Energetic composite powders consisting of sol-gel derived nanostructured tungsten oxide were produced with various amounts of micrometer-scale tantalum fuel metal. Such energetic composite powders were ignition tested and results show that the powders are not sensitive to friction, spark and/or impact ignition. Initial consolidation experiments, using the High Pressure Spark Plasma Sintering (HPSPS) technique, on the sol-gel derived nanostructured tungsten oxide produced samples with higher relative density than can be achieved with commercially available tungsten oxide. The sol-gel derived nanostructured tungsten oxide with immobilized tantalum fuel metal (Ta - WO{sub 3}) energetic composite was consolidated to a density of 9.17 g.cm{sup -3} or 93% relative density. In addition those parts were consolidated without significant pre-reaction of the constituents, thus the sample retained its stored chemical energy.

Underlying these issues is the question of whether U.S. regulation and oversight of biotechnology—with responsibilities spread primarily among the U.S.

A collective scattering system has been installed on the National Spherical Torus Experiment (NSTX) to measure electron gyroscale fluctuations in NSTX plasmas. Up to five distinct wavenumbers are measured simultaneously, and the large toroidal curvature of NSTX plasmas provides enhanced spatial localization. Steerable optics can position the scattering volume throughout the plasma from the magnetic axis to the outboard edge. Initial measurements indicate rich turbulent dynamics on the electron gyroscale. The system will be a valuable tool for investigating the connection between electron temperature gradient turbulence and electron thermal transport in NSTX plasmas.

Total organic halogen (TOX) is used as a parameter to screen groundwater samples at the Hanford Site. Trending is done for each groundwater well, and changes in TOX and other screening parameters can lead to costly changes in the monitoring protocol. The Waste Sampling and Characterization Facility (WSCF) analyzes groundwater samples for TOX using the United States Environmental Protection Agency (EPA) SW-S46 method 9020B (EPA 1996a). Samples from the Soil and Groundwater Remediation Project (SGRP) are submitted to the WSCF for analysis without information regarding the source of the sample; each sample is in essence a ''blind'' sample to the laboratory. Feedback from the SGRP indicated that some of the WSCF-generated TOX data from groundwater wells had a number of outlier values based on the historical trends (Anastos 200Sa). Additionally, analysts at WSCF observed inconsistent TOX results among field sample replicates. Therefore, the WSCF lab performed an investigation of the TOX analysis to determine the cause of the outlier data points. This report discusses the relationship between Iraq and Iran in the post-Saddam Hussein era, with particular focus on what Iran's intentions and/or long-term goals may be for increasing its influence in Iraq. The report explores the various strategies that Iran has used to spread its influence throughout Iraq's military and political spheres. The report also addresses the United States' concern over the Iran-Iraq relationship, especially as it concerns armed Shiite factions and U.S. efforts to stabilize Iraq.

We show that backward-forward elliptic asymmetry correlations provide an experimentally accessible observable which distinguishes between collective and non-collective contributions to the observed elliptic asymmetry v2 in relativistic heavy ion collisions. The measurement of this observable will reveal the momentum scale at which collective expansion seizes and where the elliptic asymmetry is dominated by (semi)-hard processes. In addition, the knowledge of the actual magnitude of the collective component of the elliptic asymmetry will be essential for the extraction of the viscosity of the matter created in these collisions.

This report provides an analysis of the current crisis, including an overview of the conditions for those displaced in Iraq and the refugee situations in Syria, Jordan, and elsewhere. It also provides information on the U.S. and international response and examines refugee resettlement options in the United States. Aspects of this crisis that may be of particular interest to the 111th Congress include a focus on an immediate response (providing humanitarian relief funding), examining resettlement policies, and developing a strategy to manage the displaced, particularly within Iraq.

Predation by pinnipeds, such as California sea lions Zalophus californianus, Pacific harbor seals Phoca vitulina, and Stellar sea lions Eumetopias jubatus on adult Pacific salmon Oncorhynchus spp in the lower Columbia River has become a serious concern for fishery managers trying to conserve and restore runs of threatened and endangered fish. As a result, Smith-Root, Incorporated (SRI; Vancouver, Washington), manufacturers of electrofishing and closely-related equipment, proposed a project to evaluate the potential of an electrical barrier to deter marine mammals and reduce the amount of predation on adult salmonids (SRI 2007). The objectives of their work were to develop, deploy, and evaluate a passive, integrated sonar and electric barrier that would selectively inhibit the upstream movements of marine mammals and reduce predation, but would not injure pinnipeds or impact anadromous fish migrations. However, before such a device could be deployed in the field, concerns by regional fishery managers about the potential effects of such a device on the migratory behavior of Pacific salmon, steelhead O. mykiss, Pacific lampreys Entoshpenus tridentata, and white sturgeon Acipenser transmontanus, needed to be addressed.
