EFFECT OF UNBROKEN LIGAMENTS ON STRESS CORROSION CRACKING BEHAVIOR OF ALLOY 82H WELDS

Previously reported stress corrosion cracking (SCC) rates for Alloy 82H gas-tungsten-arc welds tested in 360 C water showed tremendous variability. The excessive data scatter was attributed to the variations in microstructure, mechanical properties and residual stresses that are common in welds. In the current study, however, re-evaluation of the SCC data revealed that the large data scatter was an anomaly due to erroneous crack growth rates inferred from crack mouth opening displacement (CMOD) measurements. Apparently, CMOD measurements provided reasonably accurate SCC rates for some specimens, but grossly overestimated rates in others. The overprediction was associated with large unbroken ligaments that often form in welds in the wake of advancing crack fronts. When ligaments were particularly large, they prevented crack mouth deflection, so apparent crack incubation times (i.e. period of time before crack advance commences) based on CMOD measurements were unrealistically long. During the final states of testing, ligaments began to separate allowing the crack mouth to open rather quickly. This behavior was interpreted as a rapid crack advance, but it actually reflects the ligament separation rate, not the SCC rate. Ultra-Trace Chemical Sensing with Long-Wave Infrared Cavity-Enhanced Spectroscopic Sensors

The infrared sensors task of Pacific Northwest National Laboratory's (PNNL's) Remote Spectroscopy Project (Task B of Project PL211) is focused on the science and technology of remote and in-situ spectroscopic chemical sensors for detecting proliferation and coun-tering terrorism. Missions to be addressed by remote chemical sensor development in-clude detecting proliferation of nuclear or chemical weapons, and providing warning of terrorist use of chemical weapons. Missions to be addressed by in-situ chemical sensor development include countering terrorism by screening luggage, personnel, and shipping containers for explosives, firearms, narcotics, chemical weapons, or chemical weapons residues, and mapping contaminated areas. The science and technology is also relevant to chemical weapons defense, air operations support, monitoring emissions from chemi-cal weapons destruction or industrial activities, law enforcement, medical diagnostics, and other applications. Sensors for most of these missions will require extreme chemical sensitivity and selectiv-ity because the signature chemicals of importance are expected to be present in low con-centrations or have low vapor pressures, and the ambient air is likely to contain pollutants or other chemicals with interfering spectra. Development of Gamma-Emitting Receptor Binding Radiopharmace

The long-term objective is to develop blood-brain barrier (BBB) permeable m2-selective (relative to m1, m3, and m4) receptor-binding radiotracers and utilize these radiotracers for quantifying receptor concentrations obtained from PET or SPECT images of human brain. In initial studies, we concluded that the lipophilicity and high affinity prevented (R,S)-I-QNB from reaching a flow-independent and receptor-dependent state in a reasonable time. Thus, it was clear that (R,S)-I-QNB should be modified. Therefore, during the last portion of this funded research, we proposed that more polar heterocycles should help accomplish that. Since reports of others concluded that radiobromination and radiofluorination of the unactivated phenyl ring is not feasible (Newkome et al,,1982), we, therefore, explored during this grant period a series of analogues of (R)-QNB in which one or both of the six-membered phenyl rings is replaced by a five-membered thienyl (Boulay et al., 1995), or furyl ring. The chemistry specific aims were to synthesize novel compounds designed to be m2-selective mAChR ligands capable of penetrating into the CNS, and develop methods for efficient radiolabeling of promising m2-selective muscarinic ligands. Civilian nuclear power on the drawing board: the development of Experimental Breeder Reactor-II.

On September 28, 2001 a symposium was held at Argonne National Laboratory as part of the festivities to mark the 100th birthday of Enrico Fermi. The symposium celebrated Fermi's ''contribution to the development of nuclear power'' and focused on one particular ''line of development'' resulting from Fermi's interest in power reactors: Argonne's fast reactor program. Symposium participants made many references to the ways in which the program was linked to Fermi, who led the team which created the world's first self-sustaining nuclear chain reaction. For example, one presentation featured an April, 1944 memo that described a meeting attended by Fermi and others. The memo came from the time when research on plutonium and the nuclear chain reaction at Chicago's WWII Metallurgical Laboratory was nearing its end. Even as other parts of the Manhattan Engineering Project were building on this effort to create the bombs that would end the war, Fermi and his colleagues were taking the first steps to plan the use of nuclear energy in the postwar era. This report is a summary of the actions taken by Argonne National Laboratory in 2001 to keep the public and environment safe. Over the last year, Argonne has monitored, evaluated, and taken steps to control problems or potential problems on its DuPage County site. The problems that have or might occur are things like spilled or leaked radiological waste, non-radiological wastes or hazardous materials. Argonne is keeping its promise to be a good neighbor, and this report confirms its commitment to its neighbors, both human and environmental. Argonne's commitment to have minimal effect on the environment was tested vigorously over 2001. Argonne's first priority is keeping the people around it safe. This was verified through tests done on the air. The air can be the most damaging way to pollute an area. This is why Argonne was so extensive in its testing. They followed guidelines of the Clean Air Act, which covers radioactive emissions, asbestos, and conventional air pollutants. Air was tested, and after all calculations were finished, the effect on the public was found to be so minimal that it almost didn't register. Materials Microcharacterization Collaboratory

The Center for Microanalysis of Materials (CMM) is one of the four electron microscopy and microcharacterization user facilities participating in the Materials Microcharacterization Collaboratory (MMC) supported by the DOE-SC, Office of Basic Energy Science, and DOE Energy Efficiency & Renewable Energy Program, Office of Transportation Technology. The MMC unites the four DOE BES electron microscopy user facilities at ANL, LBNL, ORNL, and the CMM at the University of Illinois at Urbana-Champaign. Also participating in the MMC are the DOE EE microcharacterization user center at ORNL and the NAMT program at NIST. MMC also has several industrial partners. The purpose of the MMC is to bring the microanalytical and microcharacterization tools and expertise at these centers of excellence and other participating facilities together in an on-line interactive collaboratory and make them available to educators and researchers working in industry, universities, and government laboratories through telepresence access and operation. The MMC, however, is about remote collaboration, not just remote instrument control. The approach of the MMC also emphasizes providing the tools for establishing a sense of community and performing research using the MMC. Fabrication of large diameter alumino-silicate K{sup +} sources

Alumino-silicate K{sup +} sources have been used in HIF experiments for many years. For example the Neutralized Transport Expt. (NTX) and the High Current Transport Expt. (HCX) are now using this type of ion source with diameters of 2.54 cm and 10 cm respectively. These sources have demonstrated ion currents of 80 mA and 700 mA, for typical HIF pulse lengths of 5-10 {micro}s. The corresponding current density is {approx} 10-15 mA/cm{sup 2}, but much higher current density has been observed using smaller size sources. Recently we have improved our fabrication techniques and, therefore, are able to reliably produce large diameter ion sources with high quality emitter surface without defects. This note provides a detailed description of the procedures employed in the fabrication process. The variables in the processing steps affecting surface quality, such as substrate porosity, powder size distribution, coating technique on large area concave surfaces, drying, and heat firing temperature have been investigated.

Recency of Faulting and Neotechtonic Framework in the Dixie Valley Geothermal Field and Other Geothermal Fields of the Basin and Range

We studied the role that earthquake faults play in redistributing stresses within in the earths crust near geothermal fields. The geographic foci of our study were the sites of geothermal plants in Dixie Valley, Beowawe, and Bradys Hot Springs, Nevada. Our initial results show that the past history of earthquakes has redistributed stresses at these 3 sites in a manner to open and maintain fluid pathways critical for geothermal development. The approach developed here during our pilot study provides an inexpensive approach to (1) better define the best locations to site geothermal wells within known geothermal fields and (2) to define the location of yet discovered geothermal fields which are not manifest at the surface by active geothermal springs. More specifically, our investigation shows that induced stress concentrations at the endpoints of normal fault ruptures appear to promote favorable conditions for hydrothermal activity in two ways. We conclude that an understanding of the spatial distribution of active faults and the past history of earthquakes on those faults be incorporated as a standard tool in geothermal exploration and in the siting of future boreholes in existing geothermal fields.

File-Sharing Programs: Peer-to-Peer Networks Provide Ready Access to Child Pornography

A letter report issued by the General Accounting Office with an abstract that begins "The availability of child pornography has dramatically increased in recent years as it has migrated from printed material to the World Wide Web, becoming accessible through Web sites, chat rooms, newsgroups, and now the increasingly popular peer-to-peer file-sharing programs. These programs enable direct communication between users, allowing users to access each other's files and share digital music, images, and video. GAO was requested to determine the ease of access to child pornography on peer-to-peer networks; the risk of inadvertent exposure of juvenile users of peer-to-peer networks to pornography, including child pornography; and the extent of federal law enforcement resources available for combating child pornography on peer-to-peer networks. Because child pornography cannot be accessed legally other than by law enforcement agencies, GAO worked with the Customs Cyber-Smuggling Center in performing searches: Customs downloaded and analyzed image files, and GAO performed analyses based on keywords and file names only. In commenting on a draft of this report, the Department of Justice agreed with the report's findings and provided additional information."
