Advanced Quality Control System for the Thermomechanical Pulping Process Improves Quality and Reduces Energy Costs for Augusta Newsprint

In July 2001, the Augusta Newsprint Company partnered with Invensys' Pacific Simulation group to implement an advanced quality control (AQC) solution for the thermomechanical pulping (TMP) process at Augusta Newsprint's Augusta, Georgia, site. The goal of the project is to decrease energy and raw material costs while maintaining final pulp quality. The project involves coordinating AQC in 3 areas of the paper mill to reduce the amount of energy required for manufacturing. In addition, a time-of-day production (TODP) feature will use current power market pricing data to adjust production rates in the pulping operation to minimize the average cost of purchased energy. The AQC implementation is currently in progress.

The Bonneville Power Administration (BPA) funds the 'Annual Coded-wire Tag Program - Missing Production Groups for Columbia River Hatcheries' project. The Washington Department of Fish and Wildlife (WDFW), Oregon Department of Fish and Wildlife (ODFW) and the United States Fish and Wildlife Service (USFWS) all operate salmon and steelhead rearing programs in the Columbia River basin. The intent of the funding is to coded-wire tag at least one production group of each species at each Columbia Basin hatchery to provide a holistic assessment of survival and catch distribution over time and to meet various measures of the Northwest Power Planning Council's (NWPPC) Fish and Wildlife Program. The WDFW project has three main objectives: (1) coded-wire tag at least one production group of each species at each Columbia Basin hatchery to enable evaluation of survival and catch distribution over time, (2) recover coded-wire tags from the snouts of fish tagged under objective 1 and estimate survival, contribution, and stray rates for each group, and (3) report the findings under objective 2 for all broods of chinook, and coho released from WDFW Columbia Basin hatcheries. Annual INTEC Groundwater Monitoring Report for Group 5 - Snake River Plain Aquifer (2001)

This report describes the monitoring activities conducted and presents the results of groundwater sampling and water-level measurements from October 2000 to September 2001. Groundwater samples were initially collected from 41 wells from the Idaho Nuclear Technology and Engineering Center and the Central Facilities Area and analyzed for iodine-129, strontium-90, tritium, gross alpha, gross beta, technetium-99, uranium isotopes, plutonium isotopes, neptunium-237, americium-241, gamma spectrometry, and mercury. Samples from 41 wells were collected in April and May 2001. Additional sampling was conducted in August 2001 and included the two CFA production wells, the CFA point of compliance for the production wells, one well that was previously sampled and five additional monitoring wells. Iodine-129 and strontium-90 were the only analytes above their respective maximum contaminant levels. Iodine-129 was detected just above its maximum contaminant level of 1 pCi/L at two of the Central Facilities Area landfill wells. Iodine-129 was detected in the CFA production wells at 0.35±0.083 pCi/L in CFA-1, but was below detectable activity in CFA-2. Strontium-90 was above its maximum contaminant level of 8 pCi/L in several wells near the Idaho Nuclear Technology and Engineering Center but was below its maximum contaminant level in the downgradient wells at the Central Facilities …

In February 1997, the U.S. Department of Energy, National Nuclear Security Administration Nevada Operations Office (NNSA/NV) issued the Mitigation Action Plan which addressed potential impacts described in the ''Final Environmental Impact Statement for the Nevada Test Site and Off-Site Locations in the State of Nevada'' (DOE/EIS 0243). NNSA/NV committed to several actions, including the preparation of an annual report, which summarizes waste shipments to and from the Nevada Test Site (NTS) Radioactive Waste Management Sites (RWMSs) at Area 3 and Area 5. This document satisfies requirements with regard to low-level radioactive waste (LLW) and mixed low-level radioactive waste (MLLW) transported to or from the NTS during fiscal year (FY 2001).

This annual Neutron Soil Moisture Monitoring report provides an analysis and summary for site inspections, meteorological information, and neutron soil moisture monitoring data obtained at the U-3fi Injection Well during the October 2000 to October 2001 period. The U-3fi Injection Well is located in Area 3 of the Nevada Test Site (NTS), Nye County, Nevada. Inspections of the Area 3 U-3fi Injection Well are conducted to determine and document the physical condition of the concrete pad, facilities, and any unusual conditions that could impact the proper operation of the waste disposal unit closure. The objective of the neutron-logging program is to monitor the soil moisture conditions along the 128-meter (m) (420-ft) ER3-3 monitoring well and detect changes that may be indicative of moisture movement in the regulated interval extending between 73 to 82 m (240 to 270 ft) or to detect changes that may be indicative of subsidence within the disposal unit itself.

An Assessment of Reactor Types for Thermochemical Hydrogen Production

Nuclear energy has been proposed as a heat source for producing hydrogen from water using a sulfur-iodine thermochemical cycle. This document presents an assessment of the suitability of various reactor types for this application. The basic requirement for the reactor is the delivery of 900 C heat to a process interface heat exchanger. Ideally, the reactor heat source should not in itself present any significant design, safety, operational, or economic issues. This study found that Pressurized and Boiling Water Reactors, Organic-Cooled Reactors, and Gas-Core Reactors were unsuitable for the intended application. Although Alkali Metal-Cooled and Liquid-Core Reactors are possible candidates, they present significant development risks for the required conditions. Heavy Metal-Cooled Reactors and Molten Salt-Cooled Reactors have the potential to meet requirements, however, the cost and time required for their development may be appreciable. Gas-Cooled Reactors (GCRs) have been successfully operated in the required 900 C coolant temperature range, and do not present any obvious design, safety, operational, or economic issues. Altogether, the GCRs approach appears to be very well suited as a heat source for the intended application, and no major development work is identified. ATLAS DISCOVERY POTENTIAL FOR A HEAVY CHARGED HIGGS BOSON.

The sensitivity of the ATLAS detector to the discovery of a heavy charged Higgs boson is presented. Assuming a heavy SUSY spectrum, the most promising channels above the top quark mass are H{sup {+-}} {yields} tb and h{sup {+-}} {yields} {tau}{sup {+-}}{nu}{sub {tau}} which provide coverage in the low and high tan {beta} regions up to {approx} 600 GeV. The achievable precisions on the charged Higgs mass and tan {beta} determination are also discussed. The H{sup {+-}} {yields} W{sup {+-}}h{sup 0} channel, though restricted to a small MSSM parameter space, shows a viable signal in NMSSM where the parameter space is less constrained. The observation of the channel H{sup -} {yields} {tau}{sub L}{sup -} {nu}{sub {tau}} + c.c. may constitute a distinctive evidence for models with singlet neutrinos in large extra dimensions.

Atto Second Electron Beams Generation and Characterization Experiment at the Accelerator Test Facility.

We are proposing an Atto-second electron beam generation and diagnostics experiment at the Brookhaven Accelerator Test facility (ATF) using 1 {micro}m Inverse Free Electron Laser (IFEL). The proposed experiment will be carried out by an BNL/LBNL collaboration, and it will be installed at the ATF beam line II. The proposed experiment will employ a one-meter long undulator with 1.8 cm period (VISA undulator). The electron beam energy will be 63 MeV with emittance less than 2 mm-mrad and energy spread less than 0.05%. The ATF photocathode injector driving laser will be used for energy modulation by Inverse Free Electron Laser (IFEL). With 10 MW laser peak power, about 2% total energy modulation is expected. The energy modulated electron beam will be further bunched through either a drift space or a three magnet chicane into atto-second electron bunches. The attosecond electron beam bunches will be analyzed using the coherent transition radiation (CTR).

Baseline Flowsheet Generation for the Treatment and Disposal of Idaho National Engineering and Environmental Laboratory Sodium Bearing Waste

The High-Level Waste (HLW) Program at the Idaho National Engineering and Environmental Laboratory (INEEL) must implement technologies and processes to treat and qualify radioactive wastes located at the Idaho Nuclear Technology and Engineering Center (INTEC) for permanent disposal. This paper describes the approach and accomplishments to date for completing development of a baseline vitrification treatment flowsheet for sodium-bearing waste (SBW), including development of a relational database used to manage the associated process assumptions. A process baseline has been developed that includes process requirements, basis and assumptions, process flow diagrams, a process description, and a mass balance. In the absence of actual process or experimental results, mass and energy balance data for certain process steps are based on assumptions. Identification, documentation, validation, and overall management of the flowsheet assumptions are critical to ensuring an integrated, focused program. The INEEL HLW Program initially used a roadmapping methodology, developed through the INEEL Environmental Management Integration Program, to identify, document, and assess the uncertainty and risk associated with the SBW flowsheet process assumptions. However, the mass balance assumptions, process configuration and requirements should be accessible to all program participants.
