder (TTF) in BTeV pixel trigger

We describe a track segment recognition scheme called the Tiny Triplet Finder (TTF) that involves grouping of three hits satisfying a constraint such as forming of a straight line. The TTF performs this O(n{sup 3}) function in O(n) time, where n is number of hits in each detector plane. The word ''tiny'' reflects the fact that the FPGA resource usage is small. The number of logic elements needed for the TTF is O(Nlog(N)), where N is the number of bins in the coordinate considered, which for large N, is significantly smaller than O(N{sup 2}) needed for typical implementations of similar functions. The TTF is also suitable for software implementations as well as many other pattern recognition problems.

Applications of barrier bucket RF systems at Fermilab

In recent years, the barrier rf systems have become important tools in a variety of beam manipulation applications at synchrotrons. Four out of six proton synchrotrons at Fermilab are equipped with broad-band barrier rf systems. All of the beam manipulations pertaining to the longitudinal phase space in the Fermilab Recycler (synchrotron used for antiproton storage) are carried out using a barrier system. Recently, a number of new applications of barrier rf systems have been developed- the longitudinal momentum mining, longitudinal phase-space coating, antiproton stacking, fast bunch compression and more. Some of these techniques have been critical for the recent spectacular success of the collider performance at the Fermilab Tevatron. Barrier bunch coalescing to produce bright proton bunches has a high potential to increase proton antiproton luminosity significantly. In this paper, I will describe some of these techniques in detail. Finally, I make a few general remarks on issues related to barrier systems.

APPLICATIONS OF LAYERED DOUBLE HYDROXIDES IN REMOVING OXYANIONS FROM OIL REFINING AND COAL MINING WASTEWATER

Western Research Institute (WRI), in conjunction with the U.S. Department of Energy (DOE), conducted a study of using the layered double hydroxides (LDH) as filter material to remove microorganisms, large biological molecules, certain anions and toxic oxyanions from various waste streams, including wastewater from refineries. Results demonstrate that LDH has a high adsorbing capability to those compounds with negative surface charge. Constituents studied include model bacteria, viruses, arsenic, selenium, vanadium, diesel range hydrocarbons, methyl tert-butyl ether (MTBE), mixed petroleum constituents, humic materials and anions. This project also attempted to modify the physical structure of LDH for the application as a filtration material. Flow characterizations of the modified LDH materials were also investigated. Results to date indicate that LDH is a cost-effective new material to be used for wastewater treatment, especially for the treatment of anions and oxyanions.

Assessing Models of Public Understanding In ELSI Outreach Materials

Advances in the science of genetics have implications for individuals and society, and have to be taken into account at the policy level. Studies of ethical, legal and social issues related to genomic research have therefore been integrated in the Human Genome Project (HGP) since the earliest days of the project. Since 1990, three to five percent of the HGP annual budget has been devoted to such studies, under the umbrella of the Ethical, Legal, and Social Implications (ELSI) Programs of the National Human Genome Research Institute of the National Institute of Health, and of the Office of Biological and Environmental Research of the U.S. Department of Energy (DOE). The DOE-ELSI budget has been used to fund a variety of projects that have aimed at ?promoting education and help guide the conduct of genetic research and the development of related medical and public policies? (HGP, 2003). As part of the educational component, a significant portion of DOE-ELSI funds have been dedicated to public outreach projects, with the underlying goal of promoting public awareness and ultimately public discussion of ethical, legal, and social issues surrounding availability of genetic information (Drell, 2002). Testimony issued by the Government Accountability Office with an abstract that begins "The Census Bureau plans to increase its use of automation to conduct the 2010 Decennial Census. Two key acquisitions are the Decennial Response Integration System (DRIS) and the Field Data Collection Automation program (FDCA). DRIS is expected to standardize and integrate data from census forms and other response modes. FDCA is expected to provide automation support for field data collection activities. Last year, Congress asked GAO to assess the status, plans, and management capabilities of both of these projects. In January 2006, GAO briefed Congressional staff on the results of that work. This testimony summarizes key findings from that briefing, including the status and management capabilities of each project."
